KU[-[N, JR., CHAIRPERSON IN RE: CIRCUIT COURT PROBATION - APPLICATION FOR PROBATION ENHANCEMENT DISCRETIONARY GRANT WHEREAS Act 712, Section 9 (4) offers Circuit Court Probation - Units the opportunity to expand substance abuse or .(]ental health treatment services; WHEREAS the Circuit Court Probation estimates 2/3 of the convicted felons commit crimes related to substance abuse; AS the typical offender has less access to receive substance abuse treatment; WHEREAS the State of Michigan provides 1007 funding for programs in the Probation Enhancement Discretionary Grant; WHEREAS application does not obligate the County to accept or continue any program; WHEREAS the Circuit Court Probation Division can identify usage of $115,392.80 under this grant; WHEREAS the Director of Federal and State Aid recommends approval; NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners authorize the Circuit Court Probation Division to apply for the Probation Enhancement Discretionary Grant, totalling $115,392.80 under the State of Michigan Public Act 712, Section 9 (4). PUBLIC SERVICES COMMITTEE "7 ' OZ?ftea .1G ESOLUTION FROM: The Department of Management and Budget TO: Public Services Committee IN RE: CIRCUIT COURT PROBATION - APPLICATION FOR NEW PROBATION ENHANCEMENT DISCREATIONARY GRANT The Department of Management and Budget has reviewed the application for Prdbation Enhancement Discretionary Grand and finds: 1) This grant would run on a program year of October 1, 1987 through September 30, 1988; 2) The Grant is 1007 Funded; 3) This grant if accepted would require the position of coordinator be established, with the approval of the Personnel Committee, to establish a service and fee agreements and monitor placement and acceptance; 4) This grant does not obligate the County for continuance; 5) A budget is listed in Attachment A. In accordance with Miscellaneous Resolution 1186186, Revised Federal and State Grant Application and Reimbursement Contract Procedures, this report is submitted to the Public Services Committee. This report provided to the PersonnelCommittee and the Finance Committee for information purposes only. PROBLEM STATEMENT Oakland County's fourteen Circuit Court Judges will sentence some five thousand felons in 1987. Probation Agents estimate that nearly 2/3 of the crimes these felons have committed are related to drug and alcohol abuse. Some offenders steal, rob or sell drugs to maintain their own drug use. Many others, although not "addicts", abuse drugs or alcohol to the extent that they become unemployed, irresponsible and eventually criminal. Some otherwise law-abiding citizens engage in criminal behavior under the influence of drugs or alcohol. There are many substance abuse programs in Oakland County. Near half of these receive public funds so they offer some services based on ability to pay. However, most programs, even those receiving public funds, give preference to paying clients, primarily those with health insurance. The indigent client, i.e. the typical offender, therefore, does not have access to the same services most citizens do. The needs in Oakland County and particularly Pontiac, seem to be greatest for out-patient substance abuse services and hospital based in- patients programs. it is, also, difficult to place seventeen-year-old offenders, who are adults under criminal law, in in-patient programs. This is because licensing regulations require placement of seventeen-year-olds in adolescent programs which are very costly because of staffing requirements. C. PROBLEM SOLUTION Of the twenty-five hundred offenders under supervision in Oakland County, an estimated 10-20 per cent could benefit from expanded substance abuse or mental health treatment services. We propose a three part plan to expand services. (1) We request $100,000.00 for services for offenders in programs. The cost could vary from a few hundred dollars per individual for out-patient services to several thousand for in-patient treatment. (2) We propose a part time coordinator for substance abuse services. The coordinator would: (a) act as a liaison with various agencies to establish a service and fee agreement. (b) monitor placement of offender and budget expenditures. Salary would be $10.00 per hour or $10,000 per year and $800.00 travel expenses plus medical costs of $496.80. (3)We propose contracting for research to evaluate various programs and do a long term follow up (over two years) to track and evaluate offenders who successfully complete programs. Proposed cost: $4,000.00 Total expenditures: $115,392.80 D. FINANCIAL INFORMATION E. COORDINATION F. MONITORING AND EVALUATION The proposed coordinator would submit a quarterly report of offender placement, treatment hours, and budget expenditures. The coordinator would also note successful and unsuccessful terminations. The long term evaluation would be done by the researchers. •11._ COMMUNITY ADVISORY BOARD MINUTES OF June 24, 1987 The meeting was called to order by Chairperson, Honorable Alice L. Gilbert at 4:05 p.m. in the Judicial Conference Room, Fourth Floor, Courthouse Tower at 1200 North Telegraph Road, Pontiac, Michigan 48053. Community Advisory Board Members Present: Glen M. Gilbert opened the meeting and John C. Whetstone gave members an update on current grant, reviewed the programs and expenditures. If we continue the current rate of spending, there will be a budget surplus. After discussion, board members moved and supported the continuance of the current program for fiscal year 1987 - 1988, in the amount of $67,000.00. Board members were advised of a second Grant being offered by the Department of Corrections. Funds from this grant must be used for the following programs: Substance Abuse Services, Community Service Work Programs, Mental Health Services and Employment Placement. After discussion, it was moved and supported to submit an application to the Department of Corrections for funding an amount of 14.6% of the total amount available. This funding is to develop the following: 1. To purchase services for felony probationers with substance abuse problems from existing Oakland County Substance Abuse Programs both in-patient and out-patient. 2. To develop research to evaluate these various programs and follow up and evaluate offenders who successfully complete program. 3. A part time coordinator to act as a liaison with agencies and monitor offender and budget expenditures. Mr. Whetstone suggested bard members be re-certified, as several members have submitted resignations. 1. Chief Frank Huelsenbeck resigned with recommendation for a replacement, Theodore Glenn, Chief of Police, Rochester Police Department. 2.
