Kuhn, Jr., Chairperson IN RE: COMMUNITY DEVELOPMENT DIVISION - 1988-89 COMMUNITY DEVELOPMENT BLOCK GRANT SUMMARY OF PROPOSED ACTIVITIES/APPLICATION TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS, the County of Oakland by Miscellaneous Resolution #6961 of January 23, 1975 declared its intention to become designated as an Urban County under the Federal Housing and Community Development Act of 1974, as amended; and WHEREAS, this act was designed to consolidate many of the categorical grant programs into one Block Grant Program placing authority and responsibility with local officials as to community needs and priorities; and WHEREAS, the County of Oakland has been allocated a Community Development Block Grant (CDBG) of $3,419,000.00 and an Emergency Shelter Grant (ESG) of $9,000.00 in federal funds; $568,148.96 of County Program Income and $42,232.00 of Community Program Income that equals a total of $4,038,380.96 of funds to be distributed among the 47 participating units of government and public hearings have been held by each community and the county concerning use of these funds; and WHEREAS, the Community Development Citizens Advisory Council has recommended approval (by a roll call vote of 12-0) of the proposed Community Development Block Grant Allocation Summary of Proposed Activities; and WHEREAS, there are no county funds required for this grant and this application has been reviewed and approved by the office of Corporation Counsel. NOW THEREFORE BE IT RESOLVED that the Chairman of the Oakland County Board of Commissioners is hereby authorized to sign and file applications for the 1988-89 Community Development Block Grant and Emergency Shelter Grant Funds under the Federal Housing and Community Development Act of 1974, as amended, and the Stewart B. McKinney Homeless Assistance Act of 1987, in accordance with the attached Summary of Proposed Activities. Wagoner Dorothy Webb INTRODUCTION The Housing and Community Development Act of 1974 indicated that the nation's -cities, towns and smaller urban communities faced critical social, economic and environmental problems caused by population growth and inadequate public and private investment in housing and other physical activities. The Act indicates that there were three objectives of the legislation. They are: 1. address the needs of low and moderate income people including senior citizens and the handicapped; 2. the elimination of slum and blight conditions; and 3. meet urgent community needs where existing coilditions pose a serious and immediate threat to the health or welfare of a community where other financial resources are not available to meet such needs. Each year the Community Development Division prepares and submits an application for Community Development funds distributed by the U.S. Department of Housing and Urban Development. This submittal will be the fourteenth application for funds. During this time, over $62,000,000 have been received from the federal government for Community Development Block Grant projects. The 1988-1989 Community Development Block Grant application has been compiled to reflect receiving $3,428,000 in 1988. With County and community program income, the funds for the Block Grant Program for 1988-89 totals $4,038,380.99. The 47 communities participating in the program will experience a 1.37 percent reduction in their funds. This can be attributed to the 5.2 percent reduction from 1987 in the annual HUD allocation. It is anticipated that HUD will release the funds during the later part of May or early June. Upon receiving notification that HUD has released the funds, the communities will he notified that. they may spend their allocations. -iv- 1988-1989 CDBG PROJECT SUMMARY SHEET ACTIVITY J. CITY OF AUBURN HILLS ACTIVITY (CRITERIA) ALLOCATION 196-12-08,7120 DRAINAGE INPROVEMENTS (A) $56,243.00 Two drainage improvement projects will be completed under this program. They are as follows: 1. Pontiac Road Underground Storm Drainage Reconstruction ($8,633.00) This project will include the engineering and reconstruction of approximately 690 lineal feet of existing storm drain located on Pontiac Road between Commonwealth and Opdyke Road. This project is a continuation of a project initiated in program year 1987. The project is located in N.S.P. area #194 that has 43.26% low and moderate income people. 2. Oak Grove Subdivision Drainage Improvement Project ($47,610.00) This project includes the engineering and construction of a storm drain on Margaret Street from Squirrel Road to the western terminus. This construction project is located in N.S.P. area #207 that has 40.85% low and moderate income people. $56,243.00 -1- ALLCCATION $17,292.00 1.913849ii:i9 PREATF..CT SUPPIARY SREffr CUT OF BERKLEY ACT:MTV (CRITERIA) , 196-13-08-7440 RECREATION FACILITIES (A) The City of Berkley will develop a passive park on vacant municipal property located on the east side of Kenmore Street between Beverly and Wiltshire Streets, directly behind the Berkley Public Library, 3155 Coolidge Highway. Improvements will include the installation of benches, trees, landscaping, walkways, pedestrian lighting and a gazebo. The project is located in Census Tract 1018.02, Block Group 2, that has 44.08 percent low and moderate income people. 196-13-08,-7075 CODE ENFOPP_ (B) 12,969.00 One additional part-time staff person will be retained to enforce existing City of Berkley codes. These activities will address and reduce slum and blighted conditions that exist in identified commercial areas and specific low and moderate income areas. 196-13-08-7595 STREET INTIO (A) 34ffl 58400 Catalpa Street from Woodward Avenue to Greenfield Road will be reconstructed and resurfaced. Eligible portions of the project are as follows: 1. Woodward Avenue to Cass: Census Tract 1017.01, Block Group #3, 39.14% low and moderate income people. Monies for cost overruns in established CDBG project accounts. $67,455.00 ACTIVITY Al. 196-14-08-7030 1988-1989 CMG PROJECT SUMMARY SHFET CITY OF CLNWSON ACTIVITY (CRITERIA) BARRIER FREE IMPROV=NTS (A) The city will remove architectural barriers in all sidewalks on a city-wide basis. This will benefit senior citizens and the handicapped. This is a continuation of a 1987 program year project. ALLOCP-9-C6 $17,266.00 196-14-08-7165 FIRE PROTECTION FACILITY AND EQUIPMPIIT (A) 8,633.00 The city will replace antiquated fire hydrants in two areas of the city. The areas are as follows: (A) Rochester Road on the east; Fourteen Mile Road on the north; South Main on the west and the southern boundary of the city on the south (Census Tract 1027.01 Block Groups 4 and 5 having low/moderate income percentages of 52.07% and 40.00% respectively); and (B) South Main on the east, west Fourteen Mile on the north, Nahma Avenue on the west and West Tacoma on the South (Census Tract 1027.05, Block Group 2 having 53.88% low/moderate income persons). This is a multiyear project that has been funded previously. This is a multiyear project that has been funded previously. , $52,772.00 ACTIVITY (CRITFIRTA) 196-15-08°7110 DOWNTOWN REVITALIZATION (B) ALLOCATION - - $27,768.00 ACTIVITY J. 196-15-08-7240 HOUSING REHABILITATION (A) 6,457X10 1988-1989 CDBG PROJECT SUMMARY SHEET CITY OF FARMINGTON Several activities will be directed toward the revitalization of the Farmington downtown area (CBD plus areas identified by DDA). They are: 1. support the operations of the Downtown Development Authority (WA); 2. provide assistance to the downtown development organization by employing professional consultants as needed in such areas as engineering, design or marketing; 3. provide parking and environmental changes as needed and assist property owners and merchants with improvements that conform to the redevelopment plan; and 4. assist property owners and merchants with improvements that conform to the redevelopment plan. Specific activities must be submitted and approved for eligibility by the Oakland County Community Development Division prior to initiation. Funds for contract work for housing rehabilitation for specific low and moderate income, senior citizens and handicapped people. Funds will be channeled through the County's established Home Improvement Program. TAL $34,225..00 -6- ACTIVITY (CRITERIA) 196-16-08-7075 CORE ENFORCEMENT (A) ALLOCATION $39,006.00 ACTIVITY NO. 1988-1989 CDDG DITOOECT SMEARY SHEET CITY OF FERNDALE Funds will be used for paying personnel to perform daily inspections of residential, commercial and industrial areas, and prepare the required documentation to ensure compliance with local ordinances. Code enforcement/housing inspection staff will be assigned to offer referral assistance to low and moderate income, senior citizens and handicapped people while concentrating on obtaining compliance with city codes related to health, safety and general welfare. Abandoned or "junk" vehicles will also be removed from property owned by low and moderate income, senior citizen and handicapped people. These vehicles will be disposed of by private companies. No program income will be derived from this activity. The City has an overall concentration of 47.77% low and moderate income people. 196-16,-08-7240 HOUSING REHABILITATION (A) 3/,205.00 Five home improvement projects, identified by the City of Ferndale, costing approximately $7,000 each, will be completed by the staff of the County's Home Improvement Program. Funds will be used from this line account only upon receiving written authorization from the City of Ferndale. Projects identified under this program will be given priority consideration and will be chosen from the existing City of Ferndale waiting list for home improvement assistance. Rehabilitation work will be done on either a deferred or installment loan basis, depending upon the applicant's income. -7- CTIVITY NO. 1988-1989 CMG PROJECT SUMMARY SHFET CITY OF FFTELE (continued) ACTIVITY (CRITERIA) Program income realized from the rehabilitation work will become County CDBG funds. 196-16-08-7300 EMERGENCY REHAB PROGRAM (A) ALLocNrioli $3,467.00 This program is a City of Ferndale administered grant program that provides emergency assistance to eligible applicants. Projects would be of an emergency nature and would include such items as the installation/repair of furnaces and hot water heaters. The City would identify and contract with a firm to provide this service. An executed contract must be provided to this Division prior to initiation of any projects. The Home Chore Services activity will be administered by the Ferndale Public Services Department through a contract with Community Services of Oakland. A copy of the executed contract must be provided to the Oakland County Community Development Division prior to initiating these activities. An executed contract must be provided to the Oakland County Community Development Division prior to initiating these activities. Projects included in this program are: porch/step repair; driveway repair; external home and garage painting; gutter/downspout repair and the installation of rodent walls. Park that is located in an area bounded by Hughes (W), Decuindre (E), Woodward Heights (3) and the Hazel Park Race Track (N)- The area will be developed to provide jobs for low and moderate income people. This area is located in Census Tract 1004 that has 44.22% low and moderate income people. Additional properties may be acquired throughout the community to address blight or aide lot expansion in areas where 30 foot lots exist. The City of Hazel Park has 50.30% low and moderate income people. 196-17-08-7475 RELOCATION COSTS (A) 27,597.00 Relocation payments will be made to people displaced due to the acquisition of property being acquired for the development of the Maple Lane Industrial Park. This area is located in Census .Tract 1004, Block Group 1. Census Tract 1004 has 44.22% low and moderate income people. Relocation payments will be in accordance to the Uniform Acquisition and Relocation Act. Planning is in progress with completion slated for 1989 to complete the acquisition and relocation activities. Assistance will be offered to existing businesses to upgrade or expand their facilities and new businesses will be encouraged to locate within the city. The retained and new commercial facilities will benefit the 50.30% low and moderate income people in the City of Hazel Park. 196-17-08-7305 MINOR HOME REPAIR (') 5,370.00 Minor repairs will be made to the houses of senior citizens, handicapped and low and moderate income people within the City of Hazel Park. Examples of work to be performed include: electrical and plumbing repair; painting; window replacement; ramping, rail instaljation and other minor repairs. Assistance will be provided to educate property owners of self-help actions, referrals to agencies and City Departments that will provide assistance to obtain compliance by cited parties. Additional responsibilities will include preparation of documents, reporting procedures, inspections. and court appearances. Code enforcement activities will take_ place in the following Census Tracts: 1002.01, 1002.02, 1003.01, 1003.02 ; 1001.01 and 1001.02, Block Group 3.
