IN RE: PERSONNEL DEPARTMRNT - SALARY ADMINISTRATTON QUARTFRLY REPORT -
DECEMBER, 1987
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Salary Administration Study Group Report approved by
the Board of Commissioners for Grades 1 - 15 and Oracles 16 - 21 provided
for a review and appeal process for departments and employees wishing to
challenge the salary grade placement of classifications; and
WHEREAS the Salary Administration Quarterly Report for December,
1987 was submitted to Personnel Committee identifying the reviews requested
and the salary grade changes recommended by the Personnel Department after
completion of this review process; and
WHEREAS funds have been established in the Classification and Rate
Change fund to implement salary grade changes resulting from salary adminis-
tration quarterly report recommendations; and
WHEREAS the Personnel Committee has reviewed and approved this
report;
NOW THEREFORE BE IT RESOLVED that changes be implemented for the
following classifications as shown:

SUBJECT: Salary Administration Quarterly Report
Attached is the Salary Administration Quarterly Report for December 1937.
It includes determinations on reviews and appeals of salary grade placements
made for Grades 1 - 15 and Grades 16 - 21. It details the classifications
reviewed, the Personnel Department determinations and cost of implementing
recommended changes. A resolution is attached which would effect the changes
recommended by the Personnel Department.

PART I - BACKGROUND & REPORT SUMMARY 1
BACKGROUND
The salary system for salary grades 1 - 15 and 16 - 21 provides for a review and appeal process. It requires presentation of a quarterly report to
the Personnel Committee of reviews conducted during the quarter by the Personnel Department and of appeals heard by the Job Evaluation Review Panel.
Any recommended changes in grade level must be approved by the Personnel Committee and Board of Commissioners prior to becoming effective. Funds
are contained in the 1987 Budget specifically for classification and rate changes resulting from these reviews.
In cases where the Personnel Department is ,not recommending the requested change in evaluation and salary grade, an additional appeal step has been
provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal
their re-evaluations must submit a request in writing to the Personnel Committee. The Personnel Committee may deny the request or advance the request
to the Job Evaluation Review Panel. No appeals were made to the Job Evaluation Review Panel during this quarter.

PART III - REASONS FOR RECOMMENDED CHANGES 1
,Factor 1, job-related.knowledge and skill requirements, was increased from level
•3 (high school) to level 4 (specialized training). Factor 5, job-related communica-
tion was changed from level 1/13(periodic exchange of basic information) to level 2
(occasional instruction and persuasion). These changes resulted in the classifica-
tion changing from salary grade 9 to salary grade 10.

The following Reason Codes are being used in Part II, Recommendations Detail:
A - Job changes since the original evaluation caused changes in point factor evaluations.
n - Original project recommendations in 1981 contained many new classifications as a result of splitting a number of existing classifications.
The project as adopted in 1985 virtually eliminated the splitting of classifications. The few classifications marked with this reason code
are being recommended now to be split off an existing class,
C - A detailed review of specific job duties with employees and/or division managers resulted in changes from the original point factor
evaluations.
D - A new class is required because of substantially different responsibilities from other employees in the class.
A more detailed explanation is contained in Part IV of this report for those classes recommended for salary grade and evaluation changes.

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #87335 and finds:
1) The Personnel Committee has approved the attached Salary
Administration Quarterly Report for December 1987, upgrading one
(1) Jury Clerk in the Circuit Court Judicial Administration Unit,
2) Salary cost for the period January 30, 1988 through December 30,
1988 is $1,236, fringe benefit cost for the same period is $329,
3) 1989 salary cost is $1,310, fringe benefit cost for 1989 is $349,
4) Funds are available in the 1988-1989 Appropriation Reserve for
Transfer Classification and Rate Changes Account (909-01-00-9902)
and recommends the following amendments:
