WILLIAM CADDELL, CHAIRPERSON IN RE: PUBLIC WORKS/FACILITIES ENGINEERING DIVISION MISCELLANEOUS IMPROVEMENTS FOR SPRINGFIELD-OAKS YOUTH ACTIVITIES CENTER TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen; WHEREAS the 1990 Capital Improvement Program for Buildings has $150,000 budgeted for improvements at the county owned Springfield-Oaks Youth Activities Center; and WHEREAS the Parks and Recreation Division has requested funding for safety improvements which were recommended by Risk Management, specifically, a safety cage on the access ladder of the water tower, a check valve on the fire sprinkler system, and a fire department connection to notify the Fire Department; and WHEREAS the Parks and Recreation Division has requested a portion of these budgeted funds (totaling $11,964) be transferred to the Project Work Order Fund. NOW THEREFORE BE IT RESOLVED that funds be provided in the amount of $11,964 from the 1990 Capital Improvement Program- Building Fund #40100 for miscellaneous improvements at Springfield-Oaks Youth Activities Center. Mr. Chairperson, on behalf of the Finance Committee, I move the adoption of the foregoing resolution. FINANCE COMMITTEE OAKLAND COUNTY EXECUTIVE DEPARTMENT OF PUBLIC WORKS FACILITIES ENGINEERING DIVISION MISCELLANEOUS IMPROVEMENTS FOR SPRINGFIELD-OAKS YOUTH ACTIVITIES CENTER Project 90-1 July 31, 1990 Attached for the Committee's action are two requests from the Parks and Recreation Commission regarding improvements to the Youth Activities Center (Y.A.C.) at Springfield-Oaks. Both requests came as a result of inspections by the Risk Management Division. The first of these concerns the installation of a safety cage around the water tower ladder. Originally estimated at $7,125, the actual cost of the installation was quoted at $6,964. The second request is for the installation of the check valve in the Y.A.C.'s fire sprinkler system. Such a check valve would allow the local fire department to tap into the system to supplement the water supply while preventing the outflow of the system's water when a hydrant is open. The preliminary estimate for this item is $5,000. The 1990 Capital Improvement Plan has $150,000 earmarked for Youth Activities Center-related projects of which $14,000 is for "other work as determined." The two aforementioned items certainly fall within this category. The Department of Public Works recommends that these improvements should be made and, if this Committee agrees, a note can then be sent to the Finance Committee to participate with the Parks and Recreation Commission in the installation of such improvements.
