• Chairperson, Ladies and Gentlemen:
The Personnel Committee / having reviewed Miscellaneous
Resolution #88055, reports with the recommendation that the
resolution be adopted with the following change:
To delete the paragraphs beginning NOW THEREFORE BE IT
RESOLVED and BE IT _FURTHER RESOLVED and replace them with the
following:
"NOW THEREFORE BE IT RESOLVED to create the new
classification of N.E.T. Auditor with the following salary range:
Salary Grade Base 1 Year 2 Year 3 Year 4 Year 5 Year
14 $29,470 $31,299 $33,128 $34,956 $36/785 $38/614
BE IT FURTHER RESOLVED to ,create two (2) governmenta
positions in the Sheriff Department/ Protective Services/
Narcotics Enforcement Team (436-20) as follows:
1 N.E.T. Auditor
1 Office Leader
BE IT FURTHER RESOLVED that 100% of all expenses incurred
by these positions be reimbursed by the Narcotics Enforcement
Board. If such funding shall not be sufficient to cover the
salary and fringe benefit costs for these positions/ the
positions shall be abolished."

IN RE: SHERIFF DEPARTMENT - NARCOTICS ENFORCEMENT TEAM TWO (2)
POSITIONS FOR FORFEITURE ANALYSES
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners through the 1988/1989 Budget
added additional officers to the Narcotics Enforcement Team; and
WHEREAS the local police agencies in conjunction with the increased County effort
has added additional officers to enforce narcotics laws; and
WHEREAS the additional staff will require more Forfeiture Analyses and complex
accounting records; and
WHEREAS the Narcotics Enforcement Board has recommended to allocate the first
20% of all forfeited funds to pay for two (2) positions necessary to collect, analyze and
process both the data and the actual seized funds that the officers will be responsible for;
and
WHEREAS the Oakland County Sheriff supports this concept.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the addition of two (2) new positions in the Sheriff's Department,
Protective Services Narcotics Enforcement Team (436-20).
BE IT' FURTHER RESOLVED • that—the Personnel Committee . establish__ the
classification and salaries for the positions.
BE IT FURTHER RESOLVED that 100% of all expenses incurred by these positions be
reimbursed by the Narcotics Enforcement Board.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.
PUBLIC SERVICES COMMITTEE
CIVIL/INVESTIGATIVE FORFEITURE ANALYST
Analyzes collected information from covert investigations prior to arrests
for the purpose of initiating civil forfeiture proceedings.
Determines ownership of assets through financial analysis of information
obtained from tax records, bank records, State, County and other govern-
mental records as well as from private business sectors.
Establishes probable cause for seizure of assets as related to narcotic
activity.
Completes and submits all required documentation to the Michigan State Police
and the Prosecutor's Office to initiate forfeiture proceedings.
Logs all seized property and monies and maintains current records of same;
functions as liaison between the NET office and the County Treasurer's
Office.
Notifies all secured parties, governmental agencies, SOS, banks and mortgage
companies of seizure and prepares cases for prosecution.
Disposes of forfeited property by arranging auctions. Tabulates and dis-
burses funds among participating agencies in accordance with the Drug
Forfeiture Act, P.A. 251 of 1982 and P.A. 135 of 1985.
Audits seized property and evidence to insure State, County and NET policies
are being f011owed.
Performs various accounting and bookkeeping tasks so as to account for large
sums of money in compliance with NET accounting practices.
Provides auditing of County and NET funds to insure proper disbursement in
accordance with County and NET policy.
Specialized skills to include:
1) Accounting and bookkeeping skills
2) Knowledge of financial investigation methods
3) Ability to gather financial information from:
A) Treasury- tax records
B) County agencies- Register of Deeds , Treasurer
C) Banks and other financial institutions
D) Mortgage companies
E) Other private sectors
F) Other governmental agencies
The function of a Civil/Investigative Forfeiture Analyst is to assist sworn
officers in seizing assets from narcotics dealings by gathering information
to seize more prooceeds and to allow orderly disposition of these proceeds.
CRIMINAL INVESTIGATIVE ANALYST
Receives raw information, intelligence and written communication from
citizens, informants, law enforcement officers and other governmental
agencies which may reflect narcotic activity.
Analyzes information to determine if a complaint or intelligence report
will be generated or if the information is unfounded.
Gathers additional information and identifies needed data to focus in
on and provide leads for furthering investigations, forfeiture cases
and/or to initiate a new complaint or intelligence report; assigns same
to the respective team having jurisdiction.
Idnetifies suspects, developes relationships among suspects, establishes
probable cause by analyzing and evaluating acquired information, developes
valid and precise inferences and draws conclusions which are logically
supported.
Gathers information on current investigations as teams work on reports
and performs further work-ups on intelligence or criminal information.
Assists in investigations using known resources and specialized training
to further investigations on criminal and possible forfeiture proceedings.
Specialized skills to include:
1) Knowledge of analytical investigation methods -
2) Ability to gather information from:
A) Federal agencies (DEA, FBI)
B) State agencies (SOS, Treasury)
C) County and municipal agencies (Clerk's Office, Register of Deeds
for records and files)
D) Bank and other financial institutions
E) Utilities companies
F) Other private sectors
G) Other governmental agencies
3) Ability to develop and utilize computer programs which would include:
A) In-office intelligence programs
B) LEIN and SOS
C) CLEMIS
D) Federal NADIS
4) Ability to put information into useable form for porsecution or as
aid to further investigations.
5) Assists officers working in Directed Enforcement Unit to establish
covert acts for conspiracy investigations on information to assist
in civil forfeiture investigations.
The function of a Criminal Investigative Analyst is to assist sworn police
officers in a specialized area where they do not have the time or expertise
to follow through at a reduced personnel cost.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #88055 and finds:
1) The Public Services Committee recommends the creation of two (2)
positions in the Sheriff Department, Protective Services
Division, Narcotic Enforcement Team Unit to process information
relating to the seizure of assets from N.E.T. activities;
2) The Personnel Committee recommends that the two (2) positions be
governnental funded and classified as one (1) N.E.T. Auditor (new
classification) and one (1) Office Leader;
3) Both Committees recommend that 1007 of the expenses incurred by
these positions be reimbursed by the Narcotic Enforcement Board;
4) Position cost from April 30, 1988 through December 30, 1988 (17.5
pays) equals $51,277 of which $33,304 is salaries, $13,288 is
fringe benefits and $4,685 is operating as detailed on the
attached schedule;
5) 1989 cost equals $69,826 of which $49,670 is salaries, $19,818 is
fringe benefits and $338 is operating as detailed on the attached
schedule;
