Calandro, Chairperson IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION SECOND QUARTERLY REPORT FOR 1988 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 - 15 and Grades 16 - 21 provided for a review and appeal process for departments and employees wishing to challenge the salary grade placement of classifications; and WHEREAS the Second Quarterly Report for 1988 was submitted to the Personnel Committee identifying the reviews requested and the salary grade changes recohmended by the Personnel Department after completion of this review process; and WHEREAS funds have been established in the Classification and Rate Changes fund to implement salary grade changes resulting from salary administration quarterly reports recommendations; and WHEREAS the Personnel Committee has reviewed and approved this report; NOW THEREFORE BE IT RESOLVED that changes in salary grade placement and reclassifications be implemented for the following classifications as shown and that new classifications as indicated be established: Classification Salary Grade From: To: Civil Engineer III 16 17 Retitle to new class of (1 position in Drain, 000222) Asst. WILLIAM CADDETJ, CHAIRPERSON IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION SECOND QUARTERLY REPORT - FOR 1988 - MISCELLANEOUS RESOLUTION #88202 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XT-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution 1/88202 and finds: 1) The Personnel Committee has approved the attached Salary Administration Second Quarterly Report for 1988; 2) Due to the pending job review panel hearing, the funds should not be transferred at this time for the Drain Right of Way Supervisor. 3) Governmental funded salary cost for the period August 27, 1988 through December 31, 1988 is $958, fringe benefit cost the same period is $269; 4) Governmental funded 1989 cost is $2,778 for salaries, $778 for fringe benefits; 5) Funds are available in the 1988-1989 Appropriation Reserve for Transfer Classification and Rate Changes Account (909-01-00-9902) and recommends the following amendments: 1988 1989 4-10100-909-01-00-9902 Rate & Classification Changes $(1,227) $(3,556) 4-10100-173-01-00-1001 (Veterans) Clerk II 270 782 4-10100-173-01-00-2070 (Veterans) Clerk II 76 219 4-10100-177-05-00-1001 EMS Energ. Dr. Caddell stated the resolution and Fiscal Note do not agree, therefor he made a motion to amend the resolution by deleting Supervisor-Right of Way with Salary Grade From 12 to 13. COLO IblooIntim REPORT SUMMARY Classes Positions OAKLAND COUNTY SALARY AEKINLSTRATION SYSTEM GRADES 1 - 15 AND GRADES 16 - 21 SECOND QUARTERLY REPORT FOR 1 JULY, 1 PART I - BACKGROUND & REPORT SUMMARY BACKGROUND The salary system for salary grades 1 - 15 and 16 - 21 provides for a review and appeal process. It requires presentation of a quarterly report to the Personnel Committee of reviews conducted during the quarter by the Personnel Department and of appeals heard by the Job Evaluation Review Panel. Any recommended changes in grade level must be approved by the Personnel Committee and Board of Commissioners prior to becoming effective. Funds are contained in the 1988 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Personnel Department is not recommending the requested change in evaluation and salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Personnel Committee. The Personnel Committee may deny the request or advance the request to the Job Evaluation Review Panel. A - Job changes since the original evaluation caused changes in point factor evaluations. - Original project recommendations in 1981 contained many new classifications as a result of splitting a number of existing classifications. The project af adopted in 1985 virtually eliminated the splitting of classifications. The few classifications marked with this reason code are being recommended now tr be split off an existing class. C - A detailed review of specific job duties with employees and/or division managers resulted in changes from the original point factor evaluations. D - A new class is required because of substantially different responsibilities from other employees in the class. Chf. Engineer- S.O.C.S.D.S.) Supervisor-Right of Way Clerk II - Deliveryperson (1 position to new class of Client Transporter) Emergency Mgt. Coordinator This class was referred to Quarterly Report review from a recent Drain reorganization. Factor 2, Experience, was increased from level 6, 5-7 years to level 7, 7 or more years experience. It was felt this reflects more accurately the number of years required to function as the Engineer overseeing S.O.C.S.D.S. and is consistent with experience credited for Assistant Chief-Engineer Drain. Factor 3, Supervisory Responsibility, was increased from 8A to 10B to reflect the first level manager duties over intermediate supervisors and to fully credit the full number of staff overseen. Factor 7 was reduced from level 4 to level 3 to reflect the reduced amount of time requiring high attention to detailed reports and numbers and increased time in other activities involved in supervision and coordination with community agencies. This class was also referred to Quarterly Report review from the recent Drain Reorganization. This position assumed additional supervisory re- sponsibility over the survey crew, thus Factor 3 was increased from level 5A to level 7A. Unlike other Clerk II-Deliverypersons, this position transports Veterans to hospital and medical appointments. Factor 2 was increased from level 1, no experience, to level 2 (1-3 months) to recognize time required to learn basic Veterans policies, hospital procedures and various facilities. Factor 6 was increased from level 1 to level 2 to reflect the less direct supervision received. Factor 8, Physical Demands, was reduced from level 4 to level 2 because the class does not have heavy lifting. Factor 9, Accident and Health Hazards, was increased to reflect the hazards associ- ated with transporting some of the clients. Factor 1, Education, was increased to reflect Associates degree level education. Factor 6, Accountability, was increased to credit the class with the reporting relationship and coordinating of emergency management committees of citizens and Elected Officials. Factor 7, Mental Demands, was increased to the mid-level associated with most County positions. Factor 9, Accident and Health Hazards, was increased to reflect exposure to hazardous conditions.
