TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution 1186186 requires the Finance Committee
to review the acceptance of all grants that vary less than fifteen (15)
percent from the original grant application; and
AS the Prosecutor has applied to the Michigan Office of Criminal
Justice for an Anti-Drug Abuse_ Grant for the period January 1, 1988
through December 31, 1988 in the amount of $178,838 of Which $44,710 (25Z)
is a County match.;, and
WHEREAS the Office of Criminal Justice has approved the grant for the
applied amount of $178,838 as specified in Schedule A; and
WHEREAS the ';:cant proposes the creation of one (1) Assistant
Prosecutor IV position and two (2) Assistant Prosecutor III positions,
which require the approval of the Personnel Committee; and
WHEREAS accence of this grant does not obligate the County to
future commitum ., and
the grant agreement has been reviewed and approved as to form
by Corporation Counsel.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners accepts the 1988 Prosecutors Anti-Drug Abuse Grant in the
amount of $178,838 of Which $44,710 is a County match and $134,128 is
grant reimbursed.
BE IT FURTHER RESOLVED that a new unit titled "Anti-Drug Abuse" be
established for organizational purposes in the Administration Division of
the Prosecuting Attorney Department.

A. PROBLEM STATEMENT
Narcotics use, possession, and distribution continues to plague
southeastern Michigan and the Detroit Metropolitan area. It creates a
climate of violence and fear and spawns associated crimes against
persons and property. Traditional law 'enforcement efforts (buy teams)
have enjoyed moderate successes in combating low to midlevel dealers,
however, limited success has evolved toward disrupting the total
organization and supply lines supporting such individuals. Law
enforcement has become predominantly reactive to overt drug activity and
has been unable to commit resources and manpower to the long term
investigations necessary to strip major multijurisdictional drug
offenders of the insulation so characteristic of their occupation. Our
inability to respond to this aspect of narcotics enforcement, coupled
with tremendous profits and minimal risk of detection, has allowed key
traffickers to remain operational. Illustrative of the extent of the
narcotics trafficking problem are the following statistics as reported by
the 6 cooperative narcotics units now operating within southeast Michigan
(implicit in these figures are untold numbers of major drug traffickers
against whom little action was taken due to time and manpower
restrictions):

B. PROJECT DESCRIPTION
The Michigan Department of State Police, in conjunction with various
local and county law enforcement agencies from the southeast Michigan
area, have organized 6 cooperative narcotics enforcement units
(concepts) for the purpose of apprehension and prosecution of individuals
involved in the illegal use, possession, and distribution of illegal
narcotic drugs. The concepts are comprised of state police managers, and
supervisory and undercover personnel from all of the participating
agencies. They have evolved into capable, effective and respected
participants in the battle against drug trafficking. The State Police
criminal Investigation Section in Livonia, MI coordinates these narcotics

enforcement efforts in some 12 counties in the southeast Michigan regien.
The primary 6 county area (Wayne, Oakland, Macomb, Washtenaw, Monroe, and
Livingston) contains 4.7 million persons (1980 SEMCOG figures) which
represents some 51X of the total population of Michigan, some 201
communities and their respective law enforcement agencies, 19 state
senate districts, 59 state representative districts, and 11 U.S.
congressional districts. Additionally, the Michigan State Police
maintains an all state police narcotics team which operates in the 6
remaining counties (St. Clair, Huron, Tuscola, Sanilac, Lenawee, and
Lapeer) with an additional population o± some429,836 persons. This team
works closely with the 6 cooperative concepts and will be an invaluable
source of intelligence information on major narcotics traffickers , . impacting upon the primary 6 county target area.
Despite the cooperative concepts' accomplishmeffts, it is recognized
that the drug trafficking problem is of such a magnitude in this
particular demographic region that it will not be solved by these 6
concepts alone. In order to effectuate a measurable impact,
investigative resources need to be enhanced and directed toward those
groups which control large segments of the illegal Michigan drug market.
Proposed is a unit of conspiracy investigators comprised of a state
police unit commander, two (2) state police team leaders, two '(2) state
police sergeants, and eight (8) investigators drawn from among the
6 concepts, and two (2) secretaries. Personnel selection shall 'ea based
upon integrity; capability, and personal traits. Investigators be
trained in areas of analytical techniques, financial analysis, eyidence
resource and collection, and conspiracy case presentation as a supplement
to current skills. In addition, an ADAA grant application is
simultaneously being drafted under the Prosecution Program, submitted by
the Wayne County Prosecutor's Office, which seeks to provide a full-time
attorney for this unit to oversee case investigation and vertical
prosecution from preliminary examination through trial and appeal. This
fulltime prosecutor will receive State Attorney General designation to
enable him/her to prosecute cases throughout the primary 6 county target
area. He/she would also draft search warrants, court orders, subpoenas,
and the like for efficient conduct of these selected investigations. A
control group comprised of a representative from each of the existing
cooperative concepts shall be established to oversee case selection,
fiscal matters, and the overall operation of the unit.
The goal of the unit shall be to detect, apprehend, prosecute, and
cause substantial asset forfeiture of those individuals conspiring to
import and distribute illegal narcotics and who would otherwise be
insulated from ordinary enforcement efforts. In order to accomplish
this goal, it is imperative that the full compliment of 13 sworn law
enforcement personnel be in place at the unit's inception. Due to the
complex, sophisticated, and ever-changing nature of major drug trafficker
organizations, it is anticipated that each team will work full time on
perhaps two targets from case start-up through conclusion. Experience has
taught us that, once case selection is made, conspiracy investigators
must move quickly and devote their entire time and energy to the case at
hand or risk compounding their efforts by moving too slowly.

C. PROGRAM OBJECTIVES
The successes or deficiencies of the unit will be measured by
resort to the activity comparison report prepared monthly by the unit
commander. Due to the nature of conspiracy investigation, some 5 to 6
months will pass before project effectiveness will be measurable. The
objectives, i.e, expected results are that by targeting major
multijurisdictional drug offenders the unit is expected to;
1. increase the number of Class I, II, and III violators arrested,
2. increase the amounts and values of narcotics seized,
3. increase the number of arrests for delivery. of controlled
substances,
4. increase the number of total arrest counts by charging
defendants with conspiracy counts in addition to substantive
counts thereby assuring harsher treatment by the courts,
5. increase the amount of monies and properties seized and
forfeited which, in turn, may be integrated into existing and
new cases against major multijurisdictional drug offenders, and
6. decrease the number of intelligence reports received about such
offenders for which little or no follow-up was conducted.

The unit commander shall immediately establish liaison with the 6
concepts and other appropriate enforcement agencies for the purpose of
identifying and targeting major drug offenders and distribution
organizations and present his suggestions to the control group for
consideration and selection. 'Once offenders are targeted, they shall be
assigned to the 2 proposed teams which shall conduct overt investigation
and case presentation, utilizing the 6 existing concepts for supplemental
covert gathering of evidence.
D. PERFORMANCE INDICATORS AND EVALUATION
The 6 concepts currently in existence maintain performance
indicators such as charted in paragraph A above. Such records will be
utilized for this project. The unit commander shall compile statistics
from these records and present timely reports to the control group
established to oversee the unit's operation. By documenting
increases/decreases of the enumerated indicators and analyzing these
against resources expended, the unit's effectiveness can be measured.
This process, in turn, can be employed to refine proper case selection,
and investigative techniques for future investigations.
E. PLANS FOR PROJECT PICK-UP WITH LOCAL FUNDS
If successful, it is anticipated that state, county, and local
funding will be available to continue the unit beyond expiration of
ADAA funding. Future funding will likely be comprised of the following
sources; 1) contribution from among the 6 concepts, and 2) •
self-sufficiency through integration of forfeitable assets into current
and new unit investigations.
