Calandro, Chairperson IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION SECOND QUARTERLY REPORT FOR 1989 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 - 15 and Grades 16 - 21 provided for a review and appeal process for departments and employees wishing to challenge the salary grade placement of classifications; and WHEREAS the Second Quarterly Report for 1989 was submitted to the Personnel Committee identifying the reviews requested and the salary grade changes recommended by the Personnel Department after completion of this review process; and WHEREAS funds have been established in the Classification and Rate Change fund to implement salary grade changes resulting from salary administration quarterly reports recommendations; and WHEREAS the Personnel Comittee has reviewed and approved this report; NOW THEREFORE BE IT RESOLVED that changes in salary grade placement and reclassifications be implemented for the following classifications as shown and that retitling of classes as indicated be established: Classification Salary Grade From: To: FOC Family Counselor II 11 12 Workers Compensation Specialist 10 11 Work Projects Supervisor 5 8 Chief-Treasurer Accounting 16 17 EMS Communication Supervisor 9 10 Mr. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. WIITJAM CADDELL, CHAIRPERSON IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION 2ND QUARTERLY REPORT FOR 1989 - MISCELLANEOUS RESOLUTION #89172 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mt. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #89172 and finds: 1) The personnel committee has approved the attached Salary Administration Second Quarterly Report for 1989, 2) Salary Cost for the period August 12, 1989 through December 31, 1989 is $11,461 in Salaries and $3,322 in Fringe Benefits, 3) The 1990 Salary Cost $29,800 and $8,860 for 1990 Fringe Benefits, 4) The Salary cost of $422 (4-73530-111-10-00-1001) and Fringe Benefits of $122 (4-73530-111-10-00-2070) will be absorbed by the Insurance Fund for 1989, 5) Per the Personnel Department request the Employees Records Specialist Position is not included in the following Budget amendments, 6) Funds are available in the 1.989 - Appropriation Reserve for Transfer Classification and Rate Change Account (909-01-00-9902) and recommends the following amendments: 1989 4-10100-909-01-00-9902 Rate & Classification Changes $(14,239) 4-10100-177-10-00-1001 EMS & Emergency - Salaries 377 4-10100-177-10-00-2070 EMS & Emergency - Fringe Benefits 109 4-10100-221-01-00-1001 Treasurer-Gen. It requires presentation of a quarterly report to the Personnel Committee of reviews conducted during the quarter by the Personnel Department and of appeals heard by the Job Evaluation Review Panel. Any recommended changes in grade level must be approved by the Personnel Committee and Board of Commissioners prior to becoming effective. Funds are contained in the 1989 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Personnel Department is not recommending the requested change in evaluation and salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Personnel Committee. NOTE: The Personnel Committee referred one of the classifications to the Job Evaluation Review Panel for recommendation. Costs have been adjusted from the original report to reflect this change. A - Job changes since the original evaluation caused changes in point factor evaluations. - Original project recommendations in 1981 contained many new classifications as a result of splitting a number of existing classifications. The project as adopted in 1985 virtually eliminated the splitting of classifications. The few classifications marked with this reason code are being recommended now to be split off an existing class. • C - A detailed review of specific job duties with employees and/or division managers resulted in changes from the original point factor evaluations. D - A new class is required because of substantially different responsibilities from other employees in the class. A more detailed explanation is contained in Part IV of this report for those classes recommended for salary grade and evaluation changes. Circuit Court/Friend of the FOC Family Counselor II Court Department/Division Class Title SALARY ADMINISTRATION SYSTEM SECOND QUARTERLY REPORT FOR 1969 Page 3 PART III - REASONS FOR RECOMMENDED CHANGES Description Two factors are recommended for change. Factor 2, Experience, is recommended to be increased from level 3 to level 4 (1 to 2 years experience). Factor 5, Job Related Communication, is recommended to be increased from level 3B to 4A, to reflect communications requiring ability to interact in extremely delicate, sensitive situations and contacts involving difficult negotiations. Risk Management Workers' Compensation Specialist Factor 3, Supervisory Responsibility, is recommended to be changed to level 3A to reflect the lead worker role over assigned clerical/technical support. Factor 9, Accident and Health Hazards, is recommended to be changed from level 1C to level 2A to address the amount of time spent on the road and on accident and safety inspections. Sheriff/Corrective Services Work Projects Supervisor Treasurer/General Accounting Chief-Treasurer Accounting Several factor evaluations are recommended for adjustment to recognize the change in the scope of responsibilities for this classification. Factor 1, Education, is proposed to be: changed from level 2 to level 3, to reflect skills normally acquired in high school or vocational/trade school courses. Factor 2, Experience, is also recommended to be increased from level 3 to level 5 (2 to 5 years experience). Factor 5, Job Related Communication, iS also recommended to be increased from lA to 2A to recognize the training and instructing of trustees. Factor 7, Mental Concentration, is recommended to be decreased from level 3 to level 2 to be more consistent with other maiktenance type classes. Factor 9, Accident and Health Hazards, is proposed to be changed to level 3A because of the dangers associated with the use of power equipment such as chain saws. Factor 5, Job Related Communication, is recommended to be increased from level 28 to 38 to reflect the level and amount of communication required in dealing with attorneys and taxpayers, and with committees, elected officials, bank presidents, - Factor 4, Problem Solving, is recommended to be changed to level 4 to address the increased level of problem solving required in the development and implementation of the employee records portion of the new Human Resources System and as the central coordinator for the on-line input of all personnel transactions on the new Human Resource System. *Personnel/Employee Relations Employee Records Specialist (Recommend pos. #03445 be retitled to new class of Central Employee Records System Coordinator) *The Personnel Committee referred this classification to the Job Evaluation Review Panel for recommendation. Department/Division Public Services/EMS and Emergency Management Class Title EMS Communications Supervisor SALARY ADMINISTRATION SYSTEM SECOND QUARTERLY REPORT FOR 1989 Page 4 - PART III - REASONS FOR RECOMmENDED CHANGES Description Factor 5, Job Related Communication, is proposed to be changed to level 3A to reflect the occasional confrontational communications required as the complaint resolver for the EMS communications system. In addition, Factor 6, is recommended to be increased to level 4C to recognize the level of accountability required in the supervision of the function and the reporting relationship to the OAKEMS Council.
