KUEN, JR., CHAIRPERSON IN RE: RADIO COM:CNICATIONS - ADDITIONAL APPROPRIATION FOR CCNTRACTING WITH AN INDEPENDENT RADIO COMMUNICATIONS CONSULTANT TO THE OAKLAND COUNTY BOARD OF COMISSIONERS -- Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the Oakland County Board of Commissioners, by Miscellaneous Resolution #89135, dated May 25, 1989, authorized the hiring of an independent communications consultant to assist the County in the evaluation of the County's radio communications system, the preparation of a "Request for Proposal" for system design and equipment supply, and the evaluation of vendor proposals received; and WHEREAS, the Radio Communications Oversight Committee, which was created by Miscellaneous Resolution 189135, solicited proposals from various " communications consultants; and WHEREAS, five proposals pare received and evaluated by the Committee on the basis of the firms experience, number of yeRrs in the communications business, employees assigned to the Oakland County project, work programs and hours dedicated, etc.; and - WHEREAS, the Committee has determined that the proposals from two of the firms adequately address the needs of Oakland County and warrant further consideration thru oral presentation; and WHEREAS, the original estimate of funds necessary for these professional services is inadequate; and WHEREAS, an additional $25,500 will be needed to award a contract to the firm which the Radio Communications Oversight Committee determines is best to meet the needs of Oakland County. NOW =BEFORE BE IT RESOLVED that the Board of Commissioners appropriates an additional $25,500 for the purpose of hiring an independent radio communications consultant by the Radio Communications Oversight Committee as authorized by Miscellaneous Resolution #89135, dated May 25, 1989. Your original schedule called for construction and 600 mobiles by July 1987, with 900 mobiles by July 1990 and 1000 mobiles by July 1992. You indicate in your request that construction of the system has not yet begun due to complex organizational and cost sharing problems that were difficult to resolve. Although you are not in compliance with your original schedule, you state that an in—car terminal program is underway. Computer aided dispatch software has been developed. Organizational and cost sharing problems that caused delays to date have been resolved. The County Board of Commissioners has funded a radio communications consultant to develop a request for proposals (RFP) for bids from vendors for system design and equipment purchase. In further support of this waiver request you state that the ten channels associated with this system are intended to provide combined county—wide dispatch capability for a large number of state, county and local public safety uses. You represent that the County of Oakland is ready to open bidding on a system costing between $2.5 million and $4 million. We understand that there is currently $500,000 in the County's radio fund and that County general funds are sufficient to cover the balance of the anticipated cost. We are granting your request on behalf of the County of Oakland to waive Section 90.629 of the Commission's Rules after carefully reviewing the request and determining that its grant is in the public interest, convenience and necessity. We reached this determination on the basis of the complex organizational and cost sharing problems you encountered that have now been resolved, and on the basis that you have demonstrated the County has allocated funding for construction and loading of station WNIR-926 and is prepared to go forward with an RFP for the system. 2. Sincerely, Mr. Roy Rewold As you requested, your new slow growth implementation schedule is as follows: 8-90: ,System constructed and loaded with 400 mobiles. 8-91: Total of 600 mobiles. 8-92: Total of 800 mobiles. 8-93: Total of 1000 mobiles. Please be advised that you must adhere to your new slow growth implementation schedule. Failure to adhere to its new criteria could result in automatic cancellation of some or all of your channels. The new schedule may not be changed without Commission approval of another waiver request. Multiple requests for changes in slow growth implementation schedules are discouraged, and are not viewed favorably. WILLIAM CADDELL, CHAIRPERSON IN RE: RADIO COMUNIOATIONS - ADDITIONAL APPROPRIATION FOR CONTRACTING WITH AN INDEPENDENT RADIO COMMUNICATIONS CONSULTANT MIS=ANEOUS RESOLUTION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule TI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution 89349 and finds: 1) The cost for consulting services will not exceed $45,500 for: Phase I - Evaluation of the County's radio communications system and development of "Request for Proposals." and Phase II - Evaluation of proposals received. 2) Funding is available in the Radio Cormunications Fund balance. 3) Prior year funds of $25,500 should be budgeted within the Radio Communications Fund as follows: Revenue 3-66000-138-40-00-9901 Expense 4-66000-138-40-00-3046 Prior Year Balance Consulting Services ($25,500) 25,500 $ 0 Amount appropriated MR #89135 Amount appropriated this Resolution Total appropriated $20,000 25,500 $45,500 4) Funding for the radio communications system design and equipment needs and the establishment of rates to system users will be addressed after receipt and evaluation of vendor proposals.
