KUHN, JR., CHAIRPERSON IN RE: SHERIFF'S DEPARTMENT - SIX (6) ADDITIONAL SHERIFF'S SERVICE AGENTS FOR FEMALE WORK RELEASE FACILITY TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies & Gentlemen: WHEREAS the Oakland County Board of Commissioners per Miscellaneous Resolution 1186196 on June 26, 1986, authorized expansion of the Work Release Facility to house female inmates; and WHEREAS the contract has been approved and construction is estimated to be completed within 60 to 90 days; and WHEREAS in order to have staff to operate said area, six (6) additional Sheriff's Service Agents will be necessary; and WHEREAS the existing staff of the Work Release Facility should provide adequate supervision; and WHEREAS the Sheriff's Department would prefer to have the six (6) new positions at least five weeks in advance to provide proper training prior to the completion of the project. NOW THEREFORE BE IT RESOLVED that six (6) governmental Sheriff's Service Agent positions be created in the Work Release Facility unit of the Corrective Services - Satellite Division of the Sheriff's Department. BE IT FURTHER RESOLVED that the funds necessary to provide operating and Capital Outlay expenditures be reviewed by the Finance Committee and the six (6) additional positions be reviewed by the Personnel Committee. Calandro, Chairperson IN RE: SHERIFF DEPARTMENT - SIX (6) ADDITIONAL SHERIFF SERVICE AGENTS FOR FEMALE WORK RELEASE FACILITY MR #87092 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: The Personnel Committee, having reviewed Miscellaneous Resolution #87o92 reports with the recommendation that the resolution be adopted with the following change: To amend the resolution to provide for the creation of five (5) Sheriff Service Agent positions and to substitute five (5) in place of the six (6) that is currently stated in the resolution. Mr. Chairperson, on behalf of the Personnel Committee, I move the adoption of the foregoing report. PERSONNEL COMMITTEE Oakland County Board of Commissioners Miscellaneous Resolution # Date: AGREEMENT FOR LAW ENFORCEMENT SERVICES THIS AGREEMENT made and entered into this 1st Day of May, 1987, by and between the COUNTY OF OAKLAND, through its Board of Commissioners and the Oakland County Sheriff, hereinafter referred to as "COUNTY", and the VILLAGE of Lake Orion, hereinafter referred to as "VILLAGE". WITNESSETH: WHEREAS, the Village is desirous of contracting with the County for the performance of Marine Enforcement functions on Lake Orion by the County; and WHEREAS, the County is agreeable to rendering such services on the terms and conditions as hereinafter set forth; NOW THEREFORE, IT IS AGREED AS FOLLOWS: 1. The County agrees to provide Marine patrol on Lake Orion, said protection to consist of the enforcement of State statutes and the Village ordinances, including the writing of tickets therefore; for the purpose of performing such functions, the County shall furnish and supply part-time Marine officer(s), their supervision, equipment, communication facilities and other necessary supplies needed in order to perform such services,. including all insurances, liability insurance and other protection or benefits of whatever nature. Notwithstanding anything heretofore contained, it is agreed that in all instances where special supplies, such as stationery, notices, forms, appearance tickets, and the like needed to be executed in the name of the Village shall be required, they shall be supplied by the Village atits cost and expense. The 'County agrees to hold the Village harmless and defend it against any suit, claim, cause of action, etc., as the result of any act, and/or omission to act, on the part of the County, or its Maxine officer(s) employees, and/or agents, while such Marine officer(s) employees and/or agents are under the control of the Oakland County Sheriff or his designated representative. 2. The standards of performance, the discipline of the Marine officer(s) and other matters incident to the performance of such services and the control of the Marine officer(s). so assigned to provide such service shall remain in the County. 3. The Village shall not be required to assume any liability for the direct payment of salaries, wages or other compensation to the County for any County personnel performing the services set forth in this document except as herein otherwise specified. 4. The Marine enforcement service to be provided by the County shall consist of furnishing part-time Marine officer(s) for specified periods of time by the hour. The. commencement time of the shift is to be determined by the usual shift starting and ending time established by the Oakland County Sheriff's Department. 5. The Village agrees to pay for such Marine enforcement service at the rate per Marine officer consistent with the attached payment schedule, such sum to be paid monthly. _Billing shall commence on the date Marine officer(s) are assigned to the Village. Fractional months services will be prorated on a work day basis for the month involved. 6. This Agreement shall be effective May 1, 1987, and shall terminate December 31, 1987, provided that said Agreement may be renewed for mutually agreed contract periods thereafter by the Village, at rates established by the County, by giving its intentions to renew-said agreement in writing to the County at least 45 days prior to the expiration date. Said notice is to be sent to the Oakland County Executive and the Oakland County Sheriff, and be it provided .further that either party hereto may elect not to renew same by giving written notice thereof to the opposite party at least 45 days prior to the expiration date_ 7.- The Village may terminate said Agreement, upon thirty (30) days written notice delivered to the Oakland County Executive and the Oakland County Sheriff:- COUNTY OF OAKLAND, A MICHIGAN CONSTITUTIONAL CORPORATION WITNESSES: BY: Roy Rewold, Chairperson Date Board of Commissioners BY: John F. WILLIAM CADDELL, CHAIRPERSON IN RE: SHERIFF DEPARTMENT - SIX (6) ADDITIONAL SHERIFF'S SERVICE AGENTS FOR FEMALE WORK RELEASE FACILITY - MISCELLANEOUS RESOLUTION #87092 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #87092 and finds: 1) The Sheriff Department has requested six (6) additional governmental. funded Sheriff's Service Agent positions be established in the Corrective Services-Satellite Division, Work Release Facility Unit to staff the expansion of this facility as authorized by Miscellaneous Resolution #86196, 2) The Personnel Committee recommends the resolution be amended to establish five (5) Sheriff Service Agent positions in the Corrective Services-Satellite Division, Work Release Facility Unit, 3) Total cost of this amended request for the period.
