G. c',1-,PRRITT, CHAIRPERSON IN RE: MEDICAL CARE FACILITY - OPPOSITION TO THE CCERNOR'S REDUCTION IN REIMBURSEMENT RAT7e, TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen WHEREAS, the Governor has proposed reducing the reiMbursement rates to County Medical Care Facilities to the level of reimbursement currently provided to regular nursing homes; and WHEREAS, THE Oakland County Medical Care Facility provides a higher level of care to meet the needs of patients discharged from acute care hospitals but still requiring intensive nursing and medical service not readily available in skilled nursing homes; and WHEREAS, the Oakland County Medical Care Facility also admits patients with contagious diseases, multi-diagnoses, and other atypical needs not accep- ted by nursing homes; and WHEREAS, the Oakland County Medical Care Facility provides for the indigent and those persons unable to meet private pay requirements by accepting Medicaid patients without other financial conditions or requirements; and WHEREAS, the Governor's proposal would require Oakland County to discon- tinue services to those patients requiring care above the skilled nursing home level or it would require the County to increase the budgeted subsidy for the Medical Care Facility by approximately $765,000; and WHEREAS, the Governor's proposal would cause the Counties Medical Care Facilities in the State to lose approximately $23 million in federal funds while saving the state only $11 million. NOW THEREFORE BE IT RESOLVED that the Oakland CountyBoardof Commissioners opposes the reductions in the reimbursement rates to County Medical Care Facilities as proposed by the Governor. BE IT FURTHER RESOLVED that copies of this resolution be sent to the Members of the House of Representatives and the Senate representing Oakland County. AND BE IT FURTHER RESOLVED that copies of this resolution be sent to all members of the house Social Services Appropriations Committee and the Senate Social Services Appropriations Committee.
