Kuhn, Chairperson INSTITUTIONAL & HUMAN SERVICES- IN RE: COMMUNITY MENTAL HEALTH - CREATION OF COMMUNITY MENTAL HEALTH - PLANNING AND EVALUATION ASSISTANT CLASSIFICATION AND RECLASSIFI- CATION OF TWO POSITIONS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS Community Mental Health has contracted with Computer Services division for the development of a Management Information System to more effectively and efficiently administer mental health services and programs; and WHEREAS this system is currently in place and operational in Community Mental Health programs and a number of contracted agencies; and WHEREAS implementation of the system has resulted in expansion of the planning and evaluation function and has impacted the job duties of related positions; and WHEREAS the Personnel Department has reviewed two positions and recommends their reclassification at this time. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approves the following personnel actions related to Community Mental Health's planning and evaluation functions: 1. To create a new classification titled Community Mental Health - Planning and Evaluation Assistant at salary grade 7, regular overtime. 2. To reclassify a Clerk III position (#05330) in the Adminis- tration unit of Comunity Mental Health to this new classi- fication. 3. To reclassify a vacant position (#01716) in the same unit from Program Specialist II to Program Evaluation Analyst. WILLIAM CADDELL, CHAIRPERSON IN RE: INSTITUTIONAL & HUMAN SERVICES - COMMUNITY MENTAL HEALTH-CREATION OF COMMUNITY MENTAL HEALTH PLANNING AND EVALUATION ASSISTANT CLASSIFICATION AND RECLASSIFICATION OF TWO POSITIONS MISCEIIANEOUS RESOLUTION #88258 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #88258 and finds: 1) The resolution upwardly reclassifies two positions in Community Mental Health: 1) a Clerk III position to a newly created classification of Planning and Evaluation Assistant and 2) a Program Specialist II to Program Evaluation Analyst; 2) Increased costs for these positions will be $7,383 annually; 3) The increased costs will be absorbed within the current Community Mental Health budget; 4) Amendments to the 1988/89 Biennial Budget are not required. DESCRIPTION GENERAL SUMMARY Under limited supervision, provides technical support assistance in the CMH planning and evaluation function. Monitors the entry of data into the system, screening input of material for errors or patterns of irregularities. Trains CMH personnel in system use and assists users in correcting problems and equipment malfunctions. Participates in the development of documentation for system utilization, and in the development of system materials and reports. SUPERVISION EXERCISED None. TYPICAL DUTIES AND RESPONSIBILITIES Locates and corrects errors in entry of information to existing system programs or those under development. Participates in the development of documentation for system utilization with special focus on accurate data capture and entry. Registers agencies and staff into the management information system and with the State Department of Mental Health. Monitors Face Sheet, service activity, and other procedures related to the information system. Assigns case numbers and the utilization of unique identifiers. Verifies data previously. entered to determine if errors in entry of data were made. Reports specific errors to system users and reports systematic errors in order to facilitate accuracy of data. Screens input material for errors or patterns of irregularities which are then reported to the supervisor. Answers calls from system users relative to equipment malfunctions. Provides direction and suggests corrective action, Coordinates the installation of micro-hardware and software at system user sites. Receives user requests for supplies, maintains inventory of such supplies, and forwards requests to appropriate supervisor. Provides training to system users in mainframe data entry of CMH data and in preselected micro-hardware and software applications. QUALIFICATIONS EXPERIENCE, TRAINING, KNOWLEDGES, SKILLS & ABILITIES Under the Merit System Resolution, Section U , adopted November 8, 1966, employees in this class are excluded from the Merit System for the purpose of the manner of selection, appointment, removal from office or limitation of political activity. Employees in this class are required to pass a pre-employment medical examination prior to the effective date of the appointment. NOTE: The Desirable Qualifications for 'this classification, when provided to the Personnel Department, will be stated on a separate page. These Desirable Qualifications are not to be considered as definitive but are subject to revision by the Oakland County Community Mental Health Board.
