ATTEST: It ared/ election/certificate of determination Martin Krohner CITY OF FARMINGTON HILLS OAKLAND COUNTY, MICHIGAN CITY PROPOSALS PROPOSAL A Shall the City Charter Section 2.06 relating to remuneration of Council Members be amended to increase the annual salary of Council Members from $1,800 to $5,000 and the Mayor's annual salary from $2,700 to $7,500 effective July 1, 2000, and to eliminate the authority of Council to increase the salaries of Councilmembers and the Mayor by ordinance, subject to mandatory referendum of the electors, but provide for annual increases of such salaries in a percentage equal to any increase in the United States Consumer Price Index for the previous 12 months? YES 5,216 (Passed) NO 3,676 PROPOSAL B Shall the City Charter, Section 5.01 relating to Administrative Departments, be amended to remove the prohibition of council adopting ordinances to create additional administrative departments beyond those established by charter? STATEMENT OF PURPOSE: This Charter Amendment would allow the Council to create administrative departments by Ordinance in addition to the five departments created by City Charter. The present administrative departments are Finance, Public Safety, Public Services, •anning and Special Services. YES 3,818 NO 5,002 (Failed) PROPOSAL C Shall the City Charter, Subsection B of Section 2.11 relating to managerial audits, be amended to provide for managerial audits to be conducted not less than once in each ten year period? STATEMENT OF PURPOSE: This Charter Amendment would increase the time between which managerial audits must be conducted from five years to ten years. YES 2,943 NO 5,869 (Failed) PROPOSAL D Shall the City Charter, Section 9.12 relating to Contracts, be amended to require sealed bids or proposals for purchases or contracts involving the expenditure of ten thousand dollars ($10,000) or more? STATEMENT OF PURPOSE: iip' Charter Amendment would increase the minimum amount of expenditures for purchases or contracts requiring sealed or proposals from three thousand ($3,000) dollars to ten thousand ($10,000) dollars. STATEMENT OF PURPOSE: This Charter Amendment would allow the City to appoint or employ relatives by blood or marriage of any Councilmember, appointee or employee of the City subject to the approval of City Council within thirty days of the initial date of service or employment YES 2,978 NO 5,869 (Failed) PROPOSAL F Shall the City Charter, Subsection D. of Section 4.09 relating to signatures required on initiatory or referendum petitions be amended to provide that initiatory petitions and referendum petitions for City Ordinances be signed by registered electors of the City not less in number than ten (10) percent of the total votes cast for Secretary of State in the City at the last election at which a Secretary of State was elected prior to the filing of the petition, reducing the number of signatures required from fifteen (15) percent? YES 4,621 (Passed) NO 3,687 • PROPOSAL G Shall the City Charter, Subsection H of Section 4.09, relating to limitations on amendments or repeal of Initiatory or Referendum Ordinances be amended to prohibit the amendment or repeal of initiatory ordinances and the enactment of ordinances repealed by referendum for a period of two (2) years after the date of the election at which the initiatory ordinance was adopted or the ordinance was repealed, increasing this period from the current one (1) year?
