HOBART, CHAIRPERSON IN RE: DEPARTMENT OF PUBLIC WORKS - AUTHORIZATION TO NEGOTIATE CONTRACT - TRANSFORMER REPLACEMENTS TO: OAKLAND COUNTY BOARD OF COMMISSIONERS, MR. CHAIRPERSON, LADIES AND GENTLEMEN: WHEREAS, authorization to prepare bidding documents for the removal and replacement of PCB contaminated electrical transformers was received on March 12, 1987, in the form of Miscellaneous Resolution 87056; and WHEREAS, the project was advertised on two separate occasions and proposals were taken twice with neither time producing any responsive bids; and WHEREAS, because of the unique circumstances surrounding this project and because State law allows the negotiation of a contract; and WHEREAS, a negotiating team comprised of members from both the Board of Commissioners and the County Executive's staff has been established; and WHEREAS, the Transformer Replacements Project is estimated to cost $175,000; and WHEREAS, funding for this project is available in the Utilities Section of the 1988 Capital Improvement Program, NOW THEREFORE BE IT RESOLVED that the four (4) bids received for this project be rejected. BE IT FURTHER RESOLVED that the negotiating team be, and is hereby, authorized to negotiate a contract cost with one of the four most recent Transformer Replacements project bidders. BE IT FURTHER RESOLVED that said team report upon completion of such negotiations before a contract can be awarded.
