KUHN, JR., CHAIRPERSON IN RE: SHERIFF'S DEPARTMENT - AUTOMOBILE THEFT PREVENTION AUTHORITY GRANT ACCEPTANCE - 1987/1988 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS through Miscellaneous Resolution #87038 the Oakland County Board of Commissioners approved the Oakland County Sheriff's Department's application for an Automobile Theft Prevention Grant in the amount of $249,968; and WHEREAS the Federal and State Grant and Reimbursement Procedures requires the Liaison Committee to review any grant award that varies more than 157 from application; and WHEREAS the attached letter from the Michigan Department of State Police awarded the Oakland County Sheriff's Department a grant in the amount of $111,395; and WHEREAS the grant award would include two (2) Deputy II-Patrol positions, two (2) leased vehicles and $2,000 in evidence funds; and WHEREAS the grant contract has been reviewed and approved to form by Corporation Counsel. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accept the 1987/1988 Automobile Theft Prevention Grant in the amount of $111,395. BE IT FURTHER RESOLVED that two (2) Special Revenue funded positions be created in the Sheriff's Department - Protective Services Division - Investigations Unit (#436-05). BE IT FURTHER RESOLVED that the continuation of these positions is contingent upon continued State funding. BE IT FURTHER RESOLVED that the Chairperson of the Board of Commissioners be and is hereby authorized to execute said grant contract and to approve minor changes and grant extensions, not to exceed 107 variance which are consistent with grant as approved. WILLIAM CADDELL, CHAIRPERSON IN RE: SHERIFF'S DEPARTMENT - AUTOMOBILE THEFT PREVENTION AUTHORITY GRANT ACCEPTANCE - 1987/1988 - MISCELLANEOUS RESOLUTION #87109 TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-G of this Board, the Finance Committee has reviewed Miscellaneous Resolution #87109 and finds: 1) The Automobile Theft Prevention Authority has approved a grant for the Oakland County Sheriff's Department in the amount of $111,395 for the period. May 1, 1987 through April 30, 1988, as detailed on Schedule 2) Two special revenue funded Deputy II positions be created with the approval of the Personnel. This orientation report is a summary of the issues discussed during the orientation meeting. 2. Your project number G-003-87 must be included on all correspondence addressed to the ATPA regarding this grant. 3. Change in project director or other authorizing officials requires written notification to the ATPA. 4. Project revisions must be submitted in writing to the ATPA 30 days in advance of the need for the change. 5. Project Measurable Objectives, Activities, and Evaluation Criteria as stated in the original grant application were reviewed with the results indicated below: Measurable Objectives: The following revisions were made: 1. Reduce auto theft 5% each year below that level recorded in 1985. 2. Increase the number of full time local auto theft investigators within Oakland County from three to seven. 3. Provide the capability to investigate "chop shops" and cLlanized theft rings through surveillance and infiltration techniques. 4. Inspect records of a minimum of eight licensed automobile salvage yards within Oakland County and one a month thereafter. Return a signed copy, retainino the original. The Oakland County Department of Central Services will be requested to purchase four vehicles and four multi-frequency radios to be utilized by the auto theft investigators. Evaluation Criteria: Evaluation criteria were replaced with the following: 1. Number of auto theft investigations. 2. Number of chop shop investigations. 3. Number of licensed establishments inspected. 4. Number of auto theft arrests. 5. Number of auto thefts. 6. Number of other arrests related to auto theft. 7. Number of other offenses related to auto theft. 8. Number of full time auto theft investigators active within Oakland County by the end of 1987. 6. Grant reporting forms were discussed. A packet of reporting forms will be forwarded to the project director before July 1, 1987. This packet will contain program progress reports, financial reports, final progress and financial reports, project modification request forms and instructions. A separate project account must be established for grant revenues and expenditures. See enclosed LOAD Accounting Letter No. 9-87. 2. Receipt of goods and performance of services must occur between May 1, 1987 and April 30, 1988, in order to be eligible for payment. 3. All payments for salaries and wages must be supported by time and attendance records and daily activity logs. Retain documentation in your files. 4. Out-of-state travel requires prior notification to ATPA staff, except for casual travel of less than 24 hours. 5. Public communications materials or news releases that result from this grant must cite the Automobile Theft Prevention Authority as the source of funding and copies of the materials or news releases must be sent to the ATPA, The ATPA also has the royalty-free right to copy, publish and distribute any data or material associated with this grant. GRANT REVISION POLICY Upon written notification to the ATPA staff, grantees may transfer up to 5% of the total grant amount, not to exceed $10,000, from one budget category to another, except for personnel category changes or items specifically limited in the awarding process; e.g., no more than $1,000 toward a computer/memory typewriter for use by an ATPA funded clerical, $1,000 per sworn employee for buy money and/or informant fees, $6,100 per sworn employee for vehicle expenses, and no funding of LEIN. Changes that do not meet these conditions require formal approval.
