BY: PLANNING AND BUILDING COMMITTEE IN RE: AUTHORIZATION TO RECEIVE BIDS - NORTHWEST PARKING LOT RECONSTRUCTION May 10,1984 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Northwest Parking Lot, in the Service Center, was built in 1962 and has not had a major resurfacing since its' construction; and WHEREAS, it is recommended that the lot be resurfaced and some reconfiguration be done to improve parking conditions and traffic flow; and WHEREAS, it is also recommended that this project include identification signage to alleviate some of the problems experienced-by the public in locating vehicles; and WHEREAS, a partial lighting system is recommended for this area, particularly near the Courthouse, to improve visibility for after hours users of the facility; and WHEREAS, the preliminary estimated cost of this project is $284,000; and WHEREAS, funds for this project are available in the 1984 Capital Program - Utilities Section. NOW THEREFORE BE IT RESOLVED that the Department of Central Services be and is hereby authorized to receive bids for the repaving and reconstruction of the Northwest Parking Lot and a report thereon be made to this board after receipt and tabulation of such bids. PLANNING AND BUILDING COMMITTEE itIEREW4PPRiVE THE FOREGOING RESOLUTION / mu ietdi 40- Data /- / OAKLAND COUNTY EXECUTIVE DEPARTMENT OF CENTRAL SERVICES FACILITIES ENGINEERING DIVISION NORTHWEST PARKING LOT RECONSTRUCTION Project 84-5 April 17, 1984 The Northwest Parking Lot was built in 1962 with a planned capacity of 700 vehicles to accommodate the Children's Village Reception Center (as the North Office Building was then known), the Court Tower and West Wing, as well as two future wings on the north side of the Court Tower. The layout of the lot was dictated by the existing conditions. The lot is traversed by six circulation roads and is dotted with planting islands to define the parking rows and these roads. Over the ensuing years, development of the Service Center changed much of rationale for developing the Northwest Lot as it currently exists. The two north wings to the Court Tower were never built although one may still be a distant possibility. The Reception Center was remodeled into the North Office Building. The Medical Care Facility was built. The Sanatorium was converted into the Executive Office Building. Because of drainage problems, the planting islands do not support plant materials. There is a considerable amount of staff traffic between the Executive Office Building and the Court Tower and the circulation road on the west perimeter has become a major thoroughfare to the Auditorium. The Law Library remains open to the public after 5 p.m1 and handicap parking is both inadequate and in the wrong locations. The lot is also confusing to the general public and 'lost" cars are a constant problem. During the past 22 years, there has been no major resurfacing effort. Some spot patching and crack sealing has occurred and the lot was seal coated once but the surface has lived its useful life. In order to rectify these problems, a major reconstruction effort is being proposed. Nut only will the lot be resurfaced but it will also be reconfigured. Reconfiguration will accomplish several things. The two northernmost east-west circulation roads will be combined into one thereby improving traffic flow, minimizing points of traffic conflict, and providing more parking. The north-south circulation road on the west will be designed as a main road, again improving traffic flow and minimizing the potential for accidents. Parking rows will still be defined by planting islands but a sub- surface drainage system will be installed to carry away ground water so that the islands can support plant life. The parking rows will be identified using either numbers or letters and a partial lighting system will be installed at building entree_eL. Handicap parking will be provided in adequate numbers at crucial points and collector sidewalks will also be installed. The total parking capacity will remain at 706 which meets code requirements. , Northwest Parking Lot Reconstruction, County Project 84-5 Page 2 The preliminary cost estimate is: 1. Signage 2,000 Construction Sub-Total $258,250 Contingency 25 ,753 Total Project Cost $284,000 The project is listed in the Utilities Section of the 1984 Capital Improvement Program with a Finance Committee priority of 4 and a cost of $200,000. This amount was based on resurfacing and only minor improvelents to the drainage and geometries. If the project is to proceed, the additional $84,000 for sidewalks, lighting, row identification, and major changes in the drainage and geometries can be taken from the carryover available for 1985 with no impact on projects through the end of the current five-year program.
