KUHN, CHAIRPERSON IN RE: INSTITUTIONAT, AND HUMAN SERVICES/COMMUNITY MENTAL HEALTH - 1959/1991 PARMERSHIP IN ADOPTIVE SERVICES GRANT ACCEPTANCE TO THE OAKLAND COUNTY- BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS pursuant to Miscellaneous Resolution #89105, the Community Mental Health Board applied to the Michigan Department of Mental Health (MDMH) for $20,000 in funds to operate an adoptive services support program; and WHEREAS the HOME has awarded Community Mental Health a grant for the 17 month period NovemLer 1, 1.989 through March 31, 1991, in the amount of $33,769 as detailed on the attached schedule; and WHEREAS the grant award provides funding for one (1)additional special revenue funded part-time non-eligible Typist I position, which requires the approval of the Personnel Committee; and WHEREAS acceptance of this grant does not obligate the County to any future commitment; and WHEREAS the office of Corporation Counsel has reviewed the grant and approved it as Lo legal sufficiency. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the 1989/1991 Partnership in Adoptive Services Grant in the amount of $33,769. BE IT FURTHER RESOLVED that the Chairperson of the Board is authorized to execute the grant agreement and to approve amendments to the agreement up to fifteen • (15) percent variance from the original award which are consistent with the agreement as approved. BE IT FURTHER RESOLVED that one (1) special revenue funded part-time non-eligible Typist I position be created in the Comunity Mental Health Division, Administration Unit for this program and that should this grant' funding cease, the position will be eliminated. "increase the treatment skills of mental health and child welfare professionals in providing adoption-sensitive (services)" This proposal seeks a grant of $20,000 over a period of 20 months to train human service care givers to assist adoptive families to deal effectively with adoption related problems in order to promote good mental health and to enhance family functioning and unity. The proposal will train 50 caregivers. It will require no additional county staff Budget This grant is 100% funded by the Michigan Department of Mental Health. The following is the 20 months distribution of funds: Fiscal Year 1988-89 (July 1,194 through Sept.30,1989) Fiscal Year 1989-90 (Oct.1,1989 through Sept. 30,1990) Fiscal Year 1990-91 (Oct.1,1990 through Feb. 28, 1991) $ 2,999 12,000 5,001 Total $20,000 REPORT TO CHAIRPERSON, OAKLAND COMTY BOARD OF CONNISSIONTTS HEALTH AND HUMAN SERVICES COMMITTER, SUSAN YUEN, CHAIRPERSON IN RE: . HEALTH - PARTNERSHIP IN ADOPTION SERVICES - NEW PROGRAM APPLICATION Pursuant to Miscellaneous Resolution # 89105, "Grant Application and Reimbursement Agreement Procedures", the Health and Human Services Committee has reviewed the proposed new program application and reports; 1) The Community Mental Health Board proposes to seek funds from the /// Michigan Department of Mental Health for a new program to train human services care givers to assist adoptive families in dealing . with adoption related problems; 2) The proposal covers the period July 1, 1989 through February 28, 1991, at a cost of $20,000 in direct service cost as detailed on , . the attached, (Please note: effective dates of program . implementation will shift to coincide with program acceptance); • . 3) The proposal is 100% MDMH funded, no additional County resources are required; 4) Application or acceptance of this program does not obligate the County to any future commitment.
