Proposed Amendment The City Council of the City. of Lake Angelus proposes to amend the City Charter by Medifying sections 3.7, 4.1, 4.3 and 4.12 to read as follows : Section 3.7 Elective Officers and Terms of Office. At each regular City eleetion there shall be elected either two or three Councilmen for a term of four 'years eaCh. A Mayor shall be elected in 1987 to serve for a term of four years or until his earlier resignation, removal, or death. Commencing in 1991, or following the earlier occurrence of A vacancy in the office of the Mayor elected in 1987, the office of Mayor shall no longer be filled- by popular election: In the event of his resignation as Mayor during the term for which he Was elected, the person elected Mayor in 1987, shall be deemed to be an elected Councilman for the remainder of his four year term. At the 1989 election, and every four years therelafter, two Councilmen shall be elected and at the 1991 electione and every four years thereafter, three Councilmen shall be elected. The term of office for the Mayor elected in 1987 1' and for all elected Councilmen shall commence at 7:30 p.M. on the date of the first regular meeting of the city Council following the certification of the regular City election at which they were elected. . Section 4.1 The City Coundil. The legislative powers of the City, except as reserved by t ihis Charter, shall be vested in a Council consisting of the Mayor: and four Councilmen elected at large on a nonpartisan basis. Following the 1991 election, or upon the earlier resignation from office of the Mayor elected in 1987, the legislative powers of the pity, except as reserved by this Charter, shall be vested in a COuncil consisting of five Councilmen elected at large on a nonpartisan basis, one of whom shall be designated by the City CbunCil as Mayor. The Council shall have power and authority to adopt such ordinances and resolutions as it shall deem proper in the exercise of its powers. Section 4.3 Terms of Office. Each elected Mayor and Councilman shall hold,office for his elected -tsr9 oijrom the date of the first regular meeting of the City Council following the City election at which he was elected, and until his successor shall be elected and qualified. Section 4.12 Organization of the Council. Commencing in 1991, or in such prior year as there may be a vacancy in the office of Mayor, the Council shall at its first meeting held following each regular City election and at the November meeting in each year in which there is no regular City election, elect by majority vote one of its members to serve as Mayor and one of its members to serve as Mayor pro tern for one year terms commencing forthwith and continuing until their successors are elected and qualified, and shall by resolution set the times for holding regular meetings of the Council. The same individual may be elected for successive terms as Mayor or as Mayor pro tern without limitation. The Mayor shall preside at. all meetings of the Council, except that the Mayor pro tern shall preside over meetings of. the Council at the call Of the Mayor, or, when on account of absence from the City, diSability or otherwise, the Mayor is temporarily unable to perform the duties of his office, and, in case of a vacancy in the office of Mayor, until such vacancy is filled by the Council. In the event of a vacancy occurring in the office of Mayor or Mayor pro tem, the Council shall elect a Councilman from its elected membership to fill such vacancy, but until such vacancy is fined, the senior member of the Council from the standpoint of cOntinuous service shall act as Mayor pro tem. As between persons of equal seniority, the person who received the highest number of votes at the time of his last election shall apt.
