November 'IC, 1988 BY: HEALTH AND HUMAN SERVKES COMMITTEE - SUSAN KUHN, CHAIRPERSON IN RE: DEPARTMENT OF INSTITUTIONAL AND HUMAN SERVICES - COMMUNITY MENTAL HEALTH - TRANSFER OF ADOLESCENT DAY TREATMENT SERVICES TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr, Chairperson, Ladies and Gentlemen: Whereas expansion of Community Mental Health Day Treatment services for emotionally disturbed adolescents was funded by the state and authorized by the Oakland County Board of Commissioners in 1967, to serve 40 more citizens beyond the 60 who were already served in the program; and Whereas the program expansion was implemented through a contract with The Orchards Children's Services, although the existing Day Treatment program was operated directly by Community Mental Health, with County employees; and Whereas this divided arrangement for provision of services has necessitated duplication in administration and supervision of the services between Community Mental Health staff and staff of The Orchards, with some ambiguity in lines of authority and relationships with local school districts; and Whereas the Community mental Health Services Board has accordingly recommended that responsibility for the contractual portion of the Day Treatment program be transferred to the Board's direct operation; and Whereas the transfer is supported equally by The Orchards Children's Services, for the same reasons above stated; and Whereas this change would necessitate creation of four new Mental Health Clinician and 1.5 Typist positions in Community Mental Health, but the small incremental cost associated with transfer of the responsibilty would be entirely offset through increased Medicaid revenue to the program, with no additional County dollars required: NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves transfer of responsibility for The Orchards Children's Services portion of Child/Adolescent Day Treatment Services to direct Community Mental Health operation, as recommended by the Community Mental Health Services Board. Mr. Chairperson, on behalf of the Health and Human Services Committee I move the adoption of the foregoing resolution.
