Kuhn, Chairperson RE: COMMUNITY MENTAL HEALTH - ESTABLISHMENT OF RESPITE CARE HOME TO THE OAKLAND COUNTY BOARD. OF COMMISSIONERS: Mr. Chairperson, Ladies and Gentlemen: WHEREAS the Board of Commissioners on Miscellaneous Resolution #84219, dated August 30, 1984, approved the Community Mental Health "1984 Expansion Proposal; and WHEREAS this expansion program included the establishment of a six-bed respite care home for developmentally disabled adults; and WHEREAS total funding in the amount of $182,700 has been approved by the Michigan Department of Mental Health with no matching funds required from, the County; and WHEREAS the Board of Commissioners has already approved redirection of $42,700 within the CMH budget toward this program, under Miscellaneous Resolution #87088, dated April 9, 1987; and WHEREAS the Community Mental Health Division has located a suitable site for the respite care home in West Bloomfield Township, and has selected Enhance, Inc. to operate the home under contract with and under the superivisen of 0MH: NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize the Community Mental Health Division to enter into a contract with Enhance, Inc. to develop a six-bed respite care facility in West Bloomfield Township. BE IT FURTHER RESOLVED that the Board of Commissioners accept an additional amount of $62 5 973, consisting of $57,223 in State monies and $5,750 in reimbursements, for a total phase—in budget of $105,673 which includes initial home renovation and start up costs. Mr. Chairperson, on behalf of the Health and Human Services Committee, I move the adoption of the foregoing resolution. HEALTH AND HUMAN SERVICES COMMITTEE REPORT TO THE HEALTH AND HUMAN SERVICES DIVEITTEE BY: DEPARTMENT OF MANAGEMENT AND BUDGET IN RE: COMMUNITY MENTAL HEALTH - ESTABLISHMENT OF RESPITE CARE HOME The Department of Management and Budget has reviewed the above mentioned resolution and finds: 1) The Respite Care Home Program was approved by the Board of Commissioners on August 30, 1984, and a suitable site for the home has now been located and Enhance, Inc. has been selected to operate the home under contract on a fiscal year period basis. 2) The Board of Commissioners has already approved redirection of $42,700 within the Community Mental Health budget toward this program, which requires no County matching funds; this resolution would accept an additional $62,973 ($57,223 in State monies and $5,750 in reimbursements) for a total of $105,673 which will cover operating costs for the remainder of 1987 and initial home renovation anti start-up costs. Total funding in the amount of $182,700 has been approved by the State for 1988 costs as detailed in the narrative from the Department of Institutional and Human Services. 3) The non-County personnel costs are included in the contract and are restricted by Michigan Department of Mental Health guidelines to $8.24/hour for salaries and fringe benefits for residential services. 4) For 1987, the Community Mental Health budget will be affected as follows: Expenditures Contractual - Client Services $105,673 Sources of Revenue Fees $ 5,750 State Match - 1007 99,923 $105,673 5) Acceptance of the contract and funds does not obligate the County to any future commitment. In accordance with Miscellaneous Resolution #86186, revised federal and state grant application and reimbursement contract procedures, this report is being submitted to the -Health and Human Services Coundttee. Budget Cross Cost S .prë .óf Reveii.Oe - State Full Year Cost $182,70C 1.59 ; 700 OAKLAND COUNTY COMMUNITY MENTAL HEALTH SERVICES Respite Care Home for DO Adults o Many persons who are mentally retarded live successfully in communities with their families but from time to time may require respite care. This home will serve as a short-term residence for six (6) developmentally disabled adults who are in need of a brief stay in a specialized residential facility. •An illness of one of the parents or a family member, a death in the family, a needed rest or a vacation may necessitate a stay in the Respite Home. In the past the lack of a permanent Respite Home has resulted in the use of expensive alternatives to serve citizens who otherwise would be placed in our respite home and has limited the options for these citizens. The program will serve approximately 100-150 adults with an average length of stay of 2-3 days for most referrals. Some length of stays could range up to 2-3 months for special circumstances. The home will provide 24-hour supervision to the residents while many will attend school, workshops or other planned activities daily. The specific instructions for supervising the continued development of these adults are created by a team of professionals from our agency. These include a psychologist, speech therapist, nurse consultant, dietitian, case manager and an occupational therapist. The individual plans are implemented by the staff of the home. The Oakland County Community Mental Health Services Board retains full clinical responsibility for these people and our human development specialists oversee and closely monitor the work of the staff and the progress of the citizens. Periodic visits to the home will assure compliance in all areas. Oakland County has recognized a need for this type of home since 1983 when it first -approved development; the need continues. A suitable site for the home . has been located West Bloomfield Township, and a home operator has been tentatively selected to contract with Community Mental Health.
