In re: 52ND DISTRICT COURT, 4TH DIVISION (TROY) - REQUEST
FOR ADDITIONAL CLERICAL ASSISTANCE FOR VOLUNTEER
PROBATION DEPARTMENT
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS the Volunteer Probation Department for the 52nd District
Court, 4th Division has operated under a professional services contract
with Oakland County since 1978; and
WHEREAS the volume of cases handled by this Probation
Department has increased 700% since 1978 without any additional clerical
assistance; and
WHEREAS the need exists for additional clerical support at this
time.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board
of Commissioners does hereby approve of additional part-time clerical
assistance for the Volunteer Probation Department.
Mr. Chairperson, on behalf of the Public Services Committee, I
move the adoption of the foregoing resolution.,

Mr. Chairperson, Ladies and Gentlemen:
The Personnel Committee, having reviewed Miscellaneous Resolution
#87272 finds that the part-time clerical assistance requested will be provided
through an increase in an existing professional services contract and no
change in District Court Personnel is involved.
Mr. Chairperson, on behalf of the Personnel Committee, I move
the acceptance of the foregoing report.

7-MISCELLANEOUS RESOLUTION #87272
TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
Pursuant to Rule XI-G of this Board, the Finance Committee has
reviewed Miscellaneous Resolution #87272 and finds:
1) The need exists for additional clerical support for the Volunteer
Probation Department due to an increase in caseload volume.
2) The cost of additional clerical support as professional services
to be $2,200 for the balance of 1987.
3) Sufficient funds are available in the 1987 Contingency Account to
cover said costs and recommends the transfer as follows:

4-10100-325-01-00-3128 Professional Services 2,200

Fiscal Note attached, be adopted.
Discussion followed.
Moved by Calandra supported by Lanni the resolution be amended in the
NOW THEREFORE BE IT RESOLVED paragraph by inserting after the word "additional"
"funding of hours for" so the paragraph would read: "NOW THEREFORE BE IT
RESOLVED that the Oakland County Board of Commissioners does hereby approve of
additional funding of hours for part-time clerical assistance for the Volunteer
Probation Department."
A sufficient majority having voted therefor, the amendment carried.

PROBATION DEPARTMENT
As a voluntary organization, the Probation Department
serves the 52/4 District Court in a number of ways. These
range from direct supervision of probationers to insuring the
court appointed attorney tees are paid. Also included are
pre-sentence investigation reports and "in house" classes for
substance abuse and economic crime. We anticipate in 1987, 786
defendants to be placed on probation as well as perform 549
pre-sentence investigations. This is achieved with a staff of
20, having an average of 9.5 years experience as volunteer
probation officers. Virtually no cost to the court, county or
cities was generated by the Probation Department.
While our staff is not-made up df trained professionals,
they are professionally trained. Training sessions are held
2-4 times per year at the court • and conducted by qualified
educators and organizations. In the past we have utilized the
services of Henry. Ford Hospital, Consortium for Human
Development, Dr. Gorden Blush, Educational Training and
ReSearch Foundation, and the Department of Immigration.
Additionally, the officers are encouraged, at the departments
expense, to attend various seminars offered by agencies
throughout the state and many have done so.
Over half of the defendants placed on probation committed
a drinking related offense. To address this growing problem,
we have, in conjunction with the . Educational Training and
Research Foundation, established a three (3) day edudational
program on substance abuse with required attendance by the
probationer. This program is held on weekends so as to not
interfere with the probationer's employment. While this
program is sometimes used as the assessment required by state
law, it is often used in addition to that requirement.
Nearly 25% of our probationers were convicted of
shoplifting or other larceny crime. Again, in tandum with the
Educational Training and Research Foundation, we established a
three (3) evening Economic Crime Class which probationers
convicted of a larceny are required to attend. Both this class
and the substance abuse program have had extremely positive
results.
This division operates a probation department under a
prOfessionai services contract with the county.
In 1978 when this contract originated with the county, the
total caseload of this department was 214. • In 1987 the
caseload is 1510. The clerical support has remained the same
durihg this time and services have suffered in the inability to
cope with the volume. The 1988 budget reflects an increase on

reflected below, this additional expense in the budget for this
department will not incur additional expense to the County.
