WILLIAM CADDEU,, CHAIRPERSON IN RE: SHERIFF DEPARTMENT - 1987/1988 SOUTHWEST OAKLAND COUNTY AUTOMOBILE THEFT PREVENTION AUTHORITY GRANT ACCEPTANCE TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson! Ladies and Gentlemen: WHEREAS Miscellaneous Resolution #86186 requires the Finance Committee to review acceptances of all grants that vary less than fifteen (15) percent from the original grant application; and • WHEREAS Miscellaneous Resolution #87182 authorized the Sheriff to apply for Automobile Theft Prevention Authority (ATPA) grant funds in the amount of $302,502 to conduct a theft prevention program with the cities of Southfield, Farmington, Farmington Hills, and Novi; and WEE=S the ATM has arded the County a grant, for the period November 1, 1987 through October 31, 1988, in the amount of $301,000 which is $1,502 or .5% below the original application amount as specified in Schedule A; and =•0 the grant covers 100% of program eponses; and WHEREAS one (1) special revue funded Detective Sergeant position is proposed in the .grant, which requires the approval of the Personnel Committee; and WHEREAS acceptance of this grant does not obligate the County to any future commitment. NOW THEREFORE BE IT RESOLVED that the Oakland County Board of Commissioners accepts the 1987/1988 Southwest Oakland County Automobile Theft Prevention Authority Grant in the amount of $301,000. BE IT FURTHER RESOLVED that one (1) special revenue funded Detective Sergeant position be established in the Sheriff's Department, Protective Services Division, investigation Unit (436-05) and that should grant funding cease, the position be abolished. BE IF FURTHER RESOLVED that the following 1987 grant budget be established: 3-27378-436-05-00-2185 Grant Revenue $301,000 4-27378-436-05-00-1001 4-27378-436-05-00-1002 4-27378-436-05-00-2070 4-27378-436-05-00-3128 4-27378-436-05-00-3345 4-27378-436-05-00-4820 4-27578-436-05-00-5998 4-27578-436-05-00-6610 4-27578-436-05-20-6750 Salaries Overtime Fringe Benefits Professional Services Evidence Fund Deputy Supplies Capital Outlay Leased Vehicles Telephone Communications 36,464 4,500 10,546 231,062 5,000 2,150 2,678 6,100 2,500 $301,000 BE IT FURTHER RESOLVED that $13,600 be transferred from the 1987 Contingency Account to the 1987 Sheriff Budget (#4-10100-436-01-00-5998) to purchase one (1) vehicle and equipment to be used in grant-funded activities. BE IT FURTHER RESOLVED that the 1988-1989 Biennial Budget reflect the adjusted grant amount. BE IT FURTHER RESOLVED that the Chairperson of the Board be and is hereby authorized to execute said grant contract and to approve grant extensions up to 10% of the original amount, which are consistent with the original grant purpose. The departments will bill the County, who will in turn pay them from grant funds. (2) Includes (1) 35mm camera, (3) binoculars, (5) recorders, (1) body transmitter. ATTACHMENT A Reason The Sheriff Department has received a grant from the Michigan Department of State Police to conduct an automobile theft prevention program in four southwest Oakland County cities: Southfield, Farmington, Farmington Hills, and Novi. This Automobile Theft Prevention Authority Grant is for the period November 1, 1987, through October 31, 1988. The police departments of each of the four cities will cooperate on this project. An officer from each city will be funded by the grant and assigned to a team to be headed by a grant-funded Sergeant from the Sheriff De- partment. The team will identify and investigate vehicle fraud and organized car theft rings. They will also be involved in locating and investigating "chop shops" where stolen vehicles are disassembled and parts tagged for illegal sale. The grant covers 10070 of the salary and fringe benefits for the requested position as well as all program costs. Future existance of the position will be contingent upon continuation of grant funding at the same level.
