RENEWAL APPLICATION
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Oakland County Board of Commissioners has reviewed the
Oakland County Sheriff's Department application to continue the "Public Act
416 of 1978" program and finds said program to be in conformity with the
mandates of the law; and
WHEREAS the Oakland County Board of Commissioners hereby requests
the State of Michigan and the Michigan Office of Criminal Justice to expeditiously
process said application and provide the necessary funding as required by
the program presented by the Oakland County Sheriff's Department to continue
the tenth year of the program; and
WHEREAS this grant application calls for total funding in the amount
of $758,255; which includes State funding of $626,404, through legislative
appropriation, pending court decision, and County funding of $131,851 for
the period October 1, 1987 through September 30, 1988 to continue said program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners hereby authorizes the Oakland County Sheriff's Department to
request State funding under Public Act 416 and continue the program as
specifically delineated in said Grant Application.
BE IT FURTHER RESOLVED that the application of this grant does not
obligate the County to any future commitment.
Mr. Chairperson, on behalf of the Public Services Committee, I move
the adoption of the foregoing resolution.

BUDGET NARRATIVE
INSTRUCTIONS: Provide narrative below justifying and detailing the basis for
1. SERGEANT:
The 416 Sergeant will be in charge of selective enforcement deputies
assigned to day and afternoon shifts. He is responsible for the
day-to-day supervision of the enforcement teams on patrol. He
coordinates special patrols from data supplied through TIA and also
citizen requests for selective enforcement in problem areas. He is
responsible for the completion of the 416 Semi-annual and Annual reports
and the collection of data necessary for these. He also handles all
administrative paperwork for the 416 personnel (overtime, payroll, etc.).
2. TRAFFIC DEPUTIES:
These officers work under the direction of the team sergeant in the
coordination of selective enforcement efforts. Working day and afternoon
shifts, the deputies will be responsible for enforcing all Traffic Laws
under the Michigan Vehicle Code, all criminal laws, investigating accidents,
conducting vehicle check lanes, and participating in traffic safety
education programs. Overtime will primarily be through subpoenas receive
for citations issued or arrests made during regular patrol duties.
3. TRAFFIC SAFETY COORDINATOR:
Primarily responsible for department statistical data and records with
regard to traffic accidents, citations, and drunk driving arrests. This
person also 'develops Traffic Safety Presentations to be used in various
county agencies, schools, civic groups, etc,
Patrol Vehicles - Vehicles are replaced after 60,000 miles, rate per mile includes
all operating expenses. Strictly a leased vehicle.
Radios - Radios are leased and includes all expenses.

The Oakland County Sheriff's Dept. and the Michigan State Police Pontiac Post
representing the other State Police posts in Oakland Co., have reached a writ
and signed agreement pertaining to each department's role as outlined under
PA 416. It has been agreed by both that no matter which type of roadway jur
diction, the closest available officer will be dispatched to handle any form.
