If Section 4.9 of the Charter is amended by deleting the reference to Primary Elections, the nomination for Mayor and Council would occur by the filing of petitions. All candidates submitting valid petitions would appear on the ballot for the General Election. Ballot Question. Shall Chapter 4, Section 4.9 of the Charter be amended to eliminate the requirement for primaries for City Elected Officials? The Board of Canvassers of the City of Madison Heights, consisting of Norma Canine (Republican). Jean Linville (Democrat), Vera Morrison (Democrat)(Absent) and Marion Redhead (Republican), met on Wednesday, November 8, 2000, at 7:30 p.m. in the Municipal Building and determined the following results of the election as certified on the Statement. of Votes by the Election Inspectors of the fifteen (15) precincts and one (1) absent voters counting board, as follows: ChARTER AMENDMENT "F0 SECTION 4.9 YES 5,263 NO 4,871 The Board of Canvassers of the City of Madison Heights further determined that the Charter Amendment: did pass. We hereby certify the above Certificate of Determination.
