IN RE: EMS AND EMERGENCY MANAGEMENT DIVISION - TORNADO WARNING SYSTEM EXPANSION -
CITY OF AUBURN HILLS
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners by Miscellaneous Resolution
No.'s 7865, 7971, and 8664 accepted federal grants to defray a portion of the costs in
purchasing sirens to be utilized within the Oakland County Tornado Warning System; and
WHEREAS the County share of the costs will remain at twenty-five percent as has
been the policy previously established by the Board of Commissioners by various
Miscellaneous Resolutions, whereby local units pay seventy-five percent and the County
twenty-five percent with the County being responsible for the maintenance ana electrical
costs for the sirens purchased; and
WHEREAS the City of Auburn Hills, per the attached Purchase Agreement, has
requested to participate in the siren system; and
WHEREAS the City of Auburn Hills has agreed to pay seventy-five percent of the
total estimated cost of one siren; and
WHEREAS, consistent with the attached standard agreement, the City of Auburn
Hills agrees that Oakland County will retain ownership of the siren and will be
responsible for the maintenance and the electrical costs for said siren purchased under
this agreement.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners
authorizes the appropriation of $3,719.75, consistent with the attached budget, as
Oakland County's match.
BE IT FURTHER RESOLVED that the expenditure of this appropriation is contingent
upon the execution of the attached written agreement between the County and the City of
Auburn Hills,
BE IT FURTHER RESOLVED that the County Executive be and is hereby authorized to
execute said agreement.
BE IT FURTHER RESOLVED that written quarterly progress reports be presented to
the Public Services Committee by the Manager of the Emergency Medical Services and
Emergency Management Division and to the balance of the members of the Board of
Commissioners.
Mr. Chairperson, on behalf of the Public Services Committee, I move the
adoption of the foregoing resolution.

21st THIS AGREEMENT, entered into this day of
PURCHASE AGREEMENT
March , 1988, between the COUNTY OF OAKLAND, a Michigan
Constitutional Corporation, hereinafter called "County," and the
City of Auburn Hills , hereinafter called
"Municipality;"
WHEREAS the County has established a centrally activated tornado
warning system; and
WHEREAS the Municipality desires to become a part of such system.
NOW THEREFORE BE IT RESOLVED in consideration of the sum of
• Eleven Thousand One Hundred and Fifty -nine Dollars and Twenty-five cents
($ 11,159.25 ) to be paid by the Municipality to the County, the County
agrees to install one ( I ) siren(s) within the Municipality at
locations to oe designated by the Municipality. Said sum to be paid within
thirty days (30) after installation ana successful testing of equipment.
IT IS FURTHER AGREED AND UNDERSTOOD that the maintenance and
electrical costs of the siren(s) shall be borne by tne County.
This agreement and costs are subject to change depending upon
selection of siren location by the Municipality, bid costs, and
inflationary trends.
In the event that the Municipality desires relocation of the
siren, all costs associated with such relocation will be the responsibility -
of the Municipality.
Local activation capability will be the option and expense of the
Municipality.

TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI -G of this Board, the Finance Committee has review
Miscellaneous Resolution 1188101 and finds:
1) The City of Auburn Hills has requested participation in the siren
system through the purchase of one (1) tornado siren;
2) Estimated cost of the siren in $14,879, of Which $11,159 (757) is
the City of Auburn Hills share and $3,720 (25%) is County share;
3) Consistent with past agreements, the County will retain ownership
of the sirens and will be responsible for maintenance and
electrical costs for the sirens;
4) $3,720 is available in the 1988 Contingency Account, said funds
to be transferred for Capital Outlay as follows:

4-27302-177-13-00-5997 Capital Outlay 3,720

5) Further, the Finance Committee finds that costs for maintenance
contracts and electricity will be ongoing (annual).
