In accordance with the bidding documents, the low bidder has provided a Statement of Experience and Qualification and a financial statement, A Pre Award Meeting was held with the low bidder on Friday, August 12, 1988, at which time the project was reviewed. The low bidder went over his understanding of the project and how he would utilize his available equipment. All of his work has been for private developers.
