WILLIAM CADDELL, CHAIRPERSON IN RE: PUBLIC WORKS DEPARTMENT/WATER AND SEWER OPERATIONS DIVISION ADDITION OF TWO (2) VEHICLES TO THE COUNTY FLEET TO THE OAKLAND COUNTY BOARD OF COMMISSIONERS Mr. Chairperson, Ladies and Gentlemen: WHEREAS pursuant to Miscellaneous Resolution #7393 of December 8, 1975 the Oakland County Board of Commissioners adopted a "County policy on the assignment of County vehicles"; and WHEREAS the policy for additional vehicles requires the affirmative recommendation of the Finance Committee and states that the Finance Committee shall recommend to the Board of Commissioners an appropriation sufficient to cover the acquisition cost plus monthly charges for the balance of the current year; and WHEREAS the Oakland County Public Works Department, Water & Sewer Operations Division, has made a request to lease two (2) additional vehicles from the Oakland County Garage for positions which were authorized by Miscellaneous Resolution #89328 which approved the 1990 adopted budget; and WHEREAS a stake truck with hydraulic boom and radio is requested for use by a 3-man crew who will repair manholes; and WHEREAS the estimated purchase cost of the stake truck with equipment is $26,300; and WHEREAS a 1-ton truck with utility body and radio is requested for use by a 2-man crew who will be servicing electronic flow meters; and WHEREAS the estimated puchase cost of the 1-ton truck with equipment is $15,140; and WHEREAS the purchase cost of these vehicles and equipment is $41,440 and said amount is in the 1990 General Fund Contingency Account; and WHEREAS funds are available in the Water and Sewer Operations budget to cover the monthly leasing charges; and WHEREAS the County Executive recommends the expansion of the County Car Fleet. NOW THEREFORE BE IT RESOLVED that the Board of Commissioners authorizes an expansion of the County Car Fleet for the two (2) vehicles requested by the Public Works Department Water & Sewer Operations Division. During the 1990/91 Budget, an additional sewage flow metering crew was created (2 man crew) to perform service to 65 new electronic flow meters in the Evergreen -Farmington District. This additional vehicle will provide transportation for this new CreV77 2. Specifically, what additional work has created a need for this assignment? Servicing 65 new electronic flow meters in the Evergreen7f armington U plus additional meters in the Clinton-Oakland District. 3. How has this transportation problem been handled up to this time? This is a new workload program. 4. Will this vehicle be assigned to a specific individual or will it be a pool vehicle Pool vehicle. If assigned to an individual, show his name and work classification. If assigned to an, individual, will the employee be allowed to drive the vehicle horn at the end of the working day? • No 5. Explain why it would be better to assign a County vehicle rather than require the employee to use his private car, under a mileage reimbursement basis. The work will require transportation of sewage metering equipment/tools and will involve contact with sewage. 6. What are the possible ramifications if this assignment is not made? Sewage metering would not be performed on a timely basis. Abatement Orders will not be satisfied. This Additionai venicie will provide transportation and manhole repair material lifting capbilities 2. Specifically, what additional work has created a need for this assignment? The division currently has 1 manhole repair crew making 400 repairs yearly. The county sewer system has grown to 13,760 manholes, requiring 800 repairs yearly. 3. How has this transportation problem been handled up to this time? This is a new workload program. 4. Will this vehicle be assigned to a specific individual or will it be a pool vehicle Pool vehicle. If assigned to an individual, show his name and work classification. If assigned to an individual, will the employee be allowed to drive the vehicle home at the end of the working day? No . 5. Explain why it would be better to assign a County vehicle rather than require the employee to use his private car, under a mileage reimbursement basis. •The vehicle will provide lifting capabilities (Boom) not available with a private car. 6.
