LANNI, CHAIRPERSON IN RE: EMS AND DISASTER CONTROL DIVISION - EARLY WEATHER WARNING PROGRAM: RADAR MONITOR SYSTEM TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS: Mr. Chairperson, Ladies, and Gentlemen: WHEREAS. the Oakland County Board of Commissioners authorized the implementation and operation of an Oakland County Early Weather Warning Program consisting of a tornado warning siren system and a tone alert receiver system (Miscellaneous Resolutions 7865, 7971, 8664, and 83196); and WHEREAS, the goal of the program is to reduce personal injuries and property damage as a result of severe weather by providing timely notification of severe weather conditions to persons and agencies through appropriate equipment and personnel; and WHEREAS, a vital piece of equipment to assure the timely receipt of severe weather conditions is a weather radar monitor system; and WHEREAS, the total cost for the weather radar monitor system is $12,300.00; and WHEREAS, such cost is contained in the present 1984 Division of EMS and Disaster Control Budget due to projected reductions in telephone communications costs. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorizes the expenditure of $12,300.00, funds available in the EMS and Disaster Control Division 1984 Budget, consistent with the attached budget and program summary. BE IT FURTHER RESOLVED that written quarterly progress reports be presented to the Public Services Committee and to the balance of the members of the Board of Commissioners by the Manager of the Emergency Medical Services and Disaster Control Division, Mr. Chairperson, on behalf of the Public Services Committee, I move the adoption of the foregoing resolution. PUBLIC SERVICES COMMITTEE EMS3 OAKLAND COUNTY EARLY WEATHER WARNING PROGRAM WEATHER RADAR MONITOR SYSTEM PROGRAM SUMMARY I. Program Description The Oakland County Early Weather Warning Program is designed to provide timely notification of severe weather conditions to police, fire, public safety, hospitals, schools, businesses, and other persons and agencies. The goal of the program is to reduce personal injuries and property damage as a result of severe weather. By using appropriate equipment and personnel to receive severe weather conditions, persons and agencies are immediately alerted by two major notification systems: • Tornado Warning System - as an outdoor warning system, the 132 sirens indicate a tornado warning has been issued. • Tone Alert Receiver System - as an indoor warning system, detailed, updated, and all-clear severe weather warning information is broadcasted to 300-plus tone alert receivers located in County departments, police and fire departments, schools, industries, businesses, hospitals, government agencies, media, and citizens. II. Current Problem In response to concerns raised by police, fire, public safety, hospital and county officials regarding a delay in providing severe weather information after a tornado warning siren activation, the tone alert receiver system was developed and implemented in late 1983. The severe weather information support equipment to receive the warnings consists of a weather teletype, National Weather Service hotline, weather radio, SKY WARN spotters, and LEIN teletype. However, the current information system does not provide the severe weather conditions until weather warnings are issued by the National Weather Service. On a consistent basis, the warnings are received too late to provide timely notification and to mobilize the appropriate staffing levels to handle the resultant communications and field workload. III. Identified Need The identified need is to receive severe weather information in a manner that will provide the Division with the capability to (1) identify approaching storm systems, (2) monitor storm systems on a continuous basis, (3) provide timely notification, and (4) to mobilize appropriate staffing levels to handle the communications workload and field monitor the storms activities. IV. Recommended Solution The purchase of a weather radar monitor system with Division budget appropriations will assure the timely receipt of severe weather conditions affecting Oakland County. The weather radar monitor system is connected to the appropriate National Weather Service radar site. The system is designed to display at the EMS and Disaster Control Division the realtirne severe weather conditions of storm formations, directions, sizes, shapes, and intensities approaching or affecting Oakland County. The weather radar monitor system will improve Division operations by providing for: • Better awareness and timely receipt of storm activity and movement approaching Oakland County in terms of location, direction, speed, and intensity. • Timely dissemination of severe weather conditions to police, fire, public safety, hospitals, schools, and others. • A continuous monitor system rather than an intermittent weather system. • Quicker response to incoming calls from public safety officials and citizens reporting and inquiring on severe weather conditions. • Better staff management in terms of manpower allocation and overtime usage. The services to Oakland County agencies and citizens will be substantially improved by providing notification of approaching storms in a timely, accurate, and reliable manner. BUDGET SUMMARY A. WILLIAM CADDELL, CHAIRPERSON IN RE: MISCELLANEOUS RESOLUTION #84237-EMS/DISASTER CONTROL DIVISION- EARLY WEATHER WARNING PROGRAM: RADAR MONITOR SYSTEM TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: Pursuant to Rule XI-C of this Board, the Finance Committee has reviewed Miscellaneous Resolution #84237 and finds: 1) The EMS/Disaster Control Division has requested approval to purchase a Weather Radar Monitor System as part of the Oakland County Early Weather Warning Program, at a total cost of $12,300, 2) The Weather Radar Monitor System is requested to assure timely receipt of severe weather conditions, thereby reducing personal injuries and property damage due to severe weather, 3) Funds are contained in the EMS/Disaster Control Division's 1984 Budget due to projected reductions in telephone communications costs, and therefore no additional County funds are necessary to purchase the system, 4) $12,300 is available in the 1984 EMS/Disaster Control Division Budget, "O m Corn unit, Telephone Communications line item, said funds to be transferred as follows: 177-10-00-6750 Telephone Communications (12,300) 177-05-00-5998 Capital Outlay 11,500 177-05-00-3278 Communications 200 177-05-00-6750 Telephone Communications 600 -0- 5) Further, the Finance Committee finds that costs for maintenance contracts, radar data assess fees and telephone lines will be an ongoing (annual) expense to the County.
