reviewed Miscellaneous Resolution 089199 and finds these rates will be
incorporated in the 1990-1991 Biennial Budget.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
- Mr. Chairperson, Ladies and Gentlemen:
WHEREAS it is the policy'of the Oakland County Board of Commissioners to permit
the Sheriffs Department to enter into contracts with Townships, Villages and Cities for the
purpose of providing sheriff patrol services; and
WHEREAS new contract rates have been developed by the County Executive's Office
and the Sheriffs Department for the 24 month period January 1, 1990 through December 31,
1991 consistent with the attached schedules.
NOW THEREFORE BE IT RESOLVED that the following rates be established per
officer for Township Patrol Services for the period January 1, 1950 through December 31,
1991, such costs to be billed on a monthly basis:

the foregoing resolution.

BASIS FOR CALCULATION
I.) Rate Calculation
A.) Salary Pate
Calculations are based on the salary rates negotiated between the
County and the Deputy Sheriff's Association, and the Command
Officers Association. For the lieutenants-and the sergeants the
base-medium-maximum rates reflect the three -aeps"of their salary
schedules; for the Deputy II (Which includes the Patrol
Investigator) it reflects-base - 3rd year step - 5 year step.

The estimated actual column is based on the average salaries for the
officers assigned to the Township Patrol Unit as listed on the 1990
. Salaries and Fringe Benefit Forecast (run date 5/18/89). Negotiated increases
for 1990 and 1991 are included.

Calculated for the hourly rate on the salaries listed above, plus a
contribution for FICA and Retirement.

C) Overtime Rate
Calculated for the hourly rate, multiplied by 1.5 (time and a half) plus
contributions for FICA and Retirement.

II) Salary Fill-In (Deputy II)
21) Court Appearances
Allocated on the average annual hours a patrol deputy spends in court (60
hours), plus an additional 10% (6 hours) allocated for replacement deputy
appearances. A total of 66 hours at the overtime rate. This is the only
category where township deputies are assumed to work overtime.
B) Holiday Pay
Allocated at the fill-in rate for the 13 County holidays (104 hours)
established in the merit system. Actual 1988 average hours per patrol deputy
hours equaled 104.
C) Sick Leave
Allocated at the fill-in rate for 73 hours annually. The number of hours
represents the actual average 1988 Sick leave hours per patrol deputy equaling
62, and 40% of the disability hours charged per patrol deputy in 1988 (11
hours).
D) Annual Leave
Allocated at the fill-in rate for 124 hours annually. The number of hours
represents the average hours used per patrol deputy in 1988.
III) Fringe Benefits
. -Calculated on base salary
A) F.I.C.A
Allocated on the amount of County's contribution for social
security. The 1990 amount is 7.65% of salary. The 1991 amount
assumed increase based on historical patterns to 7.70% of salary.
B) Retirement
- • • Allocated on the percentage of salary the County contributes to the -
Retirement Fund. The 1990/1991 amount is estimated to be 18.90% of
salary.
C) Hospitalization
Allocated on the estimated 1990 two person rate necessary to cover
the County's self-insured program (estimated actual column is based
on the salary and fringe benefit forecast). The 1991 amount assures
a 10% annual rate increase.
D) Group Life and Accident Insurance -
Allocated as a percentage of salary based on the Sheriff budgeted
rates. The 1990/1991 estimated rate equals .3600%.
E) Worker's Compensation
Allocated as a percentage of salary based on the County established
rate for the "police group" of employees. The 1990/1991 estimated
rate equals 4.30% (80% of the state rate).
Disability Insurance
Allocated as a percentage of salary, based on the County-wide
budgeted rate. The 1990 estimated rate equals 1.721%; the 1991 rate
assumed a 4.5% increase to 1.798%.
G) Unemployment Insurance
Allocated as a percentage of salary, based on County-wide budgeted
rate. The 1990/1991 rate equals .1134%.
H) Dental Insurance
Allocated on the estimated 1990 two-person rate necessary to cover
the County's self-insurance program. The 1991 amount assumes a 10%
annual increase.
J) Optical Insurance
Allocated on the estimated 1990 two-person rate necessary to cover
the County's self-insurance program. The 1991 amount a 10% annual
rate increase.
IV) Operating-Direct
A) Uniform Cleaning
Allocated on the amount budgeted for 1989 (base year) in the
Sheriff's uniform cleaning line item, divided by the total number of
uniformed employees, arriving at an average per employee. This base
.
is increased 4.5% per year to cover inflation. This item does not
pertain to the Patrol Investigator.
B) Radio Rental
Allocation of one mobile radio and one portable per vehicle. The
rental amounts, provided by the radio fund for 1989 (base year), are
annualized and divided by the three (3) shifts that use the vehicle.
The base is increased 4.5% per year to cover inflation.
C) Transportation
Allocated based on an average of 22,000 miles driven annually per
vehicle per shift at the current rate of $.35 per mile (Patrol
investigator vehicles are charged $.29 per mile). This rate per
mile is estimated to remain relatively constant.
D) Deputy Supplies
Allocated on the amount budget for 1989 (base year) in the Sheriff's
deputy supplies line-item, divided by_the nuMber. of deputies,
arriving at an average per deputy. The—base-is increased 4.5% per
year to cover inflation.
E) Uniform Cost
Allocated on the current budget for 1989 (base year) in the
Sheriff's uniform replacement line item, divided by the number of
uniformed employees arriving a base per employee. The base is
increased 4.5% per year to cover inflation. The Patrol Investigator
is provided $275 annual clothing expense.
F) In-Car Terminals
Allocated on $1,000 per vehicle $333 per contract for lease of
terminal and radio. This amount is increased 4.5% in 1991.
G) Liability
Allocated dn the amount budgeted in 1989 to the Sheriff's Department
for insurance. The figure is calculated by dividing 90% of the cost
by all deputies.
\;') Operating - Support
PO Dispatch
Allocated on the 1989 budget for dispatch services (base year)
prorate to the number of vehicles. The base is increased 4.5% per
year to cover inflation.
B) Support Cost
Allocated on the County approved indirect cost rate of 8.9% of
salaries to cover administrative activities and other police
services.

AGREEMENT FOR LAW ENFORCEMENT SERVICES
THIS AGREEMENT made and entered into this 1st Day of January, 1990 by
and between the COUNTY OF OAKLAND, though its,Board_f_Commissioners and
the Oakland County Sheriff, hereinafter referred to as "COUNTY," and
the , hereinafter referred to as the "LOCAL JURISDICTION."
WITNESSETH:
WHEREAS, the Local Jurisdiction is desirous of contracting with the
County for the performance of Law Enforcement functions within its
corporate limits by the County; and
WHEREAS, the County is agreeable to rendering such services on the
terms and conditions as hereinafter set forth;
NOW THEREFORE, IT IS AGREED AS FOLLIMS:
I. The County agrees to provide police protection within the
corporate limits of the Local Jurisdiction, (Including the Village
of ), including all private roads, said protection
to consist of the enforcement of State statutes and the Local Jurisdiction
ordinances (and Village ordinances), including the
writing of tickets therefore; for the purpose of performing such
functions, the County shall furnish and supply REGULAR patrol officer (s),
their supervision, equipment, communication facilities and other necessary
supplies needed in order to perform such services, including all
insurances, liability insurance and other protection or benefits of
whatever nature. Notwithstanding anything heretofore contained, it is
agreed that in all instances where special supplies, such as stationery,
notices, foims, appearance tickets,and the like needed to be executed in
the name of the Local Jurisdiction shall be required, they shall be
supplied by the Local Jurisdiction at its cost and expense. The County
agrees to hold the Local Jurisdiction harmless and defend it against any
suit, claim, cause of action, etc., as the result of any act, and/or
omission to act, on the part of the County or its patrol officer employees
(Deputy Sheriffs), and/or agents while such patrol officer employees
and/or agents are under the control_ of the Oakland County Sheriff or his
designated representative.
2. The standards of performance, the discipline of the patrol
officer (s) and other matters incident to the performance of such services
and the control of the patrol officer(s) so assigned to provide such
service shall remain in the County; however, the standards of performance
shall not be lower than that furnished another_juriscliction in Oakland
County, nor shall the caliber and the ability of the patrol officer(s)
supplied by lower than that furnished other jurisdictions in Oakland
County.
3. The Local Jurisdiction shall not be required to assume any
liability for the direct payment of salaries, wages or other compensation
to the County for any County personnel perfoiming the serviced set forth
in this document except as herein otherwise specified.
4. The law enforcement service to be provided by the County shall
consist of furnishing REGULAR patrol officer(s) for one 8 hour shift each
day for 5 days or 40 per week. Training time shall be considered as Law
Enforcement Service. The commencement time of the shift is to be
determined by the usual shift starting and ending time established by the
Oakland County Sheriff's Department. Law Enforcement Services beyond the
scope of this contract are available upon request by the local
jurisdiction to be paid for at the established overtime rate.
5. The Local Jurisdiction agrees to pay for such law enforcement
service at the established yearly rate per patrol officer consistent with
the attached payment schedule, such sum to be paid monthly. Billing shall
commence on the date patrol officer(s) are assigned to the Local
Jurisdiction. Fractional months services will be prorated on work day
basis for the month involved.
6. This month agreement shall be effective January 1, 1990 and shall
terminate December 31, 1991 provided that said agreement may be renewed
for mutually agreed contract periods thereafter by the Local jurisdiction,
at rates established by the County, by giving its intentions to renew said
agreement in writing to the County at least 45 days prior to the
expiration date. Said notice is to be sent to the Oakland County
Executive and the Oakland County Sheriff, and be it provided further that
either party hereto may elect not to renew same by giving written notice
thereof to the opposite party at least 45 days prior to the expiration
date.
7. In the event said Local Jurisdiction elects not to renew said
Agreement by giving notice as provided in paragraph 6, the Local
Jurisdiction agrees that if it establishes its own police department it
will give consideration to employ to the Oakland County Sheriff's
Deputies, if any, who will be laid off by virtue. of the termination of
said agreement, but in no event does the Local Jurisdiction agree that it
shall be obligated to hire such personnel.
8. The Local Jurisdiction may terminate said agreement, upon sixty
(60) days written notice delivered to the Oakland County Executive and the
Oakland County Sheriff.

AGREEMENT FOR LAW ENFORCEMENT SERVICES
THIS AGREEMENT made and entered into this 1st Day of January, 1990 by and
between the COUNTY OF OAKLAND, through its Board of Commissioners and the Oakland
County Sheriff hereinafter referred to as "COUNTY," and the Township of Commerce,
hereinafter referred to as the "LOCAL JURISDICTION,"
WITNESSETI I:
WHEREAS, the Local Jurisdiction is desirous of contracting with the County for the
performance of Law Enforcement functions within its corporate limits by the County; and
WHEREAS, the County is agreeable to rendering such services on the terms and
conditions as hereinafter set forth;
NOW THEREFORE, IT IS AGREED AS FOLLOWS:
I. The County agrees to provide police protection and supervision within the
corporate limits of the Local Jurisdiction, inclucling all private roads, said protection to
consist of the enforcement of State statutes and the Local Jurisdiction ordinances, including
the writing of tickets therefore; for the purpose of performing such functions, the County
shall furnish and supply one (1) Sergeant, equipment, communication facilities and other
necessary supplies needed in order to perform such services, including all insurances,
liability insurance and other protection or benefits of whatever nature. Notwithstanding
anything heretofore contained, it is agreed that in all instances where special supplies, such
as stationery, notices, forms, appearance tickets, and the like needed to he executed in the
name of the Local Jurisdiction shall be required, they shall be supplied by the Local
Jurisdiction at its cost and expense. The County agrees to hold the Local Jurisdic -tion
harmless and defend it against any suits, claim, cause of action, etc., as the result of any
act, and/or omission to act, on the part of the County or Sergeant, and/or agents while such
Sergeant employees and/or agents are under the control of the Oakland County Sheriff or his
designated representative.
2. The standards of performance, the discipline of the Sergeant and other matters
incident to the performance of such services and the control of the Sergeant so assigned to
provide such service shall remain in the County; however, the standards of performance
shall not be lower than that furnished another jurisdiction in Oakland County, nor shall the
caliber and the ability of the Sergeant supplied be lower than that furnished other
jurisdictions in Oaldand County.
3. The Local Jurisdiction shall not be required to assume any liability for the cdrect
payment of salaries, wages or other compensation to the County for any County personnel
performing the services set forth in this document except as herein otherwise specified.
4. The law enforcement service to be provided by the County shall consist of
furnishing one (1) Sergeant. Training time shall be considered as Law Enforcement Service.
The commencement time of the shift is to be determined by the usual shift starting and
ending time established by the Oakland County Sheriff's Department. Law Enforcement
Services beyond the scope of this contract are available upon request by the local
jurisdiction to be paid for at the established overtime rate.
5. The Local Juriscfiction agrees to pay for such law enforcement service at the

due to annual leave, sick leave, personal leave or any other authorized leave time granted
unless requested by the local jurisdiction to be paid for at the estab!ished overtime rate.
