HOBART, CHAIRPERSON IN RE: PUBLIC WORKS/SOLID WASTE UNIT - 1988/89 CLEAN MICHIGAN FUND GRANT APPLICATION WHEREAS, composting offers an environmentally sound method for disposal of lawn and leaf debris; and WHEREAS, the County has developed a county-wide Solid waste Management Plan, and composting is consistent with the Plan goals; and WHEREAS, the County desires to take an active role in the development of composting facilities within the County; and WHEREAS, the cost to develop composting facilities on county property is estimated to be $600,000 in 1989 and $400,000 in 1990, and has been included in the 1989 recommended Capital Improvement Program; and WHEREAS, the Michigan Department of Natural Resources has grants available to fund capital equipment for composting in an amount not to exceed $100,000; and WHEREAS, the Department of Public Works has identified equipment that could be purchased with the grant funds. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes application for the Clean Michigan Fund for composting capital equipment in the amount of $100,000. Mt. RCG/CCG - MICHIGAN DEPARTMENT OF NATURAL RESOURCES • 1988-89 CLEAN MICHIGAN FUND (CMF) GRANT APPLICATION PART II - PROJECT DETAILS SECTION The applicant must meet the following required conditions in order to be eligible for a CMF Recycling or Composting Capital Grant (RCG or CCG): 1) The recycling or composting project is located in a county that has anapproved Act 641 solid waste management plan. 2) The recycling or composting project is consistent with the approved solid waste management plan.- Letter(s)-of conSistency . _ must be attached. 3) The applicant provides either a feasibility study with positive results supportive of project initiation or sufficient data justifying project expansion. Feasibility study/data must be attached. 4) The applicant is eligible to acquire all necessary state permits. The Permit Coordination Information Form must be filled out and attached. if the applicant meets all of the above requirements, please _continue with this section of the application package. Please note: The Clean Michigan Fund Act (P.A. 249 of 1986) also includes funding considerations specific to each category. The information you provide in the following sections will be used to evaluate how well your proposed project fulfills these conditions. • A. BACKGROUND 1. Describe the history of the applicant's involvement with the solid waste management needs of the area to be served by this project. Include past attempts (including recycling and composting) and successes in dealing with the solid waste management concerns of the locality and cooperative efforts with other organizations or individuals. Also, describe any cooperative ventures with adjacent municipalities or recycling and composting projects, such as development of a regional resource recovery organization, jointly sponsored recycling and composting initiatives, or regional materials marketing strategies. Page 1 of 9 1. (continued) RCG/CCG In the past, mid 1970s, Oakland County provided some assistance to various volunteer recycling organizations. The county provided them with some equipment such as bins or containers to hold collected glass bottles and cans and, in some instances, space On county-owned property to establish and operate small volunteer run drop-off recycling centers. Most of those drop-off centers eventually ceased operation. One exception is the Birmingham Recycling Center, which is still in operation in the City of Birmingham. The Oakland County Executive is the designated planning agency, and in conjunction with county staff, prepares the Act 641 Solid Waste Management Plan. The first Plan was prepared in 1981 and 1982 and approved by the Michigan Department of Natural Resources in 1983. Following its approval, the county took steps to begin to implement the Plan. Implementation activities now proceeding involve conducting negotiations with vendors to develop a contract for the design, construction and operation of the first of three waste-to-energy facilities identified in the county Plan, Oakland County is also involved with the five year update of the Solid Waste Management Plan as required by Act 641. The Buildings & Grounds Division of the Oakland County Department of Public Works presently operates a low technology leaf composting program on the county service center. The leaves are placed in windrows and turned occasionally. Finished compost is then used around the county service center in landscaping operations. 2. If the applicant was a recipient of previous Clean Michigan Fund monies; a) Briefly describe the goals and accomplishments of the project(s). b) Describe the rationale and need for additional funding for this project. c) Previous CMF grant application number(s): Oakland County has not been the recipient of previous Clean Michigan Fund money. Page 2 of 9 ROG/CCG 3. Describe the current solid waste management practices of the locality. Include: a. The handling, sorting, storage, collection, transportation and disposal of municipal solid waste. The collection and disposal of municipal solid waste across Oakland County is accomplished by a variety of means. In some cases, the municipalities either perform the collection themselves or contract for collection. In other instances, individual property owners are responsible for making arrangements with a solid waste hauler to collect and dispose of their refuse. When the incinerator owned by the Southeastern Oakland County Incinerator Authority was in operation, it burned approximately 600 tons per day of municipal solid waste collected from the 14 communities that are members of the Authority. All other waste is disposed of in sanitary landfills with the exception of a small percentage which is recycled. b. Organize reuse, salvage, source separation, composting, or recycling practices that keep materials from entering the waste stream (identify by name and location). The Birmingham Recycling Center located in Birmingham, Michigan, is a drop-off center open on Saturdays. They receive newspaper, plastics, metal cans, aluminum and color-sorted glass. The Village of Holly has begun a curbside collection program for the collection of newspaper, glass and cans. The City of Huntington Woods has a drop-off center located on city property. Once a month, they collect newspapers. Also, used oil can be deposited there as well as glass and cans. Oakland County Building & Grounds Division conducts a composting operation as previously described in Section A.1. Oakland County also is operating an office white paper recycling operation. Office paper is being collected in two of the county buildings and a private recycler is collecting and sorting mixed office paper from a third county building. This program will be expanded. Many of the businesses and industries salvage corrugated material. c. The costs of the current solid waste management system (i.e., landfill tipping fees, collection costs, etc.). Collection costs average $50-$150/year for single family residences, Disposal costs range from $16-$35/ton at landfills. d. A description of the population, waste stream, socio-economic situation and any environmental problems or concerns related to the solid waste management practices in the area. e. Needs and opportunities for improving management of solid waste in thea area served by this project. Oakland County has a population of approximately 1.1 million with production of nearly 4,000 tons per day of municipal solid waste. Since yard wastes comprise about 16-18% of the solid waste stream, composting that yard waste, rather than sending it to landfill for disposal, will save valuable landfill space for our use and prolong the life of our landfills. Page 3 of 9 B. PROdECT DESCRIPTION RCG/CCG 1. Describe the project goals and the methods and/or technologies to be employed. Identify the specific location for the project and indicate the county or counties that will be impacted. Indicate any other CMF grant applications submitted by the applicant in this grant period. In addition, indicate any other CMF applications submitted for this grant period that impact this project. Oakland County is beginning to develop composting facilities for composting yard waste. We anticipate there will be at least three regional facilities throughout Oakland County. Details for the project have not been developed but are in the very initial planning stages. The Oakland County Department of Public Works is asking that $600,000 be earmarked in the 1989 county capital program for the purchase of necessary equipment to start a yard waste composting facility on county owned property. The first composting facility will start out as a fairly low technology facility and over a period of two to five years, be developed into a more high tech operation. The exact locations for the composting facilities have not been determined but county staff has been investigating several sites, all of which are county owned property, and several likely sites have been identified for further study. 2,a) Describe the structures and/or equipment to be purchased. Give specifications, including the dimensions of structures and/or equipment, the capacity or speed of the equipment, and other relevant 'details. Include the rationale and justification for each proposed capital expenditure, including a description of how the equipment and/or structures will be used. Indicate whether the equipment/structure is new or used and explain the need for the purchase of new items. Refer to the list of eligible and ineligible items listed in the Grant Budget section. As indicated above, the composting facilities have not been designed at this time. It will be necessary to hire a consultant to develop the details for equipping and laying out the site as well as for staffing and operating the site. Equipment that will eventually be needed at the first site as well as at the other sites, would be a wood/brush grinder, a stump grinder, a screening/metal removing system with secondary screening, a windrow turner, a large front-end loader and a small front-end loader, a dump truck and a storage building for the equipment. During the first year of operation, we would anticipate it would be necessary to purchase the wood/brush grinder and the screening/metal removal system with secondary screening. The other equipment will be added over a two to five year period. The Oakland County Department of Public Works is indicating the need for at least $4 million in the capital program over a five year period to set up and fully develop three yard waste composting facilities around the county. Other equipment necessary to operate the composting facility during its first year of operation will be provided from existing equipment presently being used by the Building O3! Grounds Division. 3. Project Timetable - Complete the chart on the following page. As previously noted, this project has not been designed and staffing requirements have not been developed. It is anticipated that Building and Grounds personnel will be able to handle the operation during at least its first year. It may be necessary to hire additional personnel in succeeding years. Describe in narrative form the management structure, methods, procedures and steps that will be taken to assure completion of each task and/or implementation of the project in a timely manner. Include a description of the project coordinator's responsibilities in providing project oversight. The county will contract with a consultant to design a composting facility and develop and describe the operational procedures. The consultant will help select the sites for the composting facilities. The consultant will also recommend and advise how the composting facility can be phased into operation starting with a very low tech operation and progressing over a period of two or more years into a more advanced, sophisticated operation. Operating personnel will be provided by Oakland County's Building & Grounds Division. Oversight for the project will be provided by personnel employed by the Oakland County Department of Public Works. it will be the Project Coordinator's responsibility to work with the consultant during the design and development of the composting facility plan and operational procedures. The Project Coordinator will work with Building & Grounds personnel to insure that adequate manpower and equipment are available to perform the necessary operations. As the composting facility is upgraded into a more sophisticated facility, the Project Coordinator will be responsible to coordinate the purchase of additional equipment and the construction of necessary buildings and improvements at the site. This will be true for all three of the composting sites which are being contemplated. 5. Indicate how the projects progress and completion will be measured and evaluated. Include evaluation and quality assurance measures. The composting project will be evaluated based on the quantity of material that is composted and thus removed from the waste stream. Records will be kept of the volumes of material processed at the site and the volume of finished product, compost, that is produced. Page 6 of 9 RCG/CCG 6. Indicate the total tonnage that is projected to be diverted from a landfill as a result of the project. You must show complete calculations, rationale and documentation for your assumptions. The county anticipates that each composting site will be able to process approximately 50,000 cubic yards of material per year. Each site would contain approximately 15 acres for composting and an additional five acres for buffer zones, roads, buildings and product storage for a total of 20 acres per site. 7. Identify any land, buildings, personnel or support services that have been committed to the project. If personnel will be required to operate equipment or provide related services, describe how these staffing requirements will be handled. If additional funds are needed to complete the project, these funds must be available and committed in the event that a grant is awarded. Attach letters or other documentation verifying these commitments. The county anticipates that the composting sites will be located on land that is presently owned by Oakland County although the actual sites have not been chosen at this time. In the initial stages of operation of the first composting facility, the equipment will be transported to the site for use as needed. As the process is further developed, necessary storage buildings will be constructed on site. Each site will be fully equipped and developed over a two to five year period. Initially, the manpower necessary to operate the composting facility will be provided from the existing Building & Grounds Division forces. As the site becomes more developed, additional personnel will be hired and will be employed by the Building & Grounds Division. 8. Describe the business and accounting plans and budget projections for the project, including materials marketing arrangements. Business and accounting plans and budget projections for this project have not been prepared at this time. This work will be done as part of the project design. The same is true for marketing arrangements for the material produced. Page 7 of 9 RCG/CCG 9. Demonstrate that the materials to be collected or processed are not presently being recovered (reference the resource recovery activities you described in section A.3.b.). If your project is to handle materials from commercial or industrial sources, include letters from the potential accounts which indicate that they are not presently recovering and marketing these materials. If your project is for a comunity recycling program, document to the extent possible the materials brokering arrangements and the end-markets for the materials. Include letters from potential brokers and/or end users which indicate that they are willing to . purchase your collected materials in relation to the quantities of materials generated or recovered. The materials that are presently composted at the Oakland County Service Center by the Building & Grounds Division will not be affected by the proposed composting facilities. The proposed composting facilities are meant to handle those yard waste generated throughout Oakland County from sources other than. the county grounds. At this time, no arrangements 'have been made with potential users for the completed compost. This will be developed as the project and operational procedures are designed. C. GRANT BUDGET Use the form on the following page to list the items for which a CMF Recycling or Composting Capital grant is being requested. Justification for and a description of all items listed in the budget must be:included in the Project Description Section, Item #2. Written quotations must be attached for al items included in the Budcet. Installation, freight and equipment preparation expenses must be documented if they are included in the proposed budget. Ineligible items include: taxes, licenses and vehicle registration fees; permit fees; leasing of equipment, land or buildings; purchase of land; depreciation expenses; contingency funds; office equipment such as computers; indirect or overhead expenses; architecture; site improvements such as landscaping and paving.
