IN RE: COMPUTER SERVICES/CLEMIS - APPLICATION FOR 1987/88 AUTOMOBILE
THEFT PREVENTION AUTHORITY GRANT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #86186, Revised Federal and State
Grant Application and Reimbursement Contract Procedures, requires the
Liaison Committee to review said application; and
WHEREAS the Oakland County Computer Services/CLEMIS proposes to apply
for funds from the Automobile Theft Prevention Authority established by
Act 10 of 1986; and
WHEREAS the Oakland County Computer Services/CLEMIS is proposing a
program entitled "Car Computer System" in the amount of $603,341, of which
100% is grant funded with no County Match required; and
WHEREAS no personnel changes will be required.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners authorizes the application of said grant in the amount of
$603,341.
BE IT FURTHER RESOLVED that the application of this grant does not
obligate the County to any future commitment.
Mr. Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

IN RE: COMPUTER SERVICES/CLEMIS - 1987/88 AUTOMOBILE THEFT PREVENTION
AUTHORITY GRANT APPLICATION
Pursuant to Miscellaneous Resolution #86186 the Department of
Management and Budget has reviewed the grant application and finds:
1) This is the first year of the grant which is scheduled to operate
from May 1, 1987 through April 30, 1988.
2) Total expenses are estimated to be $603,341 which will cover the
purchase, installation and first year repair costs of the equipment
listed on the attached, as well as other miscellaneous costs.
3) No additional positions are requested for this project.
4) Project expenses are to be reimbursed 100% by the grant, thus the
short-term implicitions for the County are minimal. In the long-term
the County may be effected financially by the following-
A. Capitalization of Equipment- Should the County retain title
to any or all of the project equipment a replacement program must
be established through a depreciation charge. The County
currently depreciates computer hardware over a five year period;
thus if title to all equipment was held by the County the annual
depreciation cost would be $110,668. If title was held to all
equipment except the in-car terminals, the annual depreciation
cost would be $65,668.
B. Maintenance and Repair - These costs are covered, either
through grant or warranty for the first year; beyond this, period
the equipment owner must accept the responsibility for this
function. No firm figures are available as to what this cost
will be, however estimates of $20,000 annually have been provided
for similar configurations; thus costs in this approximate amount
may be anticipated.

* Almost all expenses will take place in the first seven months of the

OAKLAND COUNTY 1N-CAR COMPUTER SYSTEM
The problem facing law enforcement agencies in meeting the
increasing motor vehicle theft rate is the lack of personnel allocations
directed at UDAA enforcement and the failure to develop alternative
methods in dealing with the problem.
Recognizing these problems and the need to increase officer
productivity to meet the increased demands for police calls for service,
Oakland County Law Enforcement Officials, led by the Oakland County
Courts and Law Enforcement Management Information System (CLEWS)
met with Motorola, Inc. in April of 1985 to discuss the possibility of
establishing a backbone system to support in car computer terminals
throughout Oakland County. The cost of this project was to be shared
among the County law enforcement agencies, but increased terminal
costs and limited budgets caused the proposal to be dropped.
At the present time there is not a police agency in Oakland County
that has access to an in car computer terminal. A countywide in car
terminal system, funded through the Automobile Theft Prevention Authority,
would greatly increase the detection of stolen vehicles and apprehensions
of LAMA suspects. Such a system would provide small agenties an
opportunity to be linked to a system which they could never fund on
their own.
The in car computer terminal system would allow county police
officers access to the State's Law Enforcement Information Network (L.E.I.N.
through a direct inquiry from the in car- terminal without any intermediate
intervention. This system would provide more effective and efficient use •
of air time and communications personnel while providing more accessible
query of vehicle and driver's license information by road patrol officers.
In car computer terminals would also be instrumental as a tool to
be used by law enforcement agencies who have undercover units working
auto thefts in high U.D.A.A, crime areas such as shopping malls and
office complexes. This system would also make any proposed U.D.A,A.
enforcement teams substantially more productive in their detection and
apprehension efforts.
The grant request is for a communications and computer base station
to be housed at Oakland County CLEMIS facilities, which has a direct
microwave link with the State's LEIN system. With a radio tower located
in Pontiac, the system would cover approximately 90°0 of the County and
provide access to all 145 County police agencies.
It is proposed that each agency be provided with one mobile terminal.
This would allow all agencies to be involved in an countywide (State, County
and local) detection and apprehension plan regardless of the size of the
individual agency. Larger agencies would purchase additional mobile terminals
from their own budgets.

The administration of the project would be through the project
director and the CLEMIS Policy Committee, which would establish
operating policy and procedures for the system.
It is proposed that tlw county 's police officers be trained in
the utilization of the in car computer terminal by CLEMIS in conjunction
with the Oakland Police Academy. This training could possibly be paid
by State training Act 302 monies.
Maintenance of the system would be a joint responsibility of the
county 's radio technician and CLEMIS. Hardware and radio maintenance
would be the responsibility of the county's radio technician while software
concerns would be the responsibility of CLEMIS personnel.
In 1986 Oakland County made 5,049,501 LEIN inquiries through dispatch
center terminals. This amount will increase substantially with the imple -
mentation of in -car computer terminals as indicated by the history of
mobile terminal use by the City of Detroit Police Department and the Livonia
Police Department .
IN CAR TERMINAL HISTORY
The use of in - car computer terminals by Oakland County officers will
increase the number of license, vehicle and person checks by at least
40-0. Such an increase of information will lead to an increase of recovered
stolen vehicles and arrested persons just as it has in other areas where
in -car computer terminal systems have been installed.
