Kuhn, Jr., Chairperson IN RE: EMS AND EMERGENCY MANAGEMENT DIVISION - TORNADO WARNING SYSTEM EXPANSION - TOWNSHIP OF HIGHLAND TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution No.'s 7865, 7971, and 8664 accepted federal grants to defray a portion of the costs in purchasing sirens to be utilized within the Oakland County Tornado Warning System; and • WHEREAS the County share of the costs will remain at twenty-five percent as has been the policy previously established by the Board of Commissioners by various Miscellaneous Resolutions, whereby local units pay seventy-five percent and the County twenty-five percent witn the County being responsible for the maintenance and electrical costs for the sirens purchased; and WHEREAS the Township of Highland, per the attached Purchase Agreement, nas requested to participate in the siren system; and WHEREAS the Township of Highland has agreed to pay seventy-five percent of the total estimated cost of one siren; and WHEREAS, consistent with the attached standard agreement, the Township of Highland agrees that Oakland County will retain ownership of the siren and will be responsible for the maintenance and the electrical costs for said siren purchasea under this agreement. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the appropriation of $3,437.50, consistent with the attached budget, as Oakland County's match. BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent upon the execution of the attached written agreement between the County and the Township of Highland. BE 14 FURTHER RESOLVED that the County Executive be and is hereby authorized to execute said agreement. BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee by the Manager of the Emergency Medical Services and Emergency Management Division and to the balance of the members of the Board of Commissioners. THIS AGREEMENT, entered into this 29th day of February , 1988, between the COUNTY' OF OAKLAND, a Michigan Constitutional Corporation, hereinafter called "County," and the Township of Highland , hereinafter called "Municipality;" WHEREAS the County has established a centrally activated tornado warning system; and WHEREAS the Municipality desires to become a part of such system. NOW THEREFORE BE IT RESOLVED in consideration of the sum of Ten Thousand Three Hundred Twelve Dollars and Fifty Cents ($ 10,312.50 ) to be paid by the Municipality to the County, the County agrees to install one ( 1 ) siren(s) within the Municipality at locations to be designated by the Municipality. Said sum to be paid within thirty days (30) after installation and successful testing of equipment. IT IS FURTHER AGREED AND UNDERSTOOD that the maintenance and electrical costs of the siren(s) shall be borne by the County. This agreement and costs are subject to change depending upon selection of siren location by the Municipality, bid costs, and inflationary trends. - In the event that the Municipality desires relocation of the siren, all costs associated with such relocation will be the responsibility of the Municipality.
