Hobart, Chairperson IN RE: DEPARTMENT OF PUBLIC WORKS - OAKLAND COUNTY WASTE RECYCLING/COmPOGTING SYSTEM TO THE OAKLAND COUNTY BOARD OF CD=SSIO=S Mr. Chairperson, Ladies and Gentlemen: WHEREAS Miscellaneous Resolution #87244 directed the Chairperson of the Board to file a notice of intent to prepare a Solid Waste Management Plan Update as required by Public Act 641; and WHEREAS recycling and composting will be an important facet of solid waste management in the Plan Update; and WHEREAS the Solid .Waste Planning Committee, working with the Recycling -Subcommittee and the Board of Commissioners, is developing a comprehensive countywide strategy for waste reduction, recycling and composting; and WHEREAS a preliminary report titled "Oakland County Waste Recycling/Composting System—Proposal for a Long-Range Strategy" outlined potential actions that the county could use as a basis for action; and WHEREAS the review of this document by the Recycling Subcommitte, the Solid Waste Planning Committee, and the County Solid Waste Task Force chaired by Mr. Roy Rewold,. led to a broad consensus that further development of a strategy based on Options "C," "D" and "E" should be pursued as a basis for the county role; and WHEREAS the Recycling Subcommittee and the Solid Waste Planning Committee have worked with the project consultant, Resource Recycling Systems, Inc., to -further develop this strategy; and WHEREAS that strategy is attached in the form of a Memorandum of Understanding. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners commits to the concept of long-range waste reduction, recycling and composting strategy as a major portion of the Oakland County integrated solid waste disposal system. Mr. Chairperson, on behalf of the Planning and Building Couudttee, I move the adoption of the foregoing resolution. PLANNING AND BUILDING COMMITTEE HERFBY APPROVF,THP Prsmr-riT RFSOLUTON MEMORANDUM OF UNDERSTANDING OAKLAND COUNTY WASTE RECYCLING/COMPOSTING SYSTEM Lozgaang.e Develop the capacity to handle initially 1500 tons per day and take every step possible to expand the recycling ratios through waste reduction, recycling and composting to the maximum possible by the year 2000. Processing--A commitment to invest in and provide for, with the assistance of area municipalities and the private sector, the following processing capacity: -A system of three major waste separation/processing facilities, each capable of processing 300 to 500 tons per day of recyclables and compostables, along with handling and transfer of non-processable mixed waste,. The facilities would be located in the more populated areas and would service the central, southeast, and southwest regions of the county. - A network of three smaller waste . selarati )11. /transfer facilities for rural areas in the county—facilities with the capability to receive both source separated recyclables and mixed waste from which recyclables can be removed using mechanical and manual techniques. ional wood -ard waste composting facilities, receiving processed yard and wood debris from the waste separation/processing facilities as well as yard and wood debris direct hauled from point of generation by residents, haulers, and private businesses, - A network of dedicated processingities for ()they special materials, each receiving and processing one or more materials such as tires, concrete, building/construction debris, batteries, household hazardous wastes, batteries, ferrous and non-ferrous metals, white goods, confidential papers, used motor oil, reusable household goods, and reusable commercial and industrial goods. This network would build on existing private sector capabilities in the area. 0 Collection--A commitment to coordinate, with the assistance of area munici- palities and the private sector, development of collection capacity to include: -A. system of residential routes—for collection of source separated and/or commingled household recyclables and compostables. Commercially available single operator collection trucks would provide this service at: - Curbside for single family homes - Dumpster areas for multi-family and high-rise housing - Conveniently located recycling depots - Drop-Off "Recycling Centers" - A system of commercial multiple-material and single material routes--for collection of source separated and/or commingled recyclables and compostables--serviced by commercially available single operator collection trucks and conventional rear and front loading packers. - Direct Haul and Tip--for collection of source separated and partially contaminated loads of recyclables at tipping floors of all waste processing and receiving facilities. Overall Approach Reaching the county's 20 percent goal (through waste reduction, recycling and composting) within five years will require immediate action on funding and procurement of specific recycling and composting facilities and collection programs. For this program to be successful the county has to invest in processing facilities to handle source separated, commingled and selected mixed waste loads. These facilities won't work unless the county works with area municipalities to take additional steps in developing collection systems--providing a convenient opportunity to recycle and compost for both the commercial and residential sectors. Furthermore, these collection systems won't work unless appropriate policy actions are taken to guarantee use of the system. The county should expect to take the following actions in developing this program: • Education and Promotion—to build general goodwill, favorable public opinion, consensus on value, and forward momentum for the program. County role: - Leadership role for County as a model: - County office paper recycling program developed to full scale - County procurement program developed to guarantee a certain percentage of county purchases are made from recycled materials. A few examples include computer paper, copier paper, tissue paper and letterhead. - Provide generic promotion and education--assisting local communities in development and delivery of presentations, seminars, training sessions, instructional signage, newspaper articles, radio ads, posters, slide shows, films, flyers, brochures and similar educational initiatives • Price and Incentives--to build and sustain basic economic benefits for a county waste reduction, recycling and composting program. Viewed as an essential element in program startup--something to make the change in status quo a little more palatable and to provide a simple motivator for action. County role: - Institute a graduated fee structure at recycling/composting facilities keyed to the level of additional effort required to complete processing of materials for shipment to markets. Segmented by waste classification--source separated materials, commingled recyclables, selected mixed waste loads with high percentages of recyclables, and finally, general refuse. - Assist in providing recycling containers at source of generation—shown to increase program acceptance by both residential and commercial sectors. * Rules, Regulations and Expectations —used to define what is considered to be "standard" behavior expected of all participants—an important element in bringing the use of recycling/composting services into the mainstream of resident and employee practices, beliefs and values. County role: - Ban on selected materials from disposal at landfills and W-to-E facilities. Materials to be considered include yard waste, newspapers, glass/metal food containers, certain plastics, appliances, tires, batteries and household hazardous wastes. Bans to be phased in only after appropriate alternatives are developed. - Require that plans be submitted by area municipalities for meeting waste reduction, recycling and composting goals-20 percent in next five years and 30 percent by year 2000. - Adoption of county-wide licensing that requires waste haulers (both municipal and private sector) to provide or arrange for convenient recycling services to both residential and commercial sectors in their service area.and to take those recyclables and compostables to specified facilities. - Adoption of policy specifying that participating municipalities must approve local ordinances requiring residents and businesses to use these services. • Institutional Structure—so that the goals, objectives, services and structure of the recycling programs become incorporated into the ongoing organizational development of the county, area municipalities and private sector businesses. - County initiatives are part of a county-wide authority with representation • from municipalities and their intergovernmental authorities. - A technical advisory committee is appointed to assist in development. - Necessary staff are hired to implement the system procurement, materials marketing, education/promotion, enforcement and budgeting/planning tasks. - Development of a county sponsored public/private consortium to insure that the operators of the recycling and composting collection services in the county have a market for collected recyclables.
