RE: STUDY THE FEASIBILITY OF A REAL WORK FOR REAL PAY PROGRAM FOR JAIL INMATES
TO: THE OAKLAND COUNTY BOARD OF COMMISSIONERS
Mr. Chairperson, Ladies and Gentlemen:
WHEREAS, NACo has recognized and encouraged community corrections and
other alternative sentencing programs and recognizes that real work for real pay
can be a significant addition to the continuum of jail and prison alternatives;
and
WHEREAS, on any given day there are more than one milion people
involuntarily confined in local jails, state prisons and federal penitentiaries;
and
WHERREAS, a great majority of these inmates pass time in forced boredom
while consuming enormous public resources; and
WHEREAS, a real work for real pay program in Oakland County may be a
way of alleviating boredom while providing productive rehabilitation for inmates;
and
WHEREAS, Sheriff Nichols has expressed his opposition to a real pay for
real work program, citing the potential for increased costs; and
WHEREAS, while the Sheriff offers some valid concerns about increased
costs of a real work for real pay program, it seems reasonable to study this
concept further and evaluate whether whatever cost increases may be involved
would be offset by the rehabilitation benefits of such a program.
NOW THEREFORE BE IT RESOLVED that the Oakland County Board of
Commissioners appoint an ad hoc committee, comprised of persons with jail
management and finance expertise, to study the feasibility of a real work for
real pay program in Oakland County.
Mr. Chairperson, I move the adoption of the foregoing resolution.

Committee, the Community Corrections Advisory Board, and the General
Government Committee. There were no objections.
