'WHEREAS the Oakland County Scare of Commissioners by Miscellaneous Resolution
No.'s 7865, 7971, and 8664 accepted federal orants to defray a portion of the costs in
purchasin: sirens to be utilized within the Oakland County Tornado Warning System; and
,REAS the County share of the costs will remain at twenty-five percent as has
been the ae,iicy previously established Oy the Soard of Commissioncrs by various
Miscellaneous Resolutions, whereby local units pay seventy-five p7e ,:nent and the County
twenty-five percent with the County being responsible for the •a?.nance and eleatrial
costs for the sirens purchased; and
I ,a::7_:A3 the Township of per the atts-hd Purchase has
requested to participate in the siren system; and

total est!Td cost of two sirens; and

Highland agrees that County will retain ownership of the sirens and be
responsible for the mefu*tenance and the electrical costs for said sirens purahase:d under
this agreement.
NOW THEREFORE SE IT RESOLVE..; tnat the Oakland County Board. of Commissioners
authorizes the appropriation of $6,453.00, consistent with the attached 'budget, as
Oakland County's meter!.
SE IT FsaYHEa:=, RESOLVED that the expenditure of this ap.p -faeeiation is contiat
upon the execution of the attashed written agreement between the County and the Towlasa
of Highland.
3E IT F0 7..T Ok RESOLVED that the County Executive be and is authorized to
execute said agreemcat.
SE IT FURTHER RESOLVED that vi7.:a-ten quarterly' pf-C=S reports CC presea'e to

Constitutional Corporation, hereinafter called "County," and tne
"Municipality,"
WHErlEAS tne County has estaolished a centrally activated tornado
warni;ig system; and
WHEliEAS tne Municipality desires to become a part of such system.
NOli THEREFORE 3E IT RE:SOLVED in consideration of tne sLgi of
Nineteen Thousand Three Hundred and Fify Dollars
($ 19,350.00 ) to oe paid oy tne Municipality to tne County, cne County
agrees to install Two (2 ) siren(s) (one new anu one updated
modification) aitnin tie Municipaiity at locations to be designated by tne
Municipality. Said sum to De paid within tnirty days (30) after
installation and successful testing of equipment.
IT IS FURTHER ADREED AND ONJERSTJOD that tne maintenance and
electrical costs of tna siren(s) snail oe oorne oy tie County.
Tnis agreement and costs are subject to change depending upon
seieccion of siren location oy the Municipality, bid costs, and .
inflationary trends.
In the event tnat tne Municipality dos relocation of tne
siren, all costs associated with such relocation will de cne responsibility
of tne Municipality.
Local activation capability.will be tne option and expense of the
municipality.

IN RE: EMS AND DISASTER CONTROL-TORNADO WARNING SYSTEM EXPANSION -
TOWNSHIP OF HIGHLAND - MISCELLANEOUS RESOLUTION. #87202
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairman, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #87202 and finds:
1) The Township of Highland has requested participation in the
Tornado Warning System through the purchase of two (2) tornado
sirens, one new and one modified,
2) The estimated cost of the sirens is $25,800 of which $19,350
(75%) is the Township of Highland share and $6,450 (25%) is the
County's share,
3) Consistent with past agreements the County will retain ownership
of the sirens, and will be responsible for maintenance and
electrical costs for the sirens,
4) $6,450 is available in the 1987 Contingency Account, said fund to
be transferred to the Disaster Control unit line item for Capital
Outlay as follows:
4-10100-909-01-00-9900 Contingency $(6,450)
4-27302-117-13-00-5997 Capital Outlay 6,450

5) Further, the Finance Committee finds that costs for maintenance
contracts and electricity will be ongoing (annual).
