Automobile Theft Prevention Authority Grant
To the Oakland County Board of Commissioners
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #86186, Revised
Federal and State Grant Application and Reimbursement Contract
Procedures, requires the Liaison Committee to review said
application; and
WHEREAS The Oakland County Sheriff's Department
proposes to apply for funds from the Automobile Theft Prevention
Authority established by Act 10 of 1986; and
WHEREAS the Oakland County Sheriff's Department is
proposing a program entitled "Oakland County Anti-Auto Theft
Plan" in the amount of $249,968, of which 1007 is grant funded
with no County Match required; and
WHEREAS any proposed personnel changes will be reviewed
by the Personnel Committee.
NOW THEREFORE BE IT RESOLVED that the Oakland County
Board of Commissioners authorizes the application of said grant
in the amount of $249,968.
BE IT FURTHER RESOLVED that the application of this
grant does not obligate the County to any future commitment.
Mr. Chairperson, on behalf of the Public Services

IN RE: SHERIFF DEPARTMENT - 1987-88 AUTOMOBILE THEFT PREVENTION
AUTHORITY GRANT APPLICATION
Pursuant to Miscellaneous Resolution #86186 the Department of
Management and Budget has reviewed the grant application and finds:
1) This is the first year of the grant which is scheduled to operate
from May 1, 1987 through April 30, 1988.
2) Total expenses for the grant period are estimated to be $249,968,
of which $148,293 is estimated for the remainder of 1987 as
detailed on the attached schedule.
3) Four (4) additional special revenue funded Deputy Ii positions
have been requested for the project. These four positions, which
must be approved by the Personnel Committee, plus a supervising
sergeant will comprise a proposed Anti-Auto Theft Unit.
4) Project expenses are to be reimbursed 100% by the grant, thus the
short-term financial implications for the County are minimal.
However regarding the long-term, although there is no mandated
continuation, page 30-5 of the application states that direct
funding from Oakland. County may be requested if grant funding
should cease. The granting of such a request could add
approximately $.200,000 to $250,000 annually to the County
expenses.

It has been established that Oakland County suffers a motor vehicle theft
problem. It is second to only Wayne County with the hi g hest ratio of reported
vehicle thefts to registered vehicles. Incidents of auto theft has risen at a rate
of 11% each year over a five year period.
Law enforcements response to the problem has been less than impressive. While
incidents of auto theft increased 37% from 1982 to 1985, the arrest rate actually
declined 5.3% over the some time ;f ra me .
Oakland County Polico k;oncies are ill-equipped to address the problem. The
mere number of reported thefts are to numerous to be investigated by the number of
active auto theft investigators within the county. Few departments have officers
with the ability ro find bidden vehicle numbers or the time to devote to a case to
identify a chop shop or f.raudient insurance claim_ The records of auto parts
dealers are seldom inspected. Consequently the unscrupulous dealer who traffics in
stolen parts can do so with relative irruanity.
Working with the hypothesis that higher arrest and conviction rates for auto
theft and related o f fenses will result in lower rates of occurrences, this project
is directed cowards lrproving police capabilities to detect and investigate motor

Dear Chief of Police or Sheriff:
The Automobile Theft Prevention Authority is pleased to
announce the availability of over $5 million to help fight
automobile theft. These funds, established by Act 10 of 1986,
will be allocated to programs designed to reduce the incidence
of motor vehicle theft in Michigan. The money cannot be used
to replace current funding for auto theft prevention, but will
be granted for new or enhanced efforts. Applications for grants
will be accepted until January 31, 1987 for the grant year to
begin on May 1, 1987.
In addition to law enforcement efforts, eligible programs
include informational programs for communities, neighborhoods
and business organizations and public awareness campaigns
Please help us to publicize the availability of these funds by
providing a copy of the attached news release to the nonprofit
neighborhood, community and business organizations in your area
that may be interested in implementing a motor vehicle theft
prevention program.
Interested departments and agencies should request an applica-
tion form as soon as possible. For application forms or more

Michigan's soaring motor vehicle theft problem costs citizens,
insurance companies, and lending institutions over $400 million per
year. Act 10 of 1986 established the Automobile Theft Prevention Fund
to provide over $5 million annually for fighting this fast-growing
crime at the local level.
The Automobile Theft-Prevention Authority (ATPA), which administers
the fund, has announced that it is now accepting applications for
grants. Criminal justice agencies, communities, and other
organizations may qualify for funds to implement or enhance vehicle
anti-theft programs.
The ATPA said examples of programs that may be eligible for the grant
funds include:
Teams to enforce motor vehicle theft laws.
Training for law enforcement officers, vehicle inspectors,
insurance investigators, and prosecutors.
Informational programs for communities, neighborhoods,
and business organizations.
Public awareness campaigns.
The ATPA stresses the need to apply promptly. Completed applications
for grants must be received by January 31, 1987, in order to be
eligible for the initial grants. For applications or additional
