IN RE: INSTITUTIONAL AND HUMAN SERVICES/HEALTH DIVISION - HIV SEROPREVALENCE-
_SURVEY (FAMILY PLANNING) APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr, Chairperson, Ladies and Gentlemen:
WHEREAS the study and control of AIDS continues to be a high public health
priority; and
WHEREAS seroprevalence studies are one way of determining the extent of
HIV (Human Immunosuppresant Virus) infection in human populations; and
WHEREAS the Oakland County Health Division wishes to participate in a multi-
jurisdictional seroprevalence study sponsored by the Michigan Department of Public
Health (MDPH); and
WHEREAS funding is available in the amount of $6,390 for the period
September 12, 1988, through February 10, 1989, through the Southeastern Michigan
Health Association, the prime subcontractor for MDPH on this project; and
WHEREAS this project is 100% state funded and application for this grant
does not obligate the County to any further commitment; and
WHEREAS current personnel will be utilized to conduct the study.
-NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
approve the application for the 1988 HIV Seroprevalence Survey (Family Planning)
Grant in the amount of $6,390.
BE IT FURTHER RESOLVED that the Chairperson of the Oakland County
Board of Commissioners is hereby authorized to sign said application.

Mr. Chairperson, Ladies, and Gentlemen:
The Department of Management and Budget has reviewed the
application for the HIV Seroprevalence Survey Grant and finds:
1) This is the first year of this grant sponsored by the
Michigan Department of Public Health and funded through
the Southeastern Michigan Health Association.
2) The grant covers the period September 12, 1988, through
February 10, 1989, for a study to be conducted in the
Family Planning Unit of the Health Division.
3) The project is 100% state funded in the amount of $6,390.
4) No additional personnel are being requested.
5) Application or acceptance of the grant does not obligate
the County to any future commitment.
In accordance with Miscellaneous Resolution #86186, Revised
Federal and State Grant Application and Reimbursement Contract
Procedures, this report is being submitted to the Chairperson of
the Board of Commissioners.

HIV SEROPREVALENCE STUDY
Statement of the Problem
There is an urgent need to better determine the level and trend of HIV infection
in the United States. In cooperation with the Centers for Disease Control and
Michigan Department of Public Health, Oakland County Health Division will be
assessing HIV seroprevalence in its Family Planning Clinic. Surveillance of HIV
infection among sexually active Women is one way to monitor the spread of HIV .
into the heterosexual population. Seroprevalence information obtained from
these clients can be used to monitor and evaluate the efforts of educational/risk
reduction programs and assist in predicting future trends of HIV infection.
Objectives
1. To provide 1,000 anonymous blood specimens to Michigan Department of Public
Health for HIV testing.

2. To provide anonymous data on race, age, county and zip code of all clinic
clients during the period of the survey.
3. To monitor the RIV infection rate as analyzed by MDPH and determine if
changes in clinic HIV policy and procedure are indicated.
Procedures
. Clients will not be informed that an HIV antibody test will be perfoimed.
2. Serum obtained from routine laboratory tests on new female clients (being --
seen for the first time during the survey period) will be included in the
blind surveys
3. Blood serum tubes will be marked with numbers, no personal identifying data
will be included.
4. Data Collection Forms (DCF) will be completed by the Public Health Nurse on
all clients serviced during the period of the HIV surw. DCF will be marked
with numbers only, no personal identifying information Will be included.
5. One PUN at each Clinic will be the on-site coordinator. Responsibilities
include:
-oversee collection of samples and enrollment of clients
-monitor consistency and quality of client and serum selection
-ensure DCF are completed on each client
-ensure shipment or delivery of specimens to lab and that no
client identifiers are on specimens
6_ The Family Planning Coordinator is responsible for:
-providing data collection forms to seuoprevalence epidemiologist.
