RE: Probate Court-Approval of Judson Center In-Home Family Treatment
Service Program
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS funds for contracting with Judson Center for In-Home
Family Treatment services were reviewed by the Board of Commissioners
as a component of the 1986-87 Child Care Fund Budget and approval
obtained to submit it to the Department of Social Services-Child Care
Fund Office; and
WHEREAS the Department of Social Services Child Care Fund office
subsequently approved the 1986-87 Oakland County Child Care Fund
Budget, including the Judson Center In-Home Family Treatment component
in the amount of $78,000 on 12/12/86; and
WHEREAS the funds for the Judson Center In-Home Family Treatment
component were believed by the Probate Court to be incorporated in the
1987 Oakland County budget; and
WHEREAS the Probate Court, based on this belief, implemented the
program and began making expenditures; and
WHEREAS the Probate Court learned on 6/18/87 that the funds were
not included in that budget; and
WHEREAS a review by Probate Court revealed that the funds had
inadvertently been left out of the 1987 Probate Court County Budget
request; and
WHEREAS the Probate Court is finding that this component is having
a favorable impact on the Court's effort to reduce out-of-home care
costs and requests that the funding in the amount of $78,000 be
approved for the 1987 budget year.

NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners approves funding of $78,000 for the Oakland County
Probate Court to contract with Judson Center for their In-Home Family
Treatment services as part of the 1987 County Budget.
Mr. Chairperson, on behalf of the Health & Human Services

Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #87189 and finds:
1) The Health and Human Services Committee recommends that funding
in the amount of $78,000 be approved for the Probate Court to
contract with Judson Center for their in-home family treatment
services during 1987, as included in the 1986-1987 Child Care
Fund budget.
2) A performance report must be submitted to Health and Human
Services Committee at the time of the thild quarter of the
contract (8th month).
3) $78,000 is available in the 1987 Contingency Account to fund this
program, and recommends the following transfer:

B. PROBLEM STATEMENT:
In 1985, the court learned of and began referring selected
neglect cases to the Judson Center's In-Home Family Treatment
Service Program, funded through the Oakland County Community
Mental Health Department as an alternative to mental hospital
placement of a child. This program had good results for our
cases. Because of demand and minimal funding availability, a
waiting list has developed and services are not as widely
available as our needs. In 1985 alone, we had 308 neglect
cases involving approximately 474 children authorized to court
in our county. Through April, 1986, we had 106 neglect cases
authorized to be heard here. Children in most of these cases
are removed from home at least for a period. In addition to
the neglect cases, there are a number of delinquency cases with
similar family breakdown and proximity to out-of-home placement
for a child.
In 1985, we had three cases involved with the Judson Center
In-Home Family Treatment Service Program. (See caseworkers'
critique supporting this program attached, with case identities
stricken to protect confidentiality.)
If removed from home, the length of stay in a foster home
varies from 1 day to 2809 days, with a median stay of 288 days.
If placed in a private institution, the median is 137 days,
with a range from 6 days to 1285 days.
C. TARGET POPULATION:
Youth with considerable family interaction problems already
removed from home and where it appears as part of planning
that this service can likely shorten the placement. Also,
youth with similar family problems where, at the hearing, the
case is ordered to In-Home Treatment Service as an alternative
to out-of-home placement. Clients would be selected by
hearing officers based on recommendation by court casework
staff after completion of a background study and plan
formulation.
Since the court would be contracting for these services with
Judson Center, they would be responsible for providing the
services as per their writeup. Court casework staff would
serve as overseers of the case to be sure that services are
being provided as per contract and regarding progress.
D. SERVICE MODEL DESCRIPTION:
This would provide intensive treatment of families as a unit
within their own home as an alternative to placement of the
children outside the home. This service would provide a
higher level of professional expertise and more staff time
devoted per case than what the court caseworker can provide.
24 hour crisis intervention is part of the service, as well as
three months aftercare.
Cases would be assigned on a selective basis, based on
liklihood of out-of-home placement recommendation if the
service is not provided and where there is a desire by family
members to try to keep the family together. There must also
be a willingness to aCcept the team into their home for
- services.
This funding would provide services to 12 specially selected
families during 1986-87. (See written material from Judson
Center, attached, for more detail.)
Measurable Goals & Objectives:
Length of actual stay out of home would be compared to average
periods of placement without the service.
Method and quality of family functioning and interaction would
be assessed before and after these services.
Whether later removal from home needs to occur would be
considered.
The contract will require Judson Center records to comply with
Child Care Fund case record documentation requirements, as
stated on page 7 of the "Plan and Budget Guidelines".
Case review of what is being done toward case goals, progress
toward and termination criteria will be done by Judson Center
and by the responsible court child welfare worker supervisor.
Written notation as to the above will be filed in the court
file at least Quarterly.
Contracts related to this component will be processed as per
Oakland County's contract procedure.
