IN RE: PERSONNEL DEPARTMENT - RECOMMENDED 1990 GENERAL SALARY INCREASES
Mr. Chairperson, Ladies and Gentlemen:
The Personnel Committee recommends to amend the 1990 - 1991 Budget
document by increasing the salary ranges for County classifications not
represented by bargaining units and included in salary grades 1 - 21,
effective December 30, 1989, in the following manner:
Increase the 1990 salary ranges for salary grades 1 - 21, by 4.5%
for 1990;
Increase the current salary ranges of classes in grades 1 - 21,
where current maximum is below the 1989 salary grade range maximum, up to the
1990 salary grade range maximum, plus an additional 4.5%, except that no
increase shall exceed 10%;
Increase by 2.5% the current salary ranges of classes whose current
maximum is above the 1989 salary grade range maximum;
FURTHER that all remaining classes not represented by bargaining
units be increased by 4.5% effective December 30, 1989 including appointed
officials, part-time hourly, Summer Employee and Student classifications, but
excluding:
Appointed Board and Commission members; and
District, Probate and Circuit Judge classifications which shall be
addressed by separate report; and
Commissioners; and
Other elected officials which shall be addressed by separate report;
and
Designated exceptions to salary grades 1 - 21 which shall
addressed by separate report; and
Sunoer Employee Level II which shall be increased to $5.00/hour for
the first year rate and $5.25/hour for the returning year rate.
FURTHER that collective bargaining agreements approved by this Board
with 1990 wage increases scheduled to be effective with the first pay period
on or after January 1, 1990 hereby be authorized to be effective on December
30, 1989 provided such effective date receive the concurrence of the
appropriate bargaining unit representatives;
FURTHER that no transfer of monies is required to fund these
increases since sufficient monies have already been distributed to the
departmental salaries and fringe benefit line items;

AGREEMENT FOR LAW ENFORCEMENT SERVICES
THIS AGREEMENT made and entered into this 1st Day of January, 1990 by and
between the COUNTY OF OAKLAND, through its Board of Commissioners and the Oakland
County Sheriff hereinafter referred to as "COUNTY," and the Charter Township of Brandon,
hereinafter referred to as the "LOCAL JURISDICTION."
WITNESSETH:
WHEREAS, the Local Jurisdiction is desirous of contracting with the County for the
performance of Law Enforcement functions within its corporate limits by the County; and
WHEREAS, the County is agreeable to rendering such services on the terms and
conditions as hereinafter set forth;
NOW THEREFORE, IT IS AGREED AS FOLLOWS:
1. The County agrees to provide police protection and supervision within the
corporate limits of the Local Jurisdiction, including all private roads, said protection to
consist of the enforcement of State statutes and the Local Jurisdiction ordinances, including
the writing of tickets therefore; for the purpose of performing such functions, the County
shall furnish and supply one (1) Sergeant, equipment, communication facilities and other
necessary supplies needed in order to perform such services, inducing all insurances,
liability insurance and other Fotection or benefits of whatever nature. Notwithstanding
anything heretofore contained, it is agreed that in all instances where special supplies, such
as stationery, notices, forms, appearance tickets, and the like needed to be executed in the
name of the Local Jurisdiction shall be required, they shall be supplied by the Local
Jurisdiction at its cost and expense. The County agrees to hold the Local Jurisdiction
harmless and defend it against any suits, claim, cause of ac:tion, etc., as the result of any
act, and/or omission to act, on the part of the County or Sergeant, and/or agents while such
Sergeant employees and/or agents are under the control of the Oakland County Sheriff or his
designated representative.
2. The standards of performance, the discipline of the Sergeant and other matters
incident to the performance of such services and the control of the Sergeant so assigned to
provide such service shall remain in the County; however, the standards of performance
shall not be lower than that furnished another jurisdiction in Oakland County, nor shall the
caliber and the ability of the Sergeant supplied be lower than that furnished other
jurisdictions in Oakland County.
3. The Local Jurisdiction shall not be required to assume any liability for the direct
payment of salaries, wages or other compensation to the County for any County personnel
performing the services set forth in this document except as herein otherwise specified.
4. The law enforcement service to be provided by the County shall consist of
furnishing one (1) Sergeant. Training time shall be considered as Law Enforcement Service.
The commencement time of the shift is to be determined by the usual shift starting and
ending time established by the Oakland County Sheriff's Department. Law Enforcement
Services beyond the scope of this contract are available upon request by the local
jurisdiction to be paid for at the established overtime rate.
5. The Local Jurisdiction agrees to pay for such law enforcement service at the
established yearly rate per Sergeant consistent with the attached payment schedule, such
sum to be paid monthly. Billing shall commence on the date the Sergeant is assigned to the
Local Juriscliction. Fractional months services will be prorated on work day basis for the
month involved.
6. The County shall not be required to fill-in for any time said officer is not present
due to annual leave, sick leave, personal leave or any other authorized leave time granted
unless requested by the local jurisdiction to be paid for at the established overtime rate.
7. This 18-month agreement shall be effective July 1, 1990 and shall terminate
December 31, 1991 provided that said agreement may be renewed for mutually agreed
contract periods thereafter by the Local Jurisdiction, at rates established by the County, by
giving its intentions to renew said agreement in writing to the County at least 45 days prior
to the expiration date. Said notice is to be sent to the Oakland County Executive and the
Oakland County Sheriff, and be it provided further that either party hereto may elect not to
renew same by giving written notice thereof to the opposite party at least 45 days prior to
the expiration date.

8. In the event said Local Jurisdiction elects not to r en ew said Agreement by giving
notice as provided in paragraph 6, the Local Jurisdiction agrees that if it establishes its own
police department it will give consideration to employ to the Oakland County Sheriff's
Deputies, if any, who will be laid off by virtue of the termination of said agreement, but in
no event does the Local Jurisdiction agree that it shall be obligated to hire such personnel.
9. The Local Jurisdiction may terminate said agreement, upon sixty (60) days
written notice delivered to the Oakland County Executive and the Oakland County Sheriff.

Section 21 (h) of the 1990 General Appropriations Act (Miscellaneous
Resolution #89328) authorizes the Finance Officer to make appropriate
budget amendments to accommodate Township contracts for patrol services.
The purpose of this communication is to authorize the Accounting Division
to make the budget amendments listed below to reflect establishment of one
(1) additional Law Enforcement Patrol Services contract between Oakland
County and Oakland Township. This coummication also authorizes the to
creation of one (1) Sergeant position in the Sheriff's Department to
perform the services under this contract, effective April 1, 1990.
Additionally, in accordance with the General Appropriations Act a
quarterly report will be prepared incorporating this information and will
be presented to the Public Services, Personnel, and Finance Committees.

PROSECUTING ATTORNEY, COUNTY CLERK/REGISTER OF DEEDS, DRAIN
COMMISSIONER, SHERIFF AND COUNTY TREASURER
Mr. Chairperson, Ladies and Gentlemen:
The Personnel Committee recommends to amend the 1990 - 1991 Budget
document by increasing the 1989 salary of the County Executive, Prosecuting
Attorney, County Clerk/Register of Deeds, Drain Commissioner, Sheriff and
County Treasurer by 4.; and
FURTHER should the 1990 statutory and per diem allowances which are
paid to the County Clerk/Register of Deeds and the Treasurer, when combined
with their annual base salaries, not be equivalent to the 1990 salary of the
Sheriff and Drain Commissioner, the difference shall be paid to County
Clerk/Register of Deeds and the Treasurer on the last pay period of 1990;
FURTHER, should the County Clerk/Register of Deeds or Treasurer
leave office during the calendar year of 1990, the salary shall be prorated
based on the targeted year-end salary;
FURTHER that retirement and other benefits shall be based on the
targeted year end salary;
FURTHER that no transfer of monies is required to fund these
increases since sufficient monies have already been distributed to the
departmental salaries and fringe benefit line items.

Mr. Chairperson, Ladies and Gentlemen:
The Personnel Committee recommends to amend the 1990-1991
Budget document as follows :
PERSONNEL-SUMMER EMPLOYMENT-1990
The 1990 Summer Employment Fund be increased from $375,000
to $387, 000, to allow for creation of 5 positions in the Animal
Control Census Program.
IC WORKS/SOLID WASTE-1990
No action be taken on the creation of division of Solid Waste,
pending outcome of creation of Solid Waste Managment Director
position.
PROSECUTOR-1991
Recommend no increase in positions for 1991.
SHERIFF/N. E. T. -1991
Create four Deputy II positions, two to be contingent upon
other police agencies providing a similar level of staffing.

Administrative Division of the Department of Management and Budget, shall
Be approved by the Finance Committee prior to the expenditure. In
seeking such approval, the nature of the services, anticipated results
and anticipated time frame shall be provided. Further, results of any
studies funded under this line item shall be reviewed with the Finance
Committee.
h) The Finance Officer is authorized to make appropriate budget amendments
to accommodate Township contracts for patrol services. The Finance
Officer shall report such amendments to the Finance, Public Services and
Personnel Committees on a timely (as they occur) basis.
