IN RE: SHERIFF DEPARTMENT - ESTABLISHMENT OF FEES FOR INMATE MEDICAL
AND DENTAL TREATMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS MCLA 801.5a allows Counties to seek reimbursement for Medical Care and
Treatment; and
WHEREAS the Sheriffs Department is proposing a fee for an inmate medical or dental
visit; and -
WHEREAS a charge of $10.00 per visit to the Health Clinic and a charge of $7.00 per
visit to the Dental Clinic is recommended and approved by Management and Budget; and
WHEREAS under this act Counties may seek reimbursement for any or all medical
costs incurred; and
WHEREAS no medical treatment will be withheld because of an inmate's inability to
pay.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the Sheriff's Department to charge inmates $10.00 per Health
Clinic visit and $7.00 per Dental Clinic Visit.
BE IT FURTHER RESOLVED that all other medical expenses incurred will be charged
to the inmate.
BE IT FURTHER RESOLVED that such fees will be deducted from the inmate's
personal account or invoiced to said inmate at time of release.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.

801.5a Reimbursements for medical care and treatment
Sec. 5a. (1) The county board of commissioners may seek reim-
bursement for expenses incurred in providing medical care and treat-
ment pursuant to sections 4 to 5.1 If a county board 'of-commission-
ers seeks reimbursement pursuant to this section, reimbursement
shall be sought only in the following order:
(a) From the prisoner or person charged,
(b) From insurance companies, health care corporations, or other
sources if the prisoner or person charged is covered by an insurance
policy, a certificate issued by a health care corporation, or other
source for those expenses.
(2) A prisoner in a county jail shall cooperate with the county in
seeking reimbursement under subsection (1) for meciir21 expenses in-
curred by the county for thai: prisoner_
(3) A prisoner who wilfully refuses to cooperate as provided in
subsection (2) shall not receive a reduction in his or her term under
section 7 of Act No. 60 of the Public Acts of 1962, being section 801.-
257 of the Michigan Compiled Laws.

801.6 Prisoners; separation
Sec. 6. It shall be the duty of the keepers of the said prisons, to
keep the prisoners committed to their charge, as far as may be practi-
cable, separate and apart: from each other, and to prevent all conver-
sation between the said prisoners.

OAKLAND COUNTY CORRECTIONS MEDICAL
With the passage of legislation (House Bills 4589 and 4590) we may now charge
Inmates for all medical treatment received while you are incarcerated in this facility,
based upon your ability to pay.
Your first visit to the Doctor to complete your physical is free. Any visits
thereafter, to the Doctor, you will be charged $10.00, and any visit to the Dentist you will
be charged $7.00, which will be deducted from your Inmate Money Account. Dental visits
require prior evaluation and approval by the Doctor.
Any medication prescribed by our physician, or approved by him, will also be
deducted from your Inmate Money Account.
Upon your release, any medication remaining that you paid for will be given to you
upon your request. This request must be made within one business day.
Services rendered outside this facility are your own responsibility.

Refusal to cooperate or refusal to pay, if able, could result in loss of good time,
and/or loss of Commissary, and/or Court action.
- FREE SERVICES
I. First physical.
2. Follow up treatments at the Medical Department's request.
3. Testing required by the Jail to be eligible for Trustee status.
4. Any treatment required by the Jail.
5. Stock medications, (aspirin, tylenol, etc.)
6. Injuries occurring during the course of Trustee duty.
MEDICAL SERVICES CHARGED FOR
I. Medications.
2. Doctor visits (except physical).
3. Dental visits.
4. Any outside service, and the cost of transportation.
5. Personnel required to guard an Inmate during any hospitalization.

BILLING:
Inmates who receive medical treatment will be billed at the rate of $10.00. They will also
be responsible for prescription medications and any medical treatment received outside of
this facility, and transportation to the treatment location.
If an Inmate is receiving Indigent, they will not be billed for services at that time.
However, if the Inmate comes off Indigent, at that time he/she will be responsible for any
medical services and/or prescriptions received.
No Inmate will be refused treatment because of his/her inability to pay.
FIGHTS:
Inmates involved in a fight will each pay for any medical treatment received.
ASSAULTS:
Any Inmate who, after a thorough investigation, is found to be the Victim of an assault,
will not be billed for medical services. The person(s) committing the assault will be
charged the cost of the Victim's medical treatment.
EMERGENCY TREATMENT:
Emergency treatment, by a Correction Officer or the Medical Assistant, is free.
However, if the Inmate is required to see the Doctor, the $10.00 doctor visit fee will be
charged to the Inmate.
