RE: DEPARTMENT OF PUBLIC WORKS-RESCIND AWARD OF CONTRACT-
TRANSFORMER REPLACEMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #87056 authorized the design and
advertising of the transformer replacement project; and
WHEREAS bids for the project were received on August 17,, 1987;
and
WHEREAS based upon those bids,, Miscellaneous Resolution #87250
awarded a contract to the Transformer Inspection Retrofill Corporation
contingent upon being able to provide proof of the specified liability
insurance; and
WHEREAS said Transformer Inspection Retrofill Corporation is now
unable to deliver the required proof of insurance.
NOW THEREFORE BE IT RESOLVED that the award of contract
authorized by Miscellaneous Resolution #87250 be,, and is hereby,
rescinded.
BE IT FURTHER RESOLVED that bid bonds be returned to
Transformer Inspection Retrofill Corporation and Westinghouse
Corporation.
BE IT FURTHER RESOLVED that the Department of Public Works be,
and is hereby, authorized to redesign the project as may be necessary,
readvertise,, and receive bids and to report upon receipt and tabulation
of such bids.

Sewer Department, a division of the Publi7 Works Depart
has received a request from the property o .',7r7 of Tax Sidwell
No 19-14-252-002 & 003, City of Bloomfie73 Hills, to Quit
Claim a permanent eaEnt for sanitary sewer purposes; and
WHEREAS, the property owners, Bloomfield Parkway
Associates, through their consulting engineers, Giffels
T.''--J7er Engineers, Inc., have submitted a plan which would
relocate the existing sanitary sewer, at their expense, to an
area which would be consistent with their new development; and
WHEREAS, the owners have agreed to exchange a new
permanent easement for the Quit Claim of the existing
easement; and
W-H=S, Frank Naglich, P.E., Chief El,q:,er for Water
and Sewer, Department of Public Works, recommends the Quit
Claim of the easement in exchange for a new permanent easement
and the relocation of the sanitary sewer at the
expense.
7HERFFOPE BE IT RESOLVED that the Oakland County
Board of Commissioners approves the Quit Claim of existing
sanitary sewer easements across Sidwell No. 19-14-252-002 &
003 to Bloomfield Parkway Associates, in exchange for a new
permanent. easement, as attar,d, and relocation of the
sanitary sewer, at Bloomfield Parkway Associates expense, and
further directs its Chairperson to execute the necessary
documents to affect the same.
Mr. Chairperson, on behalf of the Planning and Building

This is to request that you complete all arrangements for the
acquisition by the County of sanitary sewer easements needed for
the relocation of 21" and 8" diameter sewers in the subject
development. We also request that the easements for the
abandoned portion of the 21" and 8" diameter sewers be
quitclaimed.
Enclosed is a plan that shows the layout of these sewers in the
area of the development.

Enclosed are five sets of plans for a proposed sanitary sewer relocation

City of Bloomff 1"!:: were prepared by Ciffels -Webster
Engineers, Inc. and for approval by Hubbell, Roth & C 1 .7.rk
Inc., consulting enE;if.::arz f2r the city. It is requested that the p•.-7.it
be issued to the Oakland County Department of Public Worka.
-We have reviewed these plans and grant our approval for the construction of
this sewer extension which consists of a relocation of the North Evergreen
interceptor and a sanitary sewer constructed under your Permit No. 20207.
Our approval is subject to the following requirements:
1. Sanitary flow shall be maintained at all times during con-
struction.
2. All necessary easements must be granted to the Oakland County
Department of Public Works prior to the beginning of constru-
ction.
3. Conditions noted on the plans concerning maximum allowable in-
filtration, pipe and pipe joint materials, and exclusion of
storm or ground water conveyances shall be strictly enforced.
4. The contractor shall be prohibited from discharging surface
water, ground water, or construction water into any sanitary
sewer.
Before construction of this sewer extension starts, the contractor must re-
quest and have in his possession an approved connection permit issued by the
Oakland County Department of Public Works. Request for permit must be accom-
panied by a $100.00 inspection fee plus $10.00 for each manhole constructed.

(a) The Permittee shall notify the District Supervisor when construction
of the sewer system has commenced and when construction has been
completed.
(b) Following the period bf nc less than 6 months nor
after the construction is completed, the permittee shall certify to
MDNR that the sewer system constructed under the provisions of Act 98
sewer construction permit #8 6923 7 does not exceed the infiltration/
exfiltration requirements. The permittee shall also certify that
there is no evidence of sources of inflow into the sewer main and/or
manholes.

Forwarded herewith are eight (8) sets of the plans for the subject office
complex for your review, approval and subsequent forwarding to the various
governing agencies for issuance of the Department of Natural Resources
Construction Permit. We have reviewed these plans on behalf of the City of
Bloomfield Hills and recommend their approval.
The sanitary sewer construction consists of the relocation of a 21" sewer
which is part of the Evergreen Interceptor System and an 8" sewer which was
constructed as part of the Bloomfield Hills Sanitary Sewer System.
If you have any questions regarding this matter, please contact this office
at your convenience.

TRANSFORMER REPLACEMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS Miscellaneous Resolution #87056 authorized the design and
advertising of the transformer replacement project; and
WHEREAS bids for the project were received on August 17,, 1987;
and
WHEREAS based upon those bids,, Miscellaneous Resolution #87250
awarded a contract to the Transformer Inspection Retrof ill Corporation
contingent upon being able to provide proof of the specified liability
insurance; and
WHEREAS said Transformer Inspection Retrof ill Corporation is now
unable to deliver the required proof of insurance.
NOW THEREFORE BE IT RESOLVED that the award of contract
authorized by Miscellaneous Resolution #87250 be,, and is hereby,,
rescinded.
BE IT FURTHER RESOLVED that bid bonds be returned to
Transformer Inspection Retrofill Corporation and Westinghouse
Corporation.
BE IT FURTHER RESOLVED that the Department of Public Works be,
and is hereby,, authorized to redesign the project as may be necessary,
read vertise, and receive bids and to report upon receipt and tabulation
of such bids.
