Skarritt, Chairperson IN RE: SENATE biLL89(OPPOSE) ENCOURAGES GREATER USE OF HALFWAY HOUSES AS ALTERNATIVES TO CONFINEMENT IN COUNTY JAILS TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS, Senate Bill 89 would amend existing state law relating to county jails and the confinement of prisoners by encouraging alternative halfway houses and probation programs; and WHEREAS, the bill would eliminate the provision in the existing statute requiring separation of prisoners arrested on civil process and those held on criminal charges; and WHEREAS, Senate Bill 89 replaces the deleted provision in the preceding paragraph with language, applicable to counties that agree to develop alternatives to incarceration, calling for segregation of prisoners on the basis of gender and age only; and WHEREAS, Sheriff Nichols opposes Senate Bill 89 noting that the general _public is not receptive to state halfway houses and adding that the county already has a Work Release Program, the Trusty Work Camp and the Pre-Trial Services Unit. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners opposes Senate Bill 89. BE IT FURTHER RESOLVED that copies of this resolution be sent to all legislators from Oakland County and to the county's legislative agent. Mr. Chairperson, on behalf of the General Government Committee, I move adoption of the foregoing resolution.
