Skarritt, Chairperson RE: BOARD OF COMMISSIONERS -ESTABLISHMENT OF POSITION OF SENIOR PROGRAM EVALUATION AND OPERATIONS ANALYST TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS Public Act 139 of the Public Acts of 1973 permits the Board of Commissioners to appoint staff to assist the Board in performing its obligation under the Law; and WHEREAS by Miscellaneous Resolution #86074 the Board of Commissioners reorganized its staff into an Administrative Division and a Program Evaluation and Operations Analysis Division, and a County Library Board Division WHEREAS the Oversight Committee of the Board of Commissioners now recommends the ,addition of one Senior Program Evaluation and Operations Analyst Position. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners establishes the appointed position of Senior Program Evaluation and Operations Analyst in the Program Evaluation & Operations Analysis Division with the attached classification description. BE IT FURTHER RESOLVED that the salary range of the position of Senior Program Evaluation and Operations Analyst be established at: PERIOD BASE 1 YEAR 2 YEAR 3 YEAR 4 YEAR 5 YEAR ANNUAL $32,280 $34,316 $36,349 $38,385 $40,420 $42,455 BE IT FURTHER RESOLVED that the position be posted for a period of four weeks in accordance with the usual practice of the Personnel Department; that the applicants be interviewed by the Director of the Personnel Department or his designee; and that a report of the applicants interviewed be referred to the Oversight Committee of the Board of Commissioners. Calandra Chairperson TO: The Oakland County Board of Commissioners IN RE: MR 89258-Board of Commissioners-Establishment of Position of .1gatoraproarcurim_Lvslitzt.siftca_91-1221 0 erca_.J.S..!.92 Mr. Chairperson, Ladies and Gentlemen: The Personnel Committee, on October 20, 1989, having reviewed the above referenced resolution, reports with the recommendation that the resolution be adopted with the following amendments: I) In the first BE IT FURTHER RESOLVED paragraph add the words "NO 0/T" after the 5 year rate to designate the classification's no overtime status. 2) Add the following paragraph: BE IT FURTHER RESOLVED that the Oversight Committee give preference to candidates with a Bachelor's Degree in Business Administration or Public Administration and five (5) years experience in analyzing and researching problems and procedures sector. PERSONNEL COMMITTEE in the government OAKLAND COUNTY MICHIGAN Class Title: SENIOR PROGRAM EVALUATION AND OPERATIONS ANALYST Department: Board of Commissioners Reports to: Chairperson, Board of Commissioners A. DESCRIPTION GENERAL SUMMARY Under direction functions as a staff and resource person for the Board of Commissioners' assigned standing committees and responds to individual Board Members' requests for information as approved by standing committee and coordinated and prioritized by the Board Chairperson (and/or Oversight Committee, if necessary). Conducts research on proposals presented to the Board of Commissioners and provides analyses, recommendations, alternatives and reports as requested by various committees, the Board Chairperson and Vice Chairperson. Functions as liaison with County departments, outside agencies and firms and other governmental officials as requested by various committees, the Board Chairperson and Vice Chairperson. TYPICAL DUTIES AND RESPONSIBILITIES As directed by standing committees and assigned by the Board Chairperson, conducts management improvement studies involving the analysis of departmental systems, organization methods, structures, functions, work procedures, basis of operations, financial sources and duplication of programs. Presents reports and recommendations to various standing committees and subcommittees as requested. Functions as a staff and resource person at assigned Board of Commissioners' standing committee meetings assigned by the Board Chairperson. Performs research requested by committees and individual members, if approved by the committee. Reviews materials presented by administration and other elected official departments. Identifies potential problems, verifies information and develops alternatives for Commissioners' review when appropriate. Attends budget hearings and assists in the review of requested appropriations through the presentation and exposition of data concerning the fiscal condition of operating departments and the interpretation of such data. Participates as a representative of the Board of Commissioners on various subcommittees and ad hoc committees. Provides updates on activities and progress of the committees to the standing committees and Board Chairperson. Class Title: Senor Program and Operations Analyst Page A2 Provides assistance in the review of outside auditors' reports as they pertain to assigned areas of responsibility. Assists in identifying areas in need of audits, coordinates audit activities with the Audit Subcommittee and provides direction to the auditors. Conducts research for various studies assigned by the Board Chairperson, Vice Chairperson and standing committees. Gathers information from public records, reports, financial statements, etc. Organizes and summarizes information and prepares and presents reports as required On matters relating to areas of responsibility of assigned committees, provides assistance to outside attorneys retained by the Board of Commissioners to represent the Board on specific issues and lawsuits Coordinates with involved departments in the collection of data needed by outside counsel. Functions as liaison with other governmental officials on specific areas of concern to the County. Meets with officials to gather or provide information and assists individual Board members in responding to requests and questions of other government officials. Represents the Board of Commissioners, when assigned by standing committee chairpersons and/or the Chairperson as hearings regarding legislative actions at the federal, state and local level affecting County government. Other duties and responsibilities will be assigned by the Board Chairperson. - OAKLAND COUNTY MICHIGAN Class Title: SENIOR PROGRAM EVALUATION - & OPERATIONS ANALYST Department: Board of Commissioners Reports to: Chairperson, Board of Commissioners B. QUALIFICATIONS This classification is an appointed position exempt from Merit System as defined in Rule 1. The salary range shall be determined by the Board of Commissioners. The required prerequisites for filling this position and the qualifications of the candidates shalt. be determined by the Board of Commissioners. Candidates for this position shall be subject to the approve/ and recommendation of the majority of the Oversight Committee of the Board of Commissioners. The hiring and/or dismissal of the person filling such position shall be confirmed by a majority vote- of the Board of Commissioners; 9/89 FISCAL NOTE BY: FINANCE COMMITTEE-DR. G. WILLIAM CADDELL, CHAIRPERSON IN RE: BOARD OF COMMISSIONERS-ESTABLISHMENT OF POSITION OF SENIOR PROGRAM EVALUATION AND OPERATIONS ANALYST, MISCELLANEOUS RESOLUTION #89258 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #89258 and finds: 1) Funding is available within the Program Evaluation and Operations Unit budget due to an existing Assistant Director position that is not utilized currently. 2) An amendment to the resolution is recommended by adding an additional paragraph as follows: "BE IT FURTHER RESOLVED that the Assistant Director position (#06080) be deleted in the Program Evaluation and Operations Unit." 3) ,The deletion of the Assistant Director position will offset the cost of the new position by an estimated $18,322 annually. 4) As funding currently exists, no budget amendments are recommended at this time. 5) - An amendment to the resolution is recommended in the second BE IT . FURTHER RESOLVED paragraph so that it reads "BE IT FURTHER RESOLVED that the position be posted for a period -of two weeks and that the applicants be interviewed by the Oversight Committee a recommendation or their designee and that the Oversight 'Committee make to the full Board for final approval.
