Calandi-o, Chairperson IN RE: PERSONNEL DEPARTMENT - SALARY ADMINISTRATION FOURTH QUARTERLY REPORT FOR 1987 - FEBRUARY 1988 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Salary Administration Study Group Reports approved by the Board of Commissioners for Grades 1 - 15 and Grades 16 - 21 provided for a review and appeal process for departments and employees wishing to challenge the salary grade placement of classifications; and WHEREAS the Fourth Quarterly Report for 1987 was submitted to Personnel Committee identifying the reviews requested and the salary grade changes recommended by the Personnel Department after completion of this review process; and WHEREAS the Fourth Quarterly Report for 1987 also includes the Job Evaluation Review Panel recommendations on salary grade placement of classes appealed to the Job Evaluation Review Panel; and WHEREAS funds have been established in the Classification and Rate Changes fund to implement salary grade changes resulting from salary admini- stration quarterly reports recommendations; and WHEREAS the Personnel Committee has reviewed and approved this report; NOW THEREFORE BE IT RESOLVED that changes in salary grade placement and reclassifications be implemented for the following classifications as shown and that new classifications and retitling of classes as indicated be established: School Health Educator 11 Same (Retitle to Public Health Educator III) Chief-Developmentally Disabled 19 20 Services Director of Elections 13 14 Friend of the Court Referee 17 18 Friend of the Court Ref Supv 18 19 Public Health Sanitarian 13 14 Supervisor Mr. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing resolution. February, 1988 PART I BACKGROUND & REPORT SUMMARY BACKGROUND The salary system for salary grades 1 - 15 and 16 - 21 provides for a review and appeal process. It requires presentation of a quarterly report to the Personnel Committee of reviews conducted during the quarter by the Personnel Department and of appeals heard by the Job Evalu- ation Review Panel. Any recommended changes in grade level must be approved by the Personnel Committee and Board of Commissioners prior to becoming effective. Funds are contained in the 1988 Budget specifically for classification and rate changes resulting from these reviews. In cases where the Personnel Department is not recommending the requested change in evaluation and salary grade, an additional appeal step has been provided. Departments wishing to appeal one of their requests may appeal directly to the Job Evaluation Review Panel. Employees wishing to appeal their re-evaluations must submit a request in writing to the Personnel Committee. The Personnel Committee may deny the request or advance the request to the Job Evaluation Review Panel. Classes SALARY SYSTEM FOURTH QUARTERLY REPORT FOR 1987 Page 1 The following Reason Codes are being used in Part II. A - Job changes since the original evaluation caused changes in point factor evaluations. B Original project recommendations in 1981 contained many new classifications as a result of splitting a number of existing classifications. The project as adopted in 1985 virtually eliminated the splitting of classifications. The few classifications marked with this reason code are being recommended now to be split off an exisiting class. • C - A detailed review of specific job duties with employees and/or division, managers resulted in changes from the original point factor evaluations. D - A new class is required because of substantially different responsibilities from other employees in the class. A more detailed explanation is contained in Part IV of this report for those classes recommended for salary grade and evaluation changes. Factor 9, Accidents and Health Hazards, was also increased to recognize the driving hazards involved due to required travel to contracted agencies, MDRC, and Lansing. Supervisor-Store Operations This position was reclassified from Storekeeper III/Meatcutter during the budget pro- cess. The department objected to the grade placement and Personnel Department agreed • to conduct a thorough salary grade review for the next quarterly report. Upon further review the Personnel Department recommends increasing Factor 8, Physical Demands, to recognize the lifting involved in this working supervisor position. Supervisor) Director of Elections Circuit Court/ Friend of the Court Friend of the Court Referee Friend of the Court Ref Supv Institutional & Human Serv./ Environmental Health Public Health Sanitarian Supervisor SALARY SYSTEM FOURTH QUARTERLY REPORT FOR 1987 Page 4 PART IV - REASONS FOR RECOMMENDED CHANGES This position functions in a working supervisory capacity over the Stationery Stores and maintains inventory control for all materials management. Factor 8, Supervisory Responsibility, was increased to reflect working supervision responsibility over Materials Management Clerks and clerical support. The Job Evaluation Review Panel heard the appeal of this class and recommended changes to Factor 4, Problem Solving, to level 4, decidely complex. Factor 7, Demands for Mental Concentration, was increased to level 4 (substantial periods) during which the incumbent is required to maintain a high level of mental concentration. The Job Evaluation Review Panel heard the appeal of these 2 classes and increased Factor 2, Work Experience, on both classes to level 7 (seven or more years experience required in order to perform proficiently). The Job Evaluation Review Panel heard the appeal of this classification and changed Factor 5, Job-Related Communication, from level 2 (instruction and persuasion) to level 3 to reflect communication in confrontational situations. Factor 8, Physical Demands, was increased from level 1 (limited physical exertion) to level 2 (standing, walking, some lifting). #88038 February 25, 1988 The Chairperson referred the resolution to the Finance Committee.
