RE: (Support) Introduction of Tax-base Sharing Legislation
. in the Michigan Legislature
• To the Oakland County Board of Commissioners
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, as some Oakland County communities are exploding
with new commercial and industrial development, others have become
stagnant and are struggling to maintain jobs and tax base; and
WHEREAS, this growth and no-growth situation is evident in
metropolitan areas across the nation and the growth gap presents a
serious problem; and
WHEREAS, the question of how can metropolitan areas share
the wealth was addressed in the Minneapolis-St Paul region with
establishment of a tax-base sharing plan; and
WHEREAS, this so-called Minnesota Plan allows some 300
taxing jurisdictions in the seven-county twin cities -metropolitan
area to share 40 percent of the growth in commercial and industrial
property tax base; and
WHEREAS / last year the Minnesota Plan area shared about
$141 million of property tax revenue while bridging the gap between
. growth and no-growth communities.
NOW THEREFORE BE IT RESOLVED that legislation be introduced
in Lansing for tax-base sharing similar to the Minnesota Plan.
BE IT FURTHER RESOLVED that copies of this resolution be
sent to all Oakland County state legislators and to the county's
legislative agent.
Chairperson I move the adoption of the foregoing
resolution.
