Mr. Chairperson, Ladies and Gentlemen:
The Personnel Committee, having reviewed the above referenced
resolution, reports with the recommendation that the resolution be adopted.
Mr. Chairperson, on behalf of the Personnel Committee, I move the
adoption of the foregoing report.

IN RE: COMMUNITY AND ECONOMIC DEVELOPMENT/PLANNING - DELETION OF TWO STUDENT
POSITIONS AND CREATION OF CLERK I POSITION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS one of the functions of the Planning Division is to offer
for sale to the public property maps and aerial photos; and
WHEREAS currently two Student positions are assigned to the Mapping
unit to assist in these sales; and
WHEREAS the department has experienced difficulty in retaining
Students to run prints of maps; and
WHEREAS the department has requested the deletion of the two
existing Student positions and the creation of a full-time eligible Clerk
position to increase the stability and efficiency of this unit; and
WHEREAS revenues from map and aerial photo sales have increased
steadily for a number years and are more than sufficient to offset additional
costs associated with this request.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Comidssioners delete two (2) Student positions (#06422 and #05884) from the
Planning Division/Mapping Unit and create one (1) governmental Clerk I
position in that unit.
Mr. Chairperson, on behalf of the Planning and Building Committee,
move the adoption of the foregoing resolution.

TWO STUDENT POSITIONS AND CREATION OF ONE CLERK I POSITION -
MISCELLANEOUS RESOLUTION # 89153
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed
Miscellaneous Resolution #89153 and finds:
1) That two (2) Student positions be deleted and one (1) Clerk I position be created
in the Planning Division - Mapping Unit, effective July 3, 1989.
2) That the annual cost of a Clerk I position is $20,728 ($14,597 Salary; $6,131
Fringe Benefits), and the annual cost of two (2) Student positions is $12,342
($11,488 Salaries; $854 Fringe Benefits) as detailed in the attachment.
3) That the cost of a Clerk I position for the period July 3, 1989 through December
31, 1989 is $10,364 ($7,299 Salary; $3,065 Fringe Benefits), and the cost for two
(2) Student positions for the same period is $6,171 ($5,744 Salaries; $427 Fringe
Benefits) as detailed in the attachment.
4) That the annual cost is $8,138, and effective July 3, 1989, for the balance of this
year, the additional cost is $4,193.
5) The 1989 cost of $4,193 will be funded by the increase in revenue from map
sales; with budget amendments as follows:

The Planning Division requests to delete two Student positions from their
Mapping unit and create one full-time eligible Clerk I position to increase
the efficiency of this unit. Maps and aerial photos are produced primarily
for sale with revenues returned to the County.
Currently one Clerk III provides mapping services with the assistance of two
Students. One Student performs clerical duties and one is assigned to run
prints of maps by putting them through a blueprint machine. However, the
department reports they have had problems retaining Students to run prints.
They are requesting a full-time position with benefits to reduce the turnover
rate experienced with the Students, make the position more attractive and
increase the stability of staff.'
The proposed Clerk would greet customers, pull maps from files, run prints and
receive cash and write receipts or charge slips as necessary. The employee
would also fill phone ord08' and process paP4Ots received by mail as well as
assist in general related clerical duties.
The current vacancy of one Student position has resulted in Engineering Aides
and a Planning Technician being required to take time away from their assigned
duties to run prints. This has negatively impacted the drafting workload and
has contributed to a substantial backlog in updating maps.
A review of map and aerial photo sales in recent years demonstrates
significant increases which affect the workload and further justify the need
for this position. The following sales figures include property description
maps, general maps, line prints, aerial photos and composites.
1984 - 15,571 sheets
1985 - 32,956 sheets
1986 - 43,915 sheets
1987 - 67,635 sheets
1988 - 71,377 sheets
The 1988 figure represents a 458% over 1984.
Revenues from these sales have also continued to increase each year. Revenues
for the past five years have been:
1984 - $ 84,405
1985 - 86,646
1986 - 130,494
1987 - 151,790
1988 - 183,053
This represents an average annual increase in map revenues of nearly $20,000,
which is more than sufficient to offset the additional costs associated with
this proposal. Further, the department indicates they anticipate this pattern
to continue.
