Hobart, Chairperson in Re: EMS AND EMERGENCY MANAGEMENT DIVISION—PURCHASE OF 9-1-1 ALI CONTROLLER AND PSAP EOUIPMENT TO THE PUBLIC SERVICES COMMITTEE Mr. Chairperson, Ladies, and Gentlemen: The Planning and Building Committee has reviewed the above-referenced item and reports with the recommendation that the appropriate amount of funding come from the capital improvement program and that the attached resolution be adopted with the addition of the following paragraphs: BE IT FURTHER RESOLVED that should any PSAP desire to purchase an ALI controller from another vendor, the County will pay for the purchase, installation, and maintenance of this ALI controller up to the Michigan Bell Communications, Inc., ALT controller costs. BE IT FURTHER RESOLVED that should a PSAP choose another vendor to acquire the ALT controller, the PSAP will be responsible to determine compatibility and coordinate the purchase, installation, and maintenance arrangements. The Planning and Building Committee further recommends that a compilation of the equipment costs for each participating community be provided for the .Finance Committee to review. Kuhn, Jr., Chairperson IN RE: EMS AND EMERGENCY MANAGEMENT DIVISION—PURCHASE OF 9-1-1 ALI CONTROLLER AND PSAP EQUIPMENT TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Oakland County Board of Commissioners, by Miscellaneous Resolution #86245 (August 21, 1986), approved the Final 9-1-1 Service Plan for the County of Oakland to provide for a county-wide 9-1-1 system; and WHEREAS under the plan, the County of Oakland is responsible to acquire and maintain Public Safety Answering Point (PSAP) Automatic Location Identi- fication (ALI) controller and Oakland County PSAP equipment through a lease arrangement with Michigan Bell Telephone Company; and WHEREAS the 1987 County Budget contains funds of $412,271 to install and $292,000 to maintain the leased equipment; and WHEREAS a request for proposal process recommends that the County purchase this equipment from Michigan Bell Communications, Inc. at a substantial cost savings as compared to leasing the equipment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners approve the purchase of PSAP ALI controller and Oakland County PSAP equipment consistent with the attached program and budget summary. BE IT FURTHER RESOLVED that written quarterly reports be presented to the Public Services Committee by the Manager of the Emergency Medical Services and Emergency Management Division and to the balance of the members of the Board of Commissioners. MurrihylCorty Eccufl Date( ;404,a EXECUTIVE SUMMARY • Program Sumnary • On August 21, 1986, the Oakland County Board of Commissioners unanimously approved a county-wide 9-1-1 program to provide for an enhanced 9-1-1 system for Oakland County, consistent with a state law. The state law, through the County program, permits network costs to be paid for by telephone subscribers and Public Safety Answering Point (PSAP) equipment to be paid for by public agencies• dnder the program, for those public agencies who operate a 2SA2, the cost and decision to purchase or lease and maintain the Automatic Number Identification (ANI) and display equipment is the public agency's responsibility. The County is responsible for acquiring and maintaining the Automatic Location Identification (ALT) equipment for full time police or public safety dispatch centers through a leasing arrangement with Michigan Bell Telephone Company. II. County Cooperative Purchasing Venture Summary • At the request of some local community leaders, the-County, with the help of the 9-1-1 Product Evaluation Task Force (See Attachment A) agreed to provide a cooperative purchasing venture for those communities who may elect to purchase PSAP terminal equipment through this agreement. To assist the Task Force in the selection of a PSAP equipment vendor, the County retained the services of BlytheNelson, inc., a management consulting and system engineering firm based in Dallas, Texas. Blythe.Nelson has no affiliation, association, or connection with any vendor of any type. However, a working and engineering knowledge of all vendor products is maintained to assist clients in evaluating, selecting, and implementing cost- effective information systems. After a careful review of the request for proposal responses, Blythe-Nelson recommended Michigan Bell Communications, Inc. as the vendor of choice for PSAP equipment in Oakland County. The Task Force, having reviewed the recommendation, concurred with the recommendation and requested each PSAP to participate on the bid. III. Budget Summary Purchase of the equipment from Michigan Bell Comnunieations, Inc., as compared to a leasing arrangement with Michigan Bell Telephone Company, will save the County approximately $2.2 million over ten (10) years, according to the Budget division. Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #87057 and finds, 1) The cost to install and lease 9-1-1 equipment is estimated at $3,332,000 over a 10 year period; $412,271 installation cost; $292,000 per year lease cost, 2) The cost to purchase and maintain 9-1-1- equipment is estimated at $1,120,000 over a 10 year period .; 8625,000 equipment cost, $55,000 per year maintenance contract cost, 3) The purchase vs. lease of the 9-1-1 equipment will result in an stiTlated savings of $2,212,000 over a 10 year period, (see attachment), The Finance Committee finds funds available for the purchase of 9-1-1 ALI controller and.
