MISCELLANEOUS RESOLUTION # 89251

IN RE: SHERIFF DEPARTMENT - TWO ADDITIONAL DEPUTY I-A POSITIONS
FOR THE MARINE UNIT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Sheriff Department Marine Safety Program has
been in existence for many years; and
WHEREAS the State Department of Natural Resources has expressed
a growing need to expand in our education efforts; and
WHEREAS in our 1989 Marine Safety Application we requested
approval for an Education Officer; and
WHEREAS the request was granted through a reimbursement
mechanism as described in Attachment A; and
WHEREAS after detailed analysis the Sheriff would like to
add two (2) Deputy I-A positions for Marine Safety Education,
Marine Enforcement and Snowmobile Education and Enforcement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners authorizes the addition of two (2) Deputy I-A's
for the purpose of Marine and Snowmobile Education and Enforcement.
BE IT FURTHER RESOLVED that two (2) Deputy I-A positions be created
in the Marine Unit of Protective Services.

Implementation of Additional Marine Funding
In our 1989 Marine Safety Program funding request, we asked the Department of Natural
Resources to provide an extra $40,000 for a "Marine Education Officer". (See attachment for the
job description.) I am happy to report that we received a "'grant type" program that will allow us
to be reimbursed up to $40,000 if we increase the number of students taught. If we teach less
than the approximate 6,000 students it takes, at half of our average man-hour cost, we will be
prorated.
On top of this grant program, we received an overall increase in our program budget, up from
approximately $122,000 to approximately $180,000.
As detailed in the job description submitted for the State funding, we experienced many
shortcomings while staffing the Water Safety Education Program with "whoever was available" or
"whatever assortment of part-time Marine Deputies" we could piecemeal together to meet
week-long teaching commitments.
It is my proposal that we seek two additional Deputy I positions in our Marine Program and the
majority of the funding is to be reimbursed from the State, as part of our "Education Grant
Program". It is my belief that with a well coordinated, well administered approach, we can make
our current Education Program a county-wide offering, working with many of the South-End
school systems, Y.M.C.A.'s, Boy's Clubs, Boy Scout Organizations, Adult Education Programs, etc.
Such a program will, if done right, generate the number of students needed to earn the
reimbursement in the grant. The obvious benefits of exposing more county residents to water
safety is obvious. What is less obvious is the increased exposure and public relations aspects that
this program offers our department. Additional benefits would include:
A) Increased enforcement hours: Current enforcement staff time now spent on
teaching would be rechanneled back into enforcement.
B) Vastly enlarged and improved relationships with our 28 school systems and other
community groups: Such roads will provide excellent groundwork for other crime
prevention, school liaison, and other programs that may be realized in the future.
C) Greater utilization of cable television for Marine Safety (short) spots and other
Marine education programming: Currently, we have utilized many local access
channels with great success. Full utilization of this no-cost programming
requires more concentrated efforts that an "Education Officer" would provide.
D) To coordinate efforts with local media and celebrities to gain no-cost
promotional segments about our county's water safety program and water safety
efforts.
E) To instruct local law enforcement agencies in Marine Safety, Marine Law, and
better assist Oakland County Sheriff's Department in our efforts.

F) To develop, implement, and monitor a program with the courts offering
education in water safety as a part of sentencing upon conviction of a marine
citation.
G) To develop a Marine Reserve Force and coordinate their efforts in teaching
programs, staffing of boat shows, and patrol supplement, etc.
H) To maintain and develop new resources for boating safety and and water safety
literature. To insure equal distribution of such no-cost material on a
county-wide basis.
In addition to primary involvement in a 12-month teaching effort, these two positions could be
utilized for increasing our efforts in police response to wintertime problems on the lakes.
Department of Natural Resources funding has been cut 100% in this area. We have maintained a
"limited snowmobile program" with county funding. The extra State money in this year's
appropriations does not limit us from using the "Education Officer" for other activities. These
two positions would allow for greater responses to the many Ice/Water related winter problems.
As of the Fall of 1988, several commissioners had acknowledged a need for more
snowmobile/ATV-winter patrol on the lakes. It would be my proposal that these two new positions
could be utilized for the many various wintertime problems on the lakes. Such request for
services from Oakland County Sheriffs Department include:
A) Patrol of the frozen lakes for Reckless Driving vehicles.
B) Patrol of the property abutting the lakes for recreational trespass and malicious
destruction of property.
C) Ice Shanty violations.
D) Snowmobile Safety Education Classes.
In conclusion, it is my desire to present a formal request to the Board of Commissioners for two
additional positions in the Marine Budget. These positions would be known as: "Marine Education
Officers". They would be full-time, already certified, Deputy I positions. While overtime
budgeting for these two positions would be unnecessary, some type of transportation vehicle would
be needed with each position, although not the more expensive trucks assigned to the
enforcement/Dive Rescue officers.

Dear Mr. Rewold:
The Department of Natural Resources is in the process of authorizing state aid
funds for County Marine Safety Programs for calender year 1989. As in the
past, the State Legislature will not appropriate funds for fiscal year 1989-90
until later in 1989. This authorization for your County is based on an
anticipated appropriation of $2.03 million for distribution to the counties
participating in the program.
Under provisions of Act 303, 1967, as amended, distribution of state aid to
participating counties is based upon needs as determined by study and
research.
Subsequent to December 31, 1989, the Department of Natural Resources will
reimburse your County an amount not to exceed $180,111.58 for approved program
expenditures or 3/4 of total approved actual e7Penditures, whichever is
lesser, subject to legislative appropriations.

A copy of your authorized Marine Safety Program Budget request is being
forwarded to your County Sheriff, together with a copy of this letter. Note
that the state aid funds are authorized on a line item basis, as indicated on
the budget form.
It was necessary to reduce all allocations by 11% from the maximum grant
allowed by the need study in order to balance requested grants with available
funds.
Your Sheriff requested authorization for an additional $.1.0.110010. a full time
year- ound education officer for th- M. 'e- Lilt_ We hve added the prorated
grant value of that request (26,700.00) to the education line item
authorizations. This amount is authorized with the following provisions:
I. The additional grant must be earned by the boating safety education
program at a rate of one-half average unit manhour per certified
student in the Pleasure Boating Course.

All equipment requests were initially denied all counties. The amount
allocated to your county reflects the reduction of the grant after the
equipment request was deducted. Authorization for equipment purchases
requested on the budget may be granted to some counties at a later date.
