MISCELLANEOUS RESOLUTION 87161 June 25, 1987

IN RE: SHERIFF'S DEPARTMENT - AUTOMATED FINGERPRINT IDENTIFICATION
SYSTEM (AFIS)
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS on April 21, 1987 the Public Services Committee supported the
concept of an Automated Fingerprint Identification System and
WHEREAS the Oakland County Sheriff's Department ancT the Oakland County
Police Chiefs Association is seeking a commitment from the Board of
Commissioners for support of this system; and
WHEREAS the Oakland. County Police Chiefs Association supports the
concept and further supports the Oakland County Sheriff's Department in
acquiring two (2) terminals for multiple jurisdiction; and
WHEREAS the Oakland County Police Chiefs Association and the Oakland
County Sheriff agree that if there is a priority on any County-wide law
enforcement efforts that the Automated Fingerprint Identification System
be the number one 3riority7 an
WHEREAS the proiected costs have been determined to be $200,000 per
terminal with $20,000 annual maintenance costs per terminal; and
WHEREAS staff personnel, yet to be determined, will ha required to
operate the system; and
WHEREAS the formula for funding the Automated Fingerprint
Identification System has been established as 70% funding by the State and
30% by the County.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners supports the Automated Fingerprint Identification System at
the projected costs of $120,000 for two (2) terminals within Oakland
County.
BE IT FURTHER RESOLVED that the $20,000 per terminal be committed by
Oakland County for annual maintenance costs.
BE IT FURTHER RESOLVED that these monies be included in the 1988
Budget Request for this purpose.
Mr. Chairperson, on behalf of the Finance Committee, I move the
adoption of the foregoing resolution.

5. The Oakland County Consortium wishes to make application for
two (2) latent identification terminals, with a total population of
1,011,000+. The average population per terminal meets with the
500,000-749,999 population; 7075 State-share; 3075 Local-share formula
criteria.
6. The Oakland County Consortium understands that the local departments
within the county will not be allowed to join a consortium in another
county unless approved by the Council.

IDENTIFICATION SYSTEM (ANS)
AGREEMENT
1. The Oakland County Consortium is comprised of the Oakland County
Sheriff, Prosecutor, and all law enforcement agencies within Oakland
County. (Appendix "A" - description of geographic boundaries
of the County, and the list of consortium members, their agencies
and respective authorized officials.)
The lead agency for this consortium is the Oakland County Sheriff's
Department, which shall be responsible for all financial matters,
including contracting with vendors.
The Consortium is made up of 43 law enforcement agencies plus
the Sheriff and Prosecutor of Oakland County.
2. The Oakland County Consortium Board (Appendix "C" - Board
Members) is responsible for all communications and maintenance
costs for the operation of the AFIS terminals within the County.
It is understood that the Oakland County Sheriff's Office shall
contract directly with the necessary vendors for equipment and
all necessary services, including communications. State extended
purchase provisions shall be used when available.
The Department of State Police shall provide the state share of
equipment-purchase or lease-purchase costs to the lead agency in
accordance with the prescribed schedule for vendor payments as
long as the lead agency remains current with that schedule. If
the lead agency defaults on these payments, the AFIS _Policy Council
shall haves the• option of reassigning the equipment to a State
Police lab or to another local consortium if appropriate financial
arrangements can be established.
Consortium members shall not be eligible for AFIS fingerprint
identification services from a State Police lab for the life of this
equipment, except to the extent that equivalent workload sharing
arrangements are agreed to by the APIS Remote Access Network
(RAN) Board of a given State Police Crime Lab,
The AFIS Policy Council shall have the option of reassigning the
Latent Identification Terminal (LIT) to a State Police lab or to
another local consortium in the event that the equipment is not
being used due to the absence of a qualified fingerprint technician.
3, The Oakland County Consortium presently has the required number
of fingerprint technicians needed to operate the LIT.
4. The Oakland County Consortium agrees to the technical review
of the purchase order by the MSP Criminal Justice Data Center.

Sec. 7 (1) The cost ratio for the purchase of automated fingerprint
latent identification terminal 'equipment for local units of
government or consortiums of local units of government shall be
provided as follows:

(2) If local consortiums chose to apply for multiple latent
identification terminals, the total population of the
consortium shall be divided by the number of terminals applied
for to determine the average population per terminal. The
average population per terminal shall be used for purposes of
subsection (1) to determine the state share for each terminal.
(3) If a local consortium is formed in a given county, and the
sheriff's department of that county is a member of the
consortium, local police departments of that county shall not
be allowed to join a consortium in another County unless
approval- to do so is obtained from the council.
