MISCELLANEOUS RESOLUTION

IN RE: SHERIFF DEPARTMENT - SOUTHWEST OAKLAND COUNTY AUTOMOBILE
THEFT PREVENTION AUTHORITY GRANT EXTENSION
TO THE OAKLAND COUNTY BOARD OF COM MISSION ruzs
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution 4877,q1 authorized the acceptance of the
Southwest Oakland County Automobile Theft Prevention Grant for the period November 1,
1987 to October 31, 1988; and
WHEREAS the Automobile Theft Prevention Authority in conjunction with the
Michigan State Police would extend the existing gre: to Dec=ember 31, 1983 in order to put
the grant on a calendar fiscal year; and
WHEREAS the Sheriff's Department is in agreement with this proposal; and
WHEREAS the grant covers 100% of program expenses.
NOW Tfl EREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the Sheriff and the Chairperson of the Board to extend the
Southwest Oakland County Automobile Theft Prevention Grant from November 1, 1988 to
December 31, 1988.
Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of
the foregoing resolution.

MISCELLANEOUS RESOLUTION #88054
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #88054 and finds:
1) The current Sheriff's Southwest Oakland County Automobile Theft
Prevention Authority (A.T.P.A.) Grant is scheduled to end October
31, 1988.
2) The A.T.P.A. wishes to extend the grant from November 1 through
December 31, 1988 in the amount of $49,470 as detailed on the
attached schedule.
3) The Sheriff and the Public Services Committee concur with the
extension, no personnel changes are involved and the program is
1007 grant funded.
4) The following amendments are recommended to the 1988-1989
Biennial Budget for 1988, (no amendment is necessary for 1989):

1. Within the 14 month period of the project; Increase the number of Auto Theft or
related arrests by 20% compared to 1986 in the Southwest quadrant of Oakland County.
2. During the period of this project, investigate two chop shops or organized Auto Theft
Rings a month.
3. Attend and contribute to one Auto Theft Intelligence Meeting a month.
4. During the 14 month period of this project inspect the records of one salvage yard
or repair facility a month within the Southwest Quadrant of Oakland County.

On January 11, 1988 the Novi City Council approved
extending the Southwest Oakland County Anti-Auto Theft
Grant for two additional months from November 1, 1988 to
December 31, 1988.
The financial commitment for this extension totals
89,000. You will find included an overall cost break-
down as prepared by the city's Finance Department.

Captain Watson,
The Farmington Public Safety Department would support
the extension of the current grant for an additional two
(2) months in 1988. This would be for the months of November
and ending December 31, 1988.
The following is the total costs to the City of Farmington
for the officer assigned to this grant project for the
additional two (2) months.
TOTAL COST .... $8,332.33
This includes salary, overtime, benefits, lease of vehicle
and supplies.
